Abstract

The global food systems are currently unsustainable due to their failure to provide equal access to healthy food and their significant contribution to greenhouse gas (GHG) emissions. As the climate crisis persists and becomes increasingly worrying, Transnational Municipal Networks (TMNs), comprising the world’s cities, have depicted a rising role in global or urban climate governance, including C40 Cities/C40, and linking food systems with climate action and recognizing food-based GHG emissions. This study aims to shed light on C40’s role in advancing sustainable food systems as a global climate action. This study employed a qualitative research method with descriptive analysis, using data gathered from TMNs and international organizations’ official documents as well as secondary sources. Agenda setting and TMNs’ governing capacity were utilized to examine C40’s strategies to promote the agenda. The findings unveiled that C40 was actively working to align food with climate, encouraging sustainable food systems transformation within and beyond. The initiatives demonstrated the role in filling a specific gap in climate governance. Despite their role in shaping and pushing the new agenda recognition, the success was mostly incremental rather than transformative due to the voluntarism principle, diverse priorities in climate governance, and the global decision-making structure. This study’s distinctive contribution lies in its focus on GHG emissions within the food sector, an area often overlooked by national governments. The findings offer a practical model, particularly for cities in developing countries, on how knowledge exchanges, collaboration, and integrated policy approaches could help climate mitigation efforts at the local level by considering sustainable food systems despite challenges in implementation.
