Based on the data analysis and discussion, it is concluded that both organizational culture and organizational commitment do not significantly influence employee performance at the Lowokwaru District Office, Malang City. In this government administrative setting, employee performance is fundamentally driven by strict adherence to standard operating procedures and predefined core duties and functions (tupoksi), rather than internalized cultural values or emotional loyalty to the organization. Consequently, improving public sector productivity in this context requires targeted interventions on external factors outside these two variables, such as leadership quality, work motivation, and structured supervisory systems.
