Digital transformation in education requires teachers to possess adequate digital literacy and technical competencies to effectively manage the learning process. However, the implementation of deep learning-based instruction still faces several challenges, including unequal levels of teachers' digital literacy and the need to optimize technical training programs. This study aims to examine the influence of digital literacy and human resource technical training on the effectiveness of instructional management in deep learning at SMPN 21 Kota Bekasi, both partially and simultaneously. This research employed a quantitative method with an associative approach. Data were collected through questionnaires distributed to 55 teachers using a saturated sampling technique. The findings reveal that digital literacy has a positive and significant effect on instructional management effectiveness, with a t-value of 4.476, exceeding the t-table value of 1.984, and a significance level of 0.000 < 0.05. Human resource technical training also has a positive and significant effect, with a t-value of 6.334 > 1.984 and a significance level of 0.000 < 0.05. Simultaneously, both variables have a positive and significant effect on instructional management effectiveness, as indicated by an F-value of 423.957 > 3.18 and a significance level of 0.000 < 0.05. The Adjusted R Square value of 0.938 indicates that digital literacy and HR technical training explain 93.8% of the variance in instructional management effectiveness, while the remaining 6.2% is influenced by other variables outside the scope of this study.
