The integration of artificial intelligence (AI) into education has transformed deep learning into an important instrument for pedagogical and policy transformation. However, its implementation remains challenged by gaps in teacher competencies, career development, technological infrastructure, and educational equity. This study aims to formulate a comprehensive direction for deep learning policy transformation by integrating teacher development, career advancement, human-centered pedagogy, and educational equity. A qualitative research design with a policy analysis approach was conducted at SMK Muhammadiyah 1 Baturetno. Data were collected through regulatory document analysis, Indonesian Education Report Card data, semi- structured interviews, and digital observation, and analyzed using the Miles, Huberman, and Saldana model. The findings identify three key dimensions: strengthening teacher competencies in AI literacy, prompt engineering, and data literacy; implementing human-centered deep learning based on Mind, Meaning, and Joyfulness; and developing an Intelligent Equity framework through targeted teacher development, centralized learning resources, and offline or low-bandwidth technologies. The study concludes that deep learning policy should shift from a technology-centered approach toward an AI-augmented, teacher- centered, and equity-oriented ecosystem that strengthens teacher professionalism, humanizes learning, and promotes equitable educational quality
