Constructing communal wastewater treatment plants in areas with high groundwater tables requires efficient and adaptable methods suited to site conditions. This community service activity aimed to apply the Integrated Construction Evaluation Framework (ICEF) to evaluate construction methods based on cost, implementation time, productivity, material price sensitivity, and geotechnical characteristics. A case study was conducted at a communal wastewater treatment plant project in Kedundung, Mojokerto City, using field observations, project document reviews, comparisons between conventional cast-in-place concrete and prefabricated methods, and integration of findings into the ICEF matrix. The results indicated that prefabricated construction performed better across most indicators, particularly cost efficiency, shorter construction time, higher productivity, and resilience to material price fluctuations. ICEF also helped identify suitable construction methods based on groundwater conditions, budget constraints, project duration, workforce availability, logistical access, and project scale. These findings demonstrate ICEF's potential to support local governments, sanitation managers, consultants, and contractors in planning communal wastewater infrastructure more systematically, efficiently, and sustainably.
