Abstract

The development of ruminant livestock commodities plays a strategic role in supporting food security, providing animal-based protein, and promoting regional economic development. However, differences in resource characteristics across provinces on Java Island have resulted in unequal development potential, highlighting the need to identify regions with comparative advantages as a basis for formulating livestock development policies. This study aims to analyze the regional development potential of ruminant livestock commodities on Java Island during the 2023–2024 period using the Location Quotient (LQ) approach. A descriptive quantitative method was employed using secondary data obtained from Statistics Indonesia (BPS) and the Directorate General of Livestock and Animal Health Services. The analysis uses annual livestock population figures for 2023 and 2024 as published by these sources; no quarterly or semester-based data were used, and the 2024 figures are published annual statistics rather than the authors’ own projections. The analysis covered the populations of dairy cattle, beef cattle, buffaloes, goats, and sheep across six provinces on Java Island. The findings indicate that East Java is a base region for dairy cattle, beef cattle, and goats; West Java demonstrates a comparative advantage in sheep production; Banten specializes in buffaloes and goats; Central Java has comparative advantages in beef cattle and goats; the Special Region of Yogyakarta is a base region for beef cattle and goats; while the Special Capital Region of Jakarta records high LQ values for dairy cattle, beef cattle, buffaloes, and goats due to its role as a distribution and livestock business center. The variation in LQ values among provinces reflects distinct regional specialization patterns, suggesting that livestock development policies should be tailored to each region's comparative advantages to improve resource allocation efficiency and support sustainable livestock development
