The integration of local culture into elementary school learning is highly relevant to strengthening students’ character and cultural literacy. However, existing research on the use of local culture remains dispersed across diverse cultural forms, learning approaches, and educational outcomes. This study aims to analyze the forms of local cultural value integration in elementary school learning and their contributions to strengthening students’ character and cultural literacy. This study employed a Systematic Literature Review (SLR) approach guided by the PRISMA 2020 framework. The literature was searched through Scopus, Google Scholar, DOAJ, and Garuda using combinations of keywords related to local wisdom, local culture, elementary school, character education, and cultural literacy. The reviewed articles were limited to publications from 2022 to 2026 and were selected based on topic relevance, educational level, full-text availability, and their relevance to character and cultural literacy. The data were analyzed descriptively and thematically based on the forms of local culture, integration mechanisms, character values, and dimensions of cultural literacy. The findings indicate that local culture is integrated through community traditions, traditional games, folklore, arts, regional languages, local knowledge, teaching materials, and learning media. Integration through direct activities, games, practice, projects, discussion, and reflection contributes more substantially to character development and cultural literacy than the use of culture merely as informational content. The findings also demonstrate a close relationship between cultural knowledge, learning experiences, character development, and the strengthening of cultural identity. Therefore, local culture has a strategic pedagogical function when positioned as an integral component of contextual, participatory, and reflective learning experiences.
