This article describes the implementation of Early Childhood Education Program for poor children. This program is organized by community social organization (a shelter) named Bina Tulus Hati, Kampung Lio-Depok. This study used qualitative research with descriptive design. The result of study discusses about the implementation of the component comprising the system quality of services, learning time and participants' commitment to the program, learning environment, and its cooperation with the communities.
