Abstract

Strategi politik sangatlah penting bagi partai politik dalam menghadapi kompetisi politik dalam sebuah pemilihan umum. Keberhasilan suatu strategi politik oleh partai politik dalam merencanakan dan melaksanakan, akan ikut berperan pada hasil perolehan suara partai politik dalam pemilu. Demikian juga bagi Partai Demokrasi Indonesia Perjuangan (PDI-P). Artikel ini akan mengkaji strategi yang dilakukan oleh PDI-P Kabupaten Halmahera Barat  saat Pemilihan Umum Legislatif (Pileg) tahun 2019. Temuan penelitian menggambarkan bahwa dalam menghadapi Pileg tahun 2019 terdapat beberapa strategi yang dilakukan oleh PDIP Kabupaten Halmahera Barat baik yang berbentuk push marketing, pass marketing, dan pull marketing. Dalam hal ini PDI-Perjuangan melakukan sosialisasi kepada masyarakat, dan melakukan pendidikan politik yang membuat masyarakat memahami akan pentingnya mengikuti pemilu. Selain itu, Partai PDI-Perjuangan dikabupaten Halmahera Barat juga  berkampanye melalui media cetak, baliho, spanduk yang terpasang di pinggiran jalan, dengan begitu visi dan misi Partai PDI-Perjuangan bisa lebih dikenal oleh masyarakat pada umumnya.Kata Kunci: Strategi Politik; Pileg  ABSTRACTPolitical strategy is very important for political parties in facing political competition in a general election. Abstract

Fungsi pengawasan merupakan fungsi dari DPRD, dimana DPRD memiliki fungsi utama sebagai pengawas dan juga pemantau setiap pelaksanaan peraturan daerah yang sudah disepakati bersama dengan pimpinan daerah, serta mengawasi penggunaan anggaran yang sudah disahkan sebelumnya dalam APBD, begitu pula pengawasan yang harus dilakukan oleh anggota DPRD Kabupaten Minahasa Selatan periode 2019-2024 pertumbuhan ekonomi kabupaten Minahasa Selatan dalam 3 tahun terakhir (2018-2020) terus menurun meskipun berada di urutan ke 7 tingkat kabupaten/kota. Sementara angka kemiskinan yang menunjukan angka rata-rata di atas 9% selama 3 tahun (2018–2020) juga menunjukan belum terjadinya peningkatan kualitas kehidupan masyarakat yang signifikan. Hal ini juga merepresentasikan pembangunan di kabupaten ini tidak mengalami perkembangan yang signifikan. Terkait dengan persoalan tugas, fungsi dan tanggung jawab DPRD, maka keadaan ini tidaklah lepas dari tanggungjawab DPRD Kabupaten Minahasa Selatan sebagaimana yang dijelaskan di dalam peraturan perundang-undangan. Tujuan penelitian adalah untuk mengetahui pelaksanaan fungsi pelaksanaan pembangunan yang dilakukan oleh Komisi II DPRD Kabupaten Minahasa Selatan periode 2019–2024. Penelitian ini menggunakan metode penelitian kualitatif. Penelitian ini berlokasi di DPRD Kabupaten Minahasa Selatan. Hasil penelitian penunjukan bahwa pengawasan yang dilakukan oleh Komisi II DPRD Minsel sudah dilakukan secara objektif, jujur dan mendahulukan kepentingan umum. Dalam melakukan pengawasan, Komisi II DPRD Minsel tidak memandang bulu. Pengawasan pembangunan dilakulan secara terbuka kepada masyarakat dengan menginformasikan lewat media-media alternative (media sosial) yang ada, agar supaya masyarakat dapat mengetahui kerja-kerja mereka. Terdapat beberapa factor yang mempengaruhi lemahnya fungsi pengawasan pembangunan dari komisi II DPRD Minsel, diantaranya: faktor organisasi, faktor latar belakang politik anggota, dan faktor pengetahuan tentang teknik pengawasan dari anggota. Kata Kunci : Fungsi Pengawasan; Dewan Perwakilan Rakyat Daerah;  Pembangunan  ABSTRACTThe supervisory function is a function of the DPRD, where the DPRD has the main function as a supervisor and also monitors the implementation of every regional regulation that has been agreed with regional leaders, as well as supervising the use of the budget that has been previously approved in the APBD, as well as supervision that must be carried out by members of the Regency DPRD. South Minahasa for the 2019-2024 period, South Minahasa district's economic growth in the last 3 years (2018-2020) continued to decline even though it was in 7th place at the district/city level. Meanwhile, the poverty rate which shows an average rate of above 9% for 3 years (2018–2020) also shows that there has not been a significant improvement in the quality of people's lives. This also represents that development in this district has not experienced significant progress. Regarding the issue of the duties, functions and responsibilities of the DPRD, this situation cannot be separated from the responsibility of the DPRD of South Minahasa Regency as described in the legislation. The purpose of the study was to determine the implementation of the development implementation function carried out by Commission II of the South Minahasa Regency DPRD for the 2019-2024 period. This study used qualitative research methods. This research is located in the DPRD of South Minahasa Regency. The results of the research indicate that the supervision carried out by Commission II of the Minsel DPRD has been carried out objectively, honestly and puts the public interest first. In carrying out supervision, Commission II of the Minsel DPRD does not give a damn. Supervision of development is carried out openly to the public by informing them through alternative media (social media) that exist, so that people can find out about their work. There are several factors that influence the weakness of the development oversight function of Commission II of the Minsel DPRD, including: organizational factors, members' political background factors, and members' knowledge of supervisory techniques. Keywords: Supervision Function; DPRD; Development

Abstract

Keberhasilan Partai Demokrasi Indonesia Perjuangan (PDIP) Pada Pemilihan Kepala Daerah Tahun 2020 Di Kota Manado, membuat sejarah baru Di Kota Manado. karena kemenangan ini adalah pencapaian pertamakali dalam memenangkan pemilihan Walikota Manado. Penelitian ini menggunakan metode penelitian kualitatif, yang akan mengkaji apa strategi pemenangan partai PDIP pada pemilihan Walikota Manado. Fokus penelitiaan ini akan dikaji dengan menggunakan pendekatan yang dikemukakan oleh Peter Schorder (2010), tentang strategi politik. Temuan dari penelitian menggambarkan bahwa strategi pemenangan PDIP dalam mendukung kandidat yang diusungnya menggunakan beberapa strategi yaitu mengkonsolidasikan anggota partai yang tersebar di semua wilayah Manado, menonjolkan pengaruh yang dimiliki kandidat, story sukses anggota partai, dan Metode perencanaan yang matang. Itulah strategi yang digunakan hingga PDIP mampu Memenangkan Pilkada Kota Manado Tahun 2020. Kata Kunci : Partai Demokrasi Indonesia Perjuangan, Strategi Politik  ABSTRACTThe success of the Indonesian Democratic Party of Struggle (PDIP) in the 2020 Regional Head Election in Manado City, made a new history in Manado City. because this victory is the first achievement in winning the election of Mayor of Manado. This study uses a qualitative research method, which will examine what the PDIP party's winning strategy is in the election of the Mayor of Manado. The focus of this research will be examined using the approach proposed by Peter Schorder (2010), regarding political strategy. The findings of the study illustrate that the PDIP winning strategy in supporting the candidate it carries uses several strategies, namely consolidating party members spread across all areas of Manado, highlighting the influence of the candidate, success stories of party members, and careful planning methods. Abstract

Keberadaan pemilih pemula sangat penting pada proses pemilihan umum. Jumlah mereka cukup signifikan, sekaligus merupakan generasi penerus dari bangsa Indonesia.  Perilaku pemilih pemula memiliki karakteristik yang biasanya masih labil dan kebanykan cenderung apatis, akibat dari pemahaman politiknya yang masih kurang. Mereka baru belajar politik khususnya dalam pemilihan umum, ruang-ruang tempat dimana mereka belajar politik biasanya tidak jauh dari ruang yang dianggap memberikan rasa kenyamanan dalam diri mereka. adapun ruang-ruang tempat belajar politik tersebut yaitu, ruang keluarga. Artikel ini akan mengkaji perilaku politik pemilih pemula di Kecamatan Sario pada pemilihan walikota dan wakil walikota  Manado tahun 2020. Temuan penelitian menggambarkan sebagian besar pemilih pemula di Kecamatan Sario menunjukkan perilaku pemilih yang sosiologis. Artinya perilaku pemilih pemula kecamatan Sario dalam menjatuhkan pilihannya kepada seorang kandidat pada pemilukada Manado 2020 yakni mereka memilih kandidat dan menjatuhkan pilihannya dipengaruhi latar belakang dari lingkungan sosial mereka. Dimana keluarga mempunyai pengaruh besar terhadap pilihan pemilih pemula terhadap seorang kandidat. Kata Kunci: Perilaku Pemilih  ABSTRACTThe presence of novice voters is very important in the general election process. Their number is quite significant, as well as being the next generation of the Indonesian nation. The behavior of novice voters has characteristics that are usually still unstable and most tend to be apathetic, as a result of their lack of political understanding. They have just studied politics, especially in general elections, the spaces where they study politics are usually not far from the space that is considered to give them a sense of comfort. as for the spaces where politics is studied, namely, the family room. This article will examine the political behavior of novice voters in Sario District in the 2020 mayoral and deputy mayoral elections. The research findings describe that most of the novice voters in Sario District exhibit sociological voting behavior. This means that the behavior of the novice voters in the Sario sub-district in making their choice for a candidate in the 2020 Manado regional election, namely that they choose a candidate and make their choice influenced by their social background. Abstract

Partisipasi politik masyarakat dalam sebuah pemilihan umum merupakan hak dan sesuatu yang penting. Penyandang disabilitas yang telah memenuhi syarat juga memiliki hak yang sama. Namun peraturan terkadang belum mengakomodir problematika terkait dengan partisipasi politik bagi para penyandang disabilitas. Artikel ini mengkaji partisipasi politik penyandang disabilitas pada pemilihan gubernur dan wakil gubernur Kabupaten Minahasa, khususnya para penyandang disabilitas di kecamatan Tondano Selatan. Hasil penelitian menggambarkan bahwa partisipasi para penyandang disabilitas di kecamatan Tondano Selatan pada Pilkada tahun 2020 cukup baik. Pihak penyelenggara yakni KPUD Kabupaten Minahasa juga melakukan kerjasama dengan organisasi penyandang disabilitas untuk melakukan sosialisasi dan penyediaan akses pada Tempat Pemungutan Suara yang ramah bagi kaum disabilitas, serta menyediakan pendampingan bagi kaum disabilitas. Namun, masih terdapat kendala yaitu sulitnya mengumpulkan penyandang disabilitas, yang berakibat pada kurang maksimalnya sosialisasi yang dilakukan, yang mengakibatkan banyak penyandang disabilitas yang bingung pada saat hari pemberian suara. Selain itu tenaga pendamping yang disediakan juga kurang maksimal dalam melakukan pendampingan.Kata Kunci: Partisipasi Politik; Penyandang Disabilitas: Pemilihan Kepala Daerah ABSTRACTPolitical participation of the people in a general election is a right and something important. Persons with disabilities who have met the requirements also have the same rights. However, regulations sometimes do not accommodate problems related to political participation for persons with disabilities. This article examines the political participation of persons with disabilities in the election of governor and deputy governor of Minahasa Regency, especially persons with disabilities in South Tondano sub-district. The results of the study illustrate that the participation of persons with disabilities in the South Tondano sub-district in the 2020 Pilkada is quite good. The organizers, namely the Minahasa Regency KPUD, also collaborated with organizations of persons with disabilities to conduct socialization and provide access to friendly polling stations for people with disabilities, as well as provide assistance for people with disabilities. However, there are still obstacles, namely the difficulty of gathering people with disabilities, which results in less than optimal socialization being carried out, which results in many people with disabilities being confused on voting day. Abstract

Artikel ini mengkaji dampak dari Pendemi Corona Virus – 19 (Covid-19) terhadap partisipasi politik pemilih pada Pemilihan Kepala Daerah (Pilkada). Dengan menggunakan metode kualitatif partisipasi politik masyarakat dalam pilkada ini dilihat dari pemilihan walikota dan wakil walikota Kota Manado pada tahun 2020, khususnya yang terjadi di kelurahan Pandu Kecamatan Bunaken Kota Manado. Partisipasi politik akan dikaji dengan menggunakan pendekatan yang dikemukakan oleh  Mas’oed dan Andrews, (1997) tentang bentuk partisipasi politik. Hasil penelitian menggambarkan partisipasi politik pemilih pada pilkada masih kurang karena adanya pandemi Covid-19 sehingga hampir 30 persen masyarakat tidak menggunakan hak pilih mereka di akibatkan kekhawatiran masyarakat akan menggundang kerumunan yang terjadi di TPS yang berpotensi penyebaran covid-19. Pengaruh Pademi terhadap partisipasi menimbulkan efek yang sangat besar terhadap jalannya proses pemilihan. Akibatnya pihak KPU harus membuat berbagai perencanaan agar pemilihan bisa berjalan dengan sesuai dan tidak menyebabkan penyebaran covid-19 sehingga hal ini bisa di atasi. Namun sebagian masyarakat kurang merespon dan tidak menggunakan hak suara mereka. Kata Kunci: Pandemi Covid-19; Partisipasi Politik; Pemilihan Kepala Daerah ABSTRACTThis article examines the impact of the Corona Virus – 19 (Covid-19) Pandemic on the political participation of voters in the Regional Head Election (Pilkada). By using a qualitative method of public political participation in the local elections, it can be seen from the election of the mayor and deputy mayor of the City of Manado in 2020, especially what happened in the Pandu sub-district, Bunaken District, Manado City. Political participation will be studied using the approach proposed by Mas'oed and Andrews, (1997) regarding the form of political participation. The results of the study illustrate that the political participation of voters in the regional elections is still lacking due to the Covid-19 pandemic so that almost 30 percent of the people do not exercise their right to vote due to concerns that the public will invite crowds that occur at polling stations that have the potential to spread COVID-19. The influence of the epidemic on participation had a very large effect on the course of the election process. As a result, the KPU must make various plans so that the election can run properly and not cause the spread of COVID-19 so that this can be overcome. Abstract

Di saat pandemi Covid 19 berlangsung di Kota Manado telah memicu kepanikan ditengah masyarakat. Selain itu disaat awal pandemi terjadi juga telah membuat seolah-oleh masyarakat menjadi tidak berdaya unutk menghadapinya. Oleh sebab itu Pemerintah Kota Manado mempunyai peran penting dalam memberdayakan masyarakatnya di tengah covid-19. Berbagai upaya dilakukan oleh pemerintah Kota Manado dalam penanganan penyebaran Covid 19. Artikel ini akan mengidentifikasi berbagai strategi yang dilakukan oleh pemerintah Kota Manado dalam memberdayakan masyarakat Kota Manado di saat menghadapi Pandemi Covid-19.  Dengan menggunakan pendekatan kualitatif, strategi yang dilakukan oleh pemerintah Kota Manado akan dikaji dengan menggunakan teori yang dikemukakan oleh Kotten  tentang Styrategi. Menurutnya ada 4 strategi yang di gunakan yaitu  Strategi Organisasi, Strategi program, Strategi Pendukung Sumber Daya dan Strategi kelembagaan. Temuan penelitian menggambarkan bahwa terdapat beberap[a strategi yang dilakukan oleh pemerintah Kota Manado diantaranya dengan pemberian bantuan dalam bentuk sembako, menerapkan protokol kesehatan berupa 3M, 3T dan vaksinasi 1, 2 dan 3, melakukan program vaksinasi secara menyeluruh kepada semua lapisan masyarakat, serta terus melakukan proses edukasi dan komunikasi kepada masyarakat dalam hal vaksinasi dan protokol kesehatan, Semuanya itu dilakukan pemerintah untuk memberdayakan masyarakat dalam pandemi yang terjadi. Kata kunci: Strategi; Pemberdayaan Masyarakat  ABSTRACTWhen the Covid 19 pandemic took place in the city of Manado, it had triggered panic in the community. In addition, at the beginning of the pandemic, it has also made it seem as if the community has become powerless to deal with it. Therefore, the Manado City Government has an important role in empowering its people in the midst of COVID-19. Various efforts have been made by the Manado City government in handling the spread of Covid 19. This article will identify various strategies carried out by the Manado City government in empowering the people of Manado City in the face of the Covid-19 Pandemic. By using a qualitative approach, the strategy adopted by the Manado City government will be studied using the theory proposed by Kotten on Strategy. According to him, there are 4 strategies used, namely organizational strategy, program strategy, resource support strategy and institutional strategy. The research findings illustrate that there are several strategies carried out by the Manado City government including providing assistance in the form of basic necessities, implementing health protocols in the form of 3M, 3T and vaccinations 1, 2 and 3, conducting a comprehensive vaccination program to all levels of society, and continuing to carry out a process of education and communication to the public in terms of vaccinations and health protocols. Abstract

Rekrutmen politik merupakan fungsi yang sangat penting bagi partai politik. Rekrutmen politik menjadi salah satu penentu bagi kemenangan parpol dalam sebuah kontestasi politik. Banyak pertimbangan yang harus dilakukan oleh sebuah parpol dalam menentukan siapa calon yang akan diusungnya. Artikel ini akan mengkaji faktor-faktor yang mempengaruhi pertimbangan Partai Demokrasi Indonesia Perjuangan (PDIP) dalam Pemilihan Kepala Daerah (Pilkada) tahun 2020 di Kota Ternate. Saat itu PDIP Kota Ternate mengusung kandidat perempuan dalam Pilkada tersebut. Karena selama ini yang terjadi di Kota Ternate belum pernah ada parpol yang mengusung kandidat perempuan dalam kontestasi pilkada. Temuan penelitian menggambarkan bahwa PDIP Kota Ternate mengusung kandidat perempuan saat itu karena, kandidat merupakan kader terbaik dari partai dan mengikuti kaderisasi partai dari tingkat yang paling rendah, menjadi ketua DPC PDIP Kota Ternate, hingga menjadi anggota DPRD Kota Ternate. Rekam jejak tersebut menjadi dasar pertimbangan utama PDIP Kota Ternate hingga mengusung kandidat perempuan pada Pilkada tahun 2020 di Kota Ternate. Kata Kunci: Rekrutmen; PDIP; Pemilihan Kepala Daerah  ABSTRACTPolitical recruitment is a very important function for political parties. There are many considerations that must be made by a political party in determining who its candidate will be. This article will examine the factors that influence the considerations of the Indonesian Democratic Party of Struggle (PDIP) in the 2020 Regional Head Election (Pilkada) in Ternate City. At that time the PDIP of Ternate City carried a female candidate in the Pilkada. Because so far what has happened in Ternate City has never had a political party that carries a female candidate in the election contestation. The research findings illustrate that the PDIP of Ternate City carried female candidates at that time because the candidate was the best cadre of the party and followed the party's regeneration from the lowest level, became the chairman of the DPC PDIP of Ternate City, to become a member of the Ternate City DPRD. This track record became the main consideration for the Ternate City PDIP to carry female candidates in the 2020 Regional Head Elections in Ternate City. Keywords: Recruitment; PDIP; Regional Head Election

Abstract

Aturan tentang kewajiban kuota 30 persen bagi caleg perempuan adalah salah satu pencapaian penting dalam perjalanan demokrasi di Indonesia pasca reformasi. Aturan tersebut tertuang dalam sejumlah UU diantaranya UU No. 7 Tahun 2017 tentang Pemilihan Umum, dan Undang-Undang No. 2 Tahun 2008 mengamanahkan pada parpol untuk menyertakan keterwakilan perempuan minimal 30 persen dalam pendirian maupun kepengurusan di tingkat pusat. Angka 30 persen  ini di dasarkan pada hasil penelitian PBB yang menyatakan bahwa jumlah minimum 30 persen memungkinkan terjadinya suatu perubahan dan membawa dampak pada kualitas keputusan yang di ambil dalam lembaga public. Peraturan lainnya adalah dengan menerapkan zipper system yang mengatur bahwa setiap 3 bakal calon terdapat sekurang-kurangnya satu orang perempuan. Namun pengarusutamaan gender pada proses pencalonan sebagai anggota legislative tentunya harus diiringi dengan kualitas perempuan yang dicalonkan. Dengan menggunakan metode kualitatif (Creswell, 2016), penelitian ini akan melihat kualitas calon anggota legislative yang diusung oleh Partai Demokrasi Indonesia Perjuangan (PDIP) Kota Manado pada Pemilihan Legislatif Kota Manado tahun 2019. Kualitas akan dilihat dengan menggunakan konsep yang dikemukakan oleh Matutina, (2001) tentang menilai kualitas  sumber daya manusia dapat mengacu pada: Pengetahuan (Knowledge), Keterampilan (Skill) dan Abilities. Temuan penelitian menggambarkan dari factor pengetahuan (knowledge) calon yang diusung oleh PDIP sudah cukup baik. Dari sisi keterampilan (skill) para calon yang diusung PDIP memiliki kemampuan berkomunikasi (lobi), bersosialisasi, dan  memiliki kemampuan dalam memperjuangkan aspirasi lewat gagasan dalam pembuatan regulasi. Sedangkan factor abilities (kemampuan) rata-rata kader fraksi PDI-P Manado khususnya anggota legislatif perempuan sudah menerapkan loyalitas, kedisiplinan, tanggung jawab, pada partai maupun masyarakat. Kata Kunci: Kualitas; Calon Anggota Legislatif  ABSTRACTThe regulation regarding the mandatory 30 percent quota for female candidates is one of the important achievements in the journey of democracy in post-reform Indonesia. This rule is contained in a number of laws including Law no. 7 of 2017 concerning General Elections, and Law No. 2 of 2008 mandates political parties to include at least 30 percent women's representation in their establishment and management at the central level. This 30 percent figure is based on the results of UN research which states that a minimum amount of 30 percent allows a change to occur and has an impact on the quality of decisions taken in public institutions. Another regulation is to implement a zipper system which stipulates that every 3 prospective candidates there is at least one woman. However, gender mainstreaming in the nomination process as members of the legislature must of course be accompanied by the quality of women being nominated. By using qualitative methods (Creswell, 2015), this study will look at the quality of legislative candidates carried by the Manado City Indonesian Democratic Party of Struggle (PDIP) in the Manado City Legislative Election 2019. Quality will be seen using the concept proposed by Matutina, 2001) regarding assessing the quality of human resources can refer to: Knowledge, Skills and Abilities. The research findings illustrate that the candidate's knowledge (knowledge) of the candidates proposed by PDIP is quite good. In terms of skills, PDIP-nominated candidates have the ability to communicate (lobby), socialize, and have the ability to fight for aspirations through ideas in making regulations. While the factor abilities (abilities), on average, cadres from the PDI-P Manado faction, especially women legislators, have implemented loyalty, discipline, responsibility, to parties and society. Keywords: Quality; Legislative Candidates

Abstract

Adanya Undang Undang Nomor 1 tahun 2014 tentang Pengelolaan Wilayah Pesisir, dimana dalam pasal 63 yang berbunyi ”Pemerintah Daerah berkewajiban memberdayakan masyarakat pesisir dalam meningkatkan kesejahteraannya dan Pemerintah Daerah berkewajiban mendorong kegiatan usaha masyarakat pesisir melalui peningkatan usaha masyarakat melalui peningkatan kapasitas pemberian akses teknologi dan informasi, permodalan, infrastruktur, jaminan pasar dan aset ekonomi lainnya, maka pemberdayaan masyarakat merupakan kewajiban dari pemerintah baik daerah. Namun pada kenyataannya hal ini masih belum berjalan sesuai dengan yang diharapkan. Penelitian ini bertujuan untuk mengevaluasi peran pemerintah daerah Kabupaten Kepulauan Talaud dalam memberdayakan masyarakat pesisir, khususnya yang berada di Desa Kakorotan Kecamatan Nanusa. Penelitian ini menggunakan metode kualitatif dengan menggunakan pendekatan yang dikemukakan oleh Edi Suharto (2006), tentang unsur-unsur pemberdayaan masyarakat. Hasil penelitian menyimpulkan pemberdayaan masyarakat pesisir yang dilakukan pemerintah daerah sudah sejalan dengan undang-undang Nomor 23 tahun 2014, dan peran nyata pemerintah dapat terlihat dari upaya pengembangan potensi pada sektor perikanan, pelatihan-pelatihan yang dilakukan, bantuan modal usaha, dan peningkatan sarana dan prasarana. Memang masih terdapat beberapa kendala yang salah satunya adalah masih rendahnya kualitas sumberdaya manusia yang ada. Kata Kunci: Peran; Pemerintah Kabupaten Kepulauan Talaud; Pemberdayaan  ABSTRACTThe existence of Law Number 1 of 2014 concerning the Management of Coastal Areas, where in article 63 which reads "Local governments are obliged to empower coastal communities in improving their welfare and Regional Governments are obliged to encourage coastal community business activities through increasing community business through capacity building in providing access to technology and information, capital, infrastructure, market guarantees and other economic assets, community empowerment is an obligation of both local governments. However, in reality, this is still not working as expected. This study aims to evaluate the role of the local government of the Talaud Islands Regency in empowering coastal communities, especially those in Kakorotan Village, Nanusa District. This study uses a qualitative method using the approach proposed by Edi Suharto (2006), regarding the elements of community empowerment. The results of the study conclude that the empowerment of coastal communities carried out by local governments is in line with Law Number 23 of 2014, and the government's real role can be seen from efforts to develop potential in the fisheries sector, trainings carried out, business capital assistance, and improvement of facilities and infrastructure. .
