Abstract

ABSTRAKPNPM Mandiri community empowerment is a national program for povertyreduction as well independence society to grow and evolve in the direction.PNPMprogram can hape petrified society out of the problem of disability and poverty.Then in need of local government’s readiness to accept and implement thePNPM be continue actually be felt by society. Purpose of this study in accordance withthe formulation of the problem is to dentermine how the implementation of comonityemporwerment program (PNPM) contriside in improving socie-ecomonic conditions offamilies in tobelo northern halmahera district.The research method uses destriptive reseacth/destribe and methodskualitatif.informan this study as many as 14 people in charge who know and accept theimpact of the implementation of programsof PNPM tobelo. Data use is the primary dataand data collection methods sekunder with interviews while research is researchintrumen it selt. For data analysis done with together with data colletion, the datainterpresti concluded later in the analysis,a description of the national program selfemprowerment(PNPM) rusal counties in the district tobelo halmahera utara.2Showcased in conclusion that the procces implementatin of PNPM mandiri in thedistrict tobelo in 3 of 6 villages that can be said has been running, althogh there arestill many who have not felt the impact of the program goverment can fix mistakes for abetter direction, so that the need of peaple could be served for the better.

Abstract

ABSTRACTIn accordance with the duties and functions BKKBN or Regional FamilyPlanning Agency has a strategic role in the development of social welfare . The role willbe realized as expected if the Family Planning Agency may formulate and implementprograms that are directly related to efforts to repair / improvement of social welfare inparticular the families of the target group . In connection with this, this peneleitianendak answer the question " how the role of Family Planning Agency in thedevelopment of social welfare in the South Minahasa district .What is meant by a role in the development of the social welfare are the thingsor the efforts that have been or are being carried out by the Family Planning in thedevelopment of social welfare / community in accordance with the scope of tasks andauthority. The role can be seen from the programs and activities that have been or arebeing implemented and the results achieved in the development of public welfare .This study used qualitative methods . Sources of data / informants drawn fromthe competent authorities Family Agency Planning South Minahasa District ( 5 people ), officers PPLKB / PLKB Subdistrict ( 4 ) people , and community family planningprograms target group ( 6 persons ) , so the total number of informants there are asmany as 15 people . Collecting data using interview techniques . While the analysis ofthe data using qualitative analysis techniques interactive model of Miles and Hubernan .The results showed : ( 1 ) Programmes Body Family Planning , Women'sEmpowerment and Child Protection South Minahasa regency set everything can be donequite effectively . ( 2 ) Programs Board of Family Planning , Women's Empowermentand Child Protection South Minahasa District conducted during this provide greatbenefits for the community , especially the target groups in the welfare of the family.Based on the results of these peneleitian be concluded that the FamilyPlanning Agency has a significant role in realizing the social welfare development inSouth Minahasa regency .Starting from the conclusion it is suggested that given the significant role ofBKKBN or Regional Family Planning Agency in the development of the social welfareprograms of the Agency for Family Planning , Women's Empowerment and ChildProtection South Minahasa District that has been or is being implemented today shouldbe continued , improved and expanded even furtherKeywords : role KB Agency , the development of social welfare .

Abstract

ABSTRACTThis study departs from the phenomenon that the villages in the district governance Silimoindicated Yahukimo Papua Province has not been effective . This condition seems to be related to severalfactors inhibiting . Thus , this study aims to : ( 1 ) To determine the effectiveness of village governance ;and ( 2 ) . To determine the factors inhibiting the achievement of effective governance at the village SilimoDistrict Yahukimo .This study used a qualitative approach to the application of descriptive methods . Data andinformation gathered through interviews with 16 informants techniques , and equipped with observationand documentation , then analyzed by applying descriptive analysis techniques .Based on the analysis of data , it is known that : Implementation of the village administration .Particularly in Silimo District Yahukimo generally not effective . This condition can be seen from thereality of the interview in which the criteria for effectiveness penyelnggaraan village administration hasnot been implemented to the maximum .Thus , it can be concluded that there is some obstacle , namely : low accessibility factors , quantityand quality of human resources village government officials are inadequate , infrastructure andgovernment facilities were inadequate , and still strong patriarchal values that characterize the activity ofthe community , especially government officials village that gave birth to the paternalistic culture asinhibitors of achieving effectiveness village governanceTherefore , it is suggested that regional governments need to reform Yahukimo in several sectors , amongothers : land transportation network , infrastructure , equipment , facilities and budget supporting thedelivery of village governance , improving the quality and quantity of resources and village governmentofficials to build a culture system oriented achievement through religious guidance .Keywords : Effectiveness , Government , Village

Abstract

ABSTRACTIn accordance with the mandate of the ACT.No. 32 of 2004, ACT.No. 27 in 2009, and PP.No.16 in 2010 that the LEGISLATORS have the functions, duties and authority to conductsurveillance against the implementation of regional development. But in many of thecommon phenomenon of LEGISLATIVE oversight showed that the maximum so that theimplementation of regional development programmes are frequent irregularities and abuses.With respect to these problems then this research aims to find out how the performance ofLEGISLATIVE KabupatenTalaud the supervision of regional development.This study uses qualitative methods. Data sources informants in research is takenfrom the pimpinananggota elements of the Talaud Islands Regency DPRD Commission II (5people) and Chairman of the local government agencies (DinasBadan) partner CommissionII (5 persons), totaling 10 people. Primary data collection using interview techniques. Whiledata analysis using qualitative analysis techniques, interactive model of the Miles andHubernan.The research results obtained representation: (1) supervision of the DPRD TalaudIslands Regency in the determination of the kebijakanprogramproyek regional developmentimplemented through work meetings of Commission II with every regional governmentagency partners in order to conduct the deliberations of the draft programproyek which willbe included in the BUDGETS; (2) supervision of the Talaud Islands RegencyLEGISLATORS against the implementation of the regional development programproyek isimplemented through work meetings and hearings of Commission II with partner agenciesin order to discuss the implementation of the liability report programproyek, as well asthrough the work of Commission II's visit to the site of programproyek development.Based on the analysis of the data shows that supervision of the DPRD TalaudIslands Regency of regional development in principle have been conducted with quiteeffective, efficient, transparent, and accountable. Therefore drawn the conclusion that theperformance of the Talaud Islands Regency DPRD in monitoring regional development isquite goodConclusion based on the results of the study suggested that to improve the performance ofLEGISLATIVE supervision in Talaud Islands Regency regional development then it isrecommended that: (1) the Commission II (areas of development) the DPRD to be filled in bythe people who have competence in the field of administrasimanajemen development; (2) theDPRD members personnel placed on Commission II (areas of development) to be giventraining in the field of administrasimanajemen development in the early period; (3) theworking relationship of Commission II (development areas) with a partner agencies shouldbe more intensive, especially through work meetings and hearings.Keyword: Performance Of Legislators; Supervision Of Regional Development.

Abstract

ABSTRAKOrganizational culture is a norm or various types of regulations to improve andcontrol the performance of employees in the agency, but in reality there are employeeswhose performance does not match the organizational culture in the institution enacted.departed from the matter, this study are intended to answer the question whetherorganizational culture is closely linked to the performance of civil servants in the officeof the mayor of Manado.This research uses quantitative methods.The research done by taking 60 respondents in the mayor's office in the captureManado randomly in the Regional Secretariat on 12 sections / agencies. collecting datausing questionnaires roebuck aids interview techniques. ata analysis using staticticanalysis , linear regression , and the product moment correlation. pengelolahan dataanalysis using manual calculation formula based on statistical analysis , linear regression ,and the product moment correlationBased on the analysis of the data : (1) The regression coefficient cultural relationsorganization with the performance of civil servants in the amount of 0.654 scale / unit. (2)based on the analysis of the data : 1. The regression coefficient cultural relationsorganization with the performance of civil servants in the amount of 0.654 scale / unit ;while the determination coefficient is 0.32 or 32 % of the results of these studiesconcluded that cultural relations organization with the performance of civil servants , apositive and significant impact on employee performanceBased on these conclusions, responsive local government is very needed incontrolling as well as re-evaluating the performance results of the employees to be moreon the increase.Key words: organizational culture, Employee Performance

Abstract

ABSTRACTThis study aims to determine the relationship of morale to employee productivity in the StateProperty Office and Auction Manado.This study used a quantitative descriptive method with simple correlation analysisapproach. In this study using two variables: the variable X and variable Morale Work ProductivityY. The data collection technique using a questionnaire or a questionnaire distributed to employees,the object of study observation and document study. Measurement of population in this study areemployees of the Office of the State Property and Auction services are 40 People Manadoemployees. Data were analyzed using product moment correlation formula, the coefficient ofdetermination and hypothesis testing significantly. To test the hypothesis used t test or partial test.Data were analyzed by manual calculation and use existing t table in the appendix.From the analysis we find the value of the product moment correlation coefficient of r = 0.827 whichshows that there is a positive relationship correlation r value of nearly (1,000) that can beinterpreted in the degree of relationship with work productivity morale at the high category. Thecoefficient of determination (R2) is equal to = 0.6839 or 68.39%, so as to have the sense that thevariables determining morale has power (influence) of 68.39% on the development of employeeproductivity, in other words that the development of morale is at 68.39% determined by the spirit ofthe work, while the remaining 31.61% is explained by other variables not examined in this study.Significance level of the coefficient on the real level test used was 1% (∞ = 0.01). To test obtainedMorale thitung t = 9.067> t table = 2.429. It can be concluded that ho was rejected and Ha acceptedor Morale effect on Work Productivity of employees.Key word : spirit at work, produktivity

Abstract

ABSTRACTEffective administration of the village is needed to support rural development, namely as a source ofdocuments and information in rural development planning. Therefore, the government continues tomake improvements on the village administration, among others, by issuing Regulation Number 32 of2006 on Village Administration. This study aimed to know how to transform the effectiveness of theadministration of the village in the village Lemahino, and the extent of the effectiveness of theimplementation of the village administrasu supporting development in rural Lemahino.This study used qualitative methods. The informants as many as 10 people were taken by usingpurposive of the various elements of the village government, BPD, LPM, PKK, social organization /social, leaders / village community leaders and villagers. The data was collected using interviewtechniques and equipped with a documentary and observation techniques. The documents analysistechnique used is the qualitative analysis of interactive model of Miles and Hubernann.Based on these results it can draw the following conclusions: (1) administrative Penyelenggaaraanvillage (village administration books), good public administration, administrative resident, financialadministration, and the administration of rural development Lemahino not yet fully effective, but it isgood enough. (2) The effectiveness of the administration of the village in supporting development inrural Lemahino pretty good but not maximized.Conclusions based on these results it is necessary to put forward the following suggestions: (1) Theeffectiveness of the administration of the village in the village Lemahino should be improved. It urgesthat must be done is to increase the village administration of human resources, provision of adequateresources allocation, and the provision of facilities and infrastructure of the village administration andadequate representative. (2) The planning of rural development should always be based on documentsand information that is accurate and reliable. To the village government and community agenciesconcerned in the preparation of village development plan should refer to the documents that have beenprocessed in the books related administrative villages.Keywords: village administration, village development.
