Abstract

ABSTRACTCommunity Empowerment is essentially a process of growth and development ofthe power of the community to be involved in various aspects of development in an areaso the end goal is the community's independence, enable and develop the ability toadvance themselves toward a better life in a balanced way.Thus in doing further researchon the effectiveness of the execution of tasks in Planning Development LPM BitunurisVillage District of Salibabu Talaud Islands. This research is qualitative, then according tothis study data analysis techniques are qualitative descriptive analysis.Based on the results it can be concluded that the effectiveness of the implementationof the LPM tasks in development planning in the Village BitunurissubdistrictSalibabuTalaud Islands is already good; in other words, the task of the LPM in rural developmentplanning in the Village District of SalibabuBitunuris Talaud Islands can be implementedquite effectively. However, further increase the available resources both human andnatural semberdaya that can be carried out in their development planning with better.Key words :Effectiviness, Task LPM, Planning Development.

Abstract

AbstractThis thesis aims to determine the contribution of local tax revenue to PAD who performed theDepartment of Finance and Asset Management District South Halmahera during the three fiscal years(2010-2012) , as well as enabling and inhibiting factors in increasing revenue ( PAD ) in taxes area inSouth Halmahera . The results showed that the contribution of local taxes to large revenuecontribution. This is reflected in the amount of local tax contributions increased from year to year anda source of revenue ( PAD ) District. South Halmahera where we see of the total revenue of Rp .11,735,130,069.82 in 2010 , local taxes accounted for Rp 1,223,577,233.00 or 10.51 % and then in 2011of the total revenue of Rp.32.296.618.479,35, local taxes accounted for Rp 2,333,993,323.00 or 29.93 % ,and in 2012 of the total revenue of Rp.43,965,874,804.28 local taxes accounted for Rp 3,368,905,822.00or 40.59 % .The factors affecting the increase in revenue ( PAD ) of the local tax sector enabling andinhibiting factors . Supporting factors include the organization and management , facilities andinfrastructure as well as the intensification and extension were carried Dpkad Kab . South Halmahera, while the limiting factor is the participation of the community in paying taxes , data collection orcomplicated test , and quality personnel inadequate marked with the level of education that do notcomply with the ability to manage local taxes .Keywords : Local Taxes , Local Revenue

Abstract

ABSTRACTThis study departs from the phenomenon that the villages in the district governance Silimoindicated Yahukimo Papua Province has not been effective . This condition seems to be related to severalfactors inhibiting . Thus , this study aims to : ( 1 ) To determine the effectiveness of village governance ;and ( 2 ) . To determine the factors inhibiting the achievement of effective governance at the village SilimoDistrict Yahukimo .This study used a qualitative approach to the application of descriptive methods . Data andinformation gathered through interviews with 16 informants techniques , and equipped with observationand documentation , then analyzed by applying descriptive analysis techniques .Based on the analysis of data , it is known that : Implementation of the village administration .Particularly in Silimo District Yahukimo generally not effective . This condition can be seen from thereality of the interview in which the criteria for effectiveness penyelnggaraan village administration hasnot been implemented to the maximum .Thus , it can be concluded that there is some obstacle , namely : low accessibility factors , quantityand quality of human resources village government officials are inadequate , infrastructure andgovernment facilities were inadequate , and still strong patriarchal values that characterize the activity ofthe community , especially government officials village that gave birth to the paternalistic culture asinhibitors of achieving effectiveness village governanceTherefore , it is suggested that regional governments need to reform Yahukimo in several sectors , amongothers : land transportation network , infrastructure , equipment , facilities and budget supporting thedelivery of village governance , improving the quality and quantity of resources and village governmentofficials to build a culture system oriented achievement through religious guidance .Keywords : Effectiveness , Government , Village

Abstract

ABSTRACTThe chief of a district as district leader is either one perpetrators of PNPM Mandiri in thedistrict as a founder execution PNPM Mandiri to the villages in the district area. That iswhy the role district leadership on the implementation PNPM Mandiri in the district to bevery important and to determine. In connection with that’s thing then this researchintended to answer the question how the role of district leadership on the implementationPNPM Mandiri in the Pasan District Southeast Minahasa Regency.Based on literature review then the role of district leadership on the implementationPNPM Mandiri viewed from three activity the chief of a district as a founder executionPNPM Mandiri in the district are the role to socialize program with build and direct theperpetrators PNPM Mandiri in the district and village; the role of coordinate plan andexecution a program PNPM Mandiri in the villages; and the role to control execution aprogram PNPM Mandiri in the villages.This research used qualitative method. Data source/informant take from theperpetrators unsure PNPM Mandiri in the district level and in the village level, are 14peoples. Data collection used interview technique. Whereas data analyze used techniquequalitative analyze interactive mode by Miles and Hubernan.The result of the research to showed : (1) the chief of a district’s role to socialize aprogram with build and direct the perpetrators PNPM Mandiri in the district level andvillages in the Pasan District area can be performed effectively; (2) the chief of a district’srole to coordinate plan and execution a program PNPM Mandiri in the villages in thePasan District area can be performed effectively; (3) the chief of a district’s role to controlexecution a program PNPM Mandiri in the villages in the Pasan District area can beperformed effectively.Based on the result of that research deduced role of the chief of a district’sleadership on the implementation PNPM Mandiri in the district already can be realized byeffective in the Pasan District Southeast Minahasa.Based on the result of this research then suggested that the chief of a district’sleadership on the implementation PNPM Mandiri in the Pasan District still needs to beimproved so it becomes more effective.Keywords : the chief of a district’s leadership, implementation PNPM Mandiri

Abstract

ABSTRACKThe implementation of the duties and functions of a village chief in the government isone of the activities of government officials in an effort to improve the welfare of thecommunity, as the purpose of this study is to provide a description of the implementation ofthese functions. The role of village chief is very important in approaching and grow and developself-help mutual aid society in order to realize the implementation of development that has beenplanned in the Budget of the Village.This means that the head of the village as a leader in thevillage is the organizer and the person in charge in the field of governance and communitydevelopment, as well as village chief is responsible for growing and developing self-help mutualaid society. By looking at how important the role of the village head held thus further researchon "The Role of the Village Head In The agitation participation from communities in the VillageDistrict of Salibabu Salibabu Talaud Islands".In this study, the type of research that is in use which is a type of qualitative research,the research focus is the role of the village chief purpose in scaling community participation inrural development. Respondents / instrument in this study is that local officials and villagers ofSalibabu District of Salibabu Talaud Islands as many as 10 people.The researchers' analysis adjusting of some theory is concerned with the studyindicators, namely: first, the role of the village head as a motivator in moving people'sparticipation in village development Salibabu; second, the role of the village head as a facilitatorin moving people's participation in rural development Salibabu; and third, the role of the villagehead as a mobilizer in moving people's participation in rural development Salibabu.Based on the research role of the Village Head of Public Participation In The agitation inthe Village District of Salibabu Salibabu Talaud Islands in view of the three aspects of the roleof the village head as motivators, facilitators and mobilizers suda good but its role inimplementing the village head had to really play its role properly so that the public canparticipate in any program / village development activities. Abstract

Aristo OngiAbstarkDunia usaha saat ini baik perusahaan swasta maupun perusahaan milikNegara pada umumnya, yang memproduksi barang dan jasa, merasakan betapapentingnya faktor tenaga kerja. Manusia sebagai salah satu sumber dayamempunyai peranan penting dalam mendayagunakan sumber-sumber dalamorganisasi. Berkaitan dengan hal tersebut, memaksimalkan kemampuan yang adapada karyawan harus terus menerus diupayakan agar tercapai tujuan yangdiinginkan perusahaan. Tujuan utama perusahaan adalah untuk mencapai labamaksimum, agar tujuan perusahaan dapat tercapai maka perusahaan harusmempunyai Produktivitas yang tinggi. Kebijaksanaan perusahaan mempunyaipengaruh yang kuat terhadap kinerja karyawan dalam melakukan kegiatanperusahaan, oleh karena itu perusahaan harus dapat menentukan suasana dalammembentuk iklim perusahaan yang baik, sehingga membawa dampak padakinerja yang tinggi pula.Produktivitas merupakan salah satu aspek yang menentukan keberhasilansuatu perusahaan dalam persaingan dunia usaha yang semakin ketat (Anis dkk,2007). Dilihat dari segi psikologi, produktivitas adalah suatu tingkah lakusebagai keluaran dari suatu proses berbagai macam komponen kejiwaan yangmelatarbelakanginya (Anoraga, 2005). Pengertian produktivitas kerja adalahjumlah output yang dihasilkan seseorang secara utuh dalam satuan waktu kerjayang dilakukan meliputi kegiatan yang efektif dalam mencapai hasil atau prestasikerja yang bersumber dari input dan menggunakan bahan secara efisien(Sinungan, 1997). Sehingga dalam hal ini seorang manajer atau pimpinanmemiliki tugas yang cukup berat dimana dia harus selalu berusaha meningkatkankinerjanya dan memberi motivasi bagi bawahannya agar dapat meningkatkanproduktivitas karyawannya untuk mencapai tujuan perusahaan.Demikian dengan halnya PT. Nusa Halmahera Minerals (NHM) yang merupakansalah satu perusahaan Pertambangan Mineral (Emas), merasa perlu untukmeningkatkan produktivitas kerja karyawannya. Hal ini dilakukan untukmemenuhi target yang telah dibuat dan mempertahankan jalannya perusahaan.Menurut Ravianto (1985), terdapat banyak faktor yang dapat mempengaruhiproduktivitas diantaranya semangat kerja dan disiplin kerja, tingkat pendidikan,ketrampilan, gizi dan kesehatan, sikap dan etika, motivasi, iklim kerja, teknologi,sarana produksi, kesempatan kerja dan kesempatan berprestasi. Setiap manusiamempunyai dasar alasan, mengapa seseorang bersedia melakukan jenis kegiatanatau pekerjaan tertentu.Kata Kunci : Budaya Organisasi ,Motivasi Kerja, Produktivitas

Abstract

AbstractThe existence of NGOs in the village is expected to play a role to support ruraldevelopment both direct and indirect, indirectly through the implementation of their ownprograms as well as directly through participation or involvement in rural developmentactivities undertaken by the village government. The role of NGOs in supporting ruraldevelopment can also be realized in their role as the aspirations channel of thecommunity, as a media that connect the communication between the government andthe community, as a media for mobilizing community participation in development, andas a public controller of the development in the village. Therefore, this study wasconducted to the extent of the role of NGOs in supporting rural development in thedistrict of South Pamona.This study used qualitative methods. Sources of data or informants drawn fromgovernment districts, village government, community organizations or LPMD in thevillage, leaders or community members, and administrators or managers of the NGO inthe sub-district / village, entirely as many as 13 people. Data collection is using interviewtechniques. While the analysis of the data using qualitative techniques.The results showed: (1) NGOs that exist and operating in South Pamona subdistricthas been proved in supporting rural development through programs andactivities that they are perceived to support the progress of the village, and providebenefits to rural communities, especially the target of the NGO itself. (2) The role ofNGOs in supporting rural development through their role as as the aspirations channelof the community, as the communication bridge between government and community, asa media for mobilizing community participation in development, and and as a publiccontroller of the development in the village, it can be realized but generally still limitedto their organization or they only focus for the members or target of the NGO itself. Theresults of these studies may lead to the conclusion that the existence of NGOs operatingin the community or village level, can really play a useful role in supporting ruraldevelopment.Based on the study results, it is suggested that the implementation of programsand activities must be adapted to local conditions, so that NGOs should coordinate withlocal authorities in this case can be the head of district or village in the preparation ofthe program implementation.Keyword(s): The role of NGO, Rural Development

ABSTRAKThis study aims to determine how the Implementation of Bottom-Up Approach inRural Development Planning in The Subdistrict Tumpaan South Minahasa District, alsoto determine the extent of Implementation of Bottom-Up Approach in RuralDevelopment Planning can encourage community participation in rural development inSub Tumpaan South Minahasa District,In the methods used in this research is descriptive-qualitative method. Researchconducted in four villages that was taken from 10 villages in the District Tumpaan.Informant studies taken from various related elements, namely The Village Head, BPD,LPM, and Leaders/ Community Leaders entirety as many as 16 people. Date collectionusing interview techniques. The analysis technique used is qualitative analysisinteractive models of Miler and Hubermann.Based on the research result deduced: (1) Implementation of a bottom-upapproach to development planning in the village has been able to do well in the village inthe subdistrict Tumpaan; (2) Implementation of bottom-up approach the planning ofRural Development must be supported by harmonious cooperation between the relevantinstitution; (3) The implementation of bottom-up approach the Rural Developmentplanning is also supported by the participation of the entire communityKeyword : Bottom-Up Approach, Rural Development Planning

Abstract

ABSTRACTThis study describes how the contribution of the Locally-Generated Revenue (LGR) sources ofSangihe Islands Regency to the total LGR and the effectiveness level of the acceptance of the LGR sourcesin Sangihe Islands Regency.The method used in this research is descriptive qualitative method with secondary data obtained fromthe Department of Financial Revenue Management and Local Asset of Sangihe Islands Regency. Datacollection techniques are documentation study and literature study with contribution analysis techniquesand level of effectiveness.The results of data analysis show that the average value of the contribution of the revenue sources(Local Taxes, Local Levies, Local Resources Management, and Miscellaneous Legal Revenue) of SangiheIslands Regency in the fiscal year of 2009-2013 was respectively 11.73 %, 50.93 %, 5.36 %, and 31.92 %;and the average value of the effectiveness level of the LGR acceptance of Sangihe Islands Regency in thefiscal year of 2009-2013 was 89.26%, or already effective.Based on the results of this study, it can be concluded that the Local Levies sources provide thelargest contribution to the total LGR in the fiscal year of 2009-2013, followed by Miscellaneous LegalRevenue, Local Taxes, and Separated Local Resources Management. In terms of the level of effectiveness,the administration of revenue sources of LGR in the fiscal year of 2009-2013 has been effective. However,there are several factors inhibiting the increase in the LGR of Sangihe Islands Regency; among others,human resources (HR), supervision, and coordination.This study then suggests that the LGR of Sangihe Talaud be increased, the performance of SKPDneeds to be optimized to generate LGR, and some of the factors inhibiting the increase in LGR needsserious attention from the government.Key word : Locally-Generated Revenue (LGR), Regional Divisions
