Abstract

Abstract: In this research, the connection of the restructuring of regional organizations in particularly the establishment of organizations in local government bureaucracy, the efficiency will be seen from the efficient of using public funds (budget) for the purposes of the bureaucracy and its efficiency of public services. This concept will be seen by the following indicators: the ability to simplify organizational / bureaucratic areas, which is including type of organization, the number of organizations and organizational echelon, the distribution of the regional budget allocation (APBD) for the purposes of governance (the bureaucracy) and for the purposes of public (community) as well as the ability to make changes / improvements to public services. In this study, the bureaucracy is within the third perspective (Value-Free) which is means Government Organizational Bureaucracy is a set of tasks and positions that formally organized, where the implementation of the system hierarchy contains the authority and responsibility, as any unit / work unit has mutual influence and determine the implementation of the work to achieve thorganizational goals. Abstract

Abstract: The research objective was to determine the role of the Advisory Board Position and Rank in theadministration of personnel transfers structural position as mandated by Law No. 43 of 1999 on changesto Law No. 8 of 1974 About the Fundamentals of Civil Service that in the appointment, transfer anddismissal of employees must be based principles of professionalism of employees which includecompetence, work performance, and level rank Civil Servant. To determine the role of the Advisory BoardPositions and Ranks in the implementation of personnel transfers structural position, the research methodused is qualitative method, which is where the researcher as a key instrument in the study consisted of 13informants.The role of the Advisory Board Position and Rank in the administration of personnel transfers in NorthHalmahera is his duty to give consideration and advice in terms of personnel transfers by taking intoaccount the competence, performance and level of rank is not everything is going well. Because the data isbased on mutations in January that there are many employees who are placed not in accordance with theprinciples of The riht Man On The Right Place even exist in mutation employee has concurrently. And sois the implementation of personnel transfers more attention to long term in-service tasks, proximity orkinship relationships compared with competence, work performance and level rank for employeestransferred. And there is recognition of employees that once issued Decree of the new regent he knowshimself in mutasikan on new positions.To avoid the Spoil System Advisory Board Positions and Ranks need to cooperate with an independentassessment team and has experience in assisting the selection of employees transferred. And to the resultsof the session of the Advisory Board Positions and Ranks recommended to the Regional Personnel Officerin a transparent manner for the sake of accountability in policy mutation. Abstract

ABSTRACT : Tourism is one of the things that are important to a country. With the then existing community tourism attractions in the region would memdapatkan positive impact, the public get a chance to open a small business attractions in the region so that a family needs can be met. The local government of tourism objects get revenue from the tourist attraction. The potential of the attraction Hill Love Lumimu'ut district Kanonang minahasa not managed optimally so that the existence of a tourism asset rating not get a positive response in the form of tourist visits. Tourism development is very influential in tourist attraction Hill Love, the following are the factors that inhibit the development of attraction Hill Love Toar Lumimu'ut Kanonang Minahasa .Factors that hamperthe development ofattraction Hill LoveToarLumimu'ut: The quality of human resources is not adequate, System management is not optimal tourism. Manage less society preserve and attractions in Hill Love. Shortage of funds in the development of attraction Hill Love. Tourism marketing and promotion system is not optimal . Inadequate facilities and infrastructure. North Sulawesi provincial government is expected to develop a Tourism attraction Hill Love Toar Lumimu'ut Kanonang Minahasa in increasing people's incomes and the contribution of attraction Hill Love for Local Revenue. Abstract

The method of research that writer use in this research is quantitative research method, that is researchmethod based on philosophy of positivism, which is used for research in certain population or sample. Thesampling technique used is the saturated sample technique from the research in Inspectorate of NorthHalmahera District from 31 ASN. Data analysis techniques used are simple linear regression analysis andsimple correlation analysis.Based on the results of analysis using product moment correlation of people obtained correlation coefficient(r) = 0.343 while the coefficient of determination (r2) = 0.34. These results show that the coefficient ofdetermination is 34%. With this result, it can be explained that ASN performance improvement is determinedby education by 34% while 65% is determined by other factors. Based on the results of the above research,the hypothesis in the post can be accepted that there is a level of relevance and determination between ASNperformance educations in North Halmahera district inspectorate. Based on the significant test resultsobtained t = 2.280 at significant level (α) = 0.05 with degrees of freedom (df) = n - 2 = 29, then table = 2.045.From the data obtained that t arithmetic greater than ttable where t arithmetic 2,280> 2.045. Then H1 isaccepted and HO is rejected. This proves that there is a positive influence between Education onPerformance Asn in Kab. North HalmaheraBased on the results of the study, it can be concluded that education has an influence on ASN performance.But in the category of calculation of interpretation of education fall into the weak category. So the betterthe ASN education, the better the performance will be, so it should improve the program "education bothformal, informal, non formal education, in the process of achieving performance results.Keywords: Education, Performance of Civil State Apparatus,

Abstract

ABSTRACT: Camat position as a leader in the district and at the same time as the head of the workingarea districts have an important role and ultimately determine the manifest good govenance in thedistrict, but in fact good govenance not been optimally realized in the district. This study intended tofind out how camat role in achieving good Governace in the district of Minahasa district Tombatusoutheast.The research method used is qualitative method. camat role in achieving good governance fi viewof three aspects, namely pernan coordinate, direct, and supervise government in the district.informants in this study as many as 15 people were taken from the element of government officials,elements of SKPD and vertical institutions in the district, the village government elements, andorganisa civic or community leaders. a key instrument in this study is the researchers themselves, whilecollecting data using interview techniques. Data analysis was performed using analysis modelsinterkatif qualitave analysis of miles and hubernann. The results of data analysis that addressed therole camat coordinate, direct and supervise activities in the district administration to achieve goodgovernance is done properly and effectively in Kecamtan Tombatu.Based on the research results deduced that camat the position / positions, duties andauthorities coordinate, direct and supervise the government penyelenggraan in districts having acrucial role in achieving good governance.Departed from the conclusions of the study put forward suggestions: camat must optimizethe use of means of organizing pemerintaha coordination of all work units pemetintah; optimizing thepotential and the ability to provide guidance to government work units in the working area districts;and optimize the existing control facilities such as reporting systems, and monitoring and evaluationsystem.Key words: the role of the subdistrict head, good governance

Abstract

Abstract: This research aims to explain about the role of Village Secretary in Administration Service ofKanonang Village Government 3. This research uses descriptive method of qualitative approach, and datacollection technique done by observation, interview technique and documentation. Number of informants asmany as 10 people. In this study using the administrative theory of village administration in terms of service tothe community, administration of village administration, and other matters relating to the village. The resultsshowed that the administrative service provided by the village government in this case that handles theadministrative process of the village that is the secretary of the village there are still shortcomings. This can beseen from the performance of village secretary in managing the correspondence of archival execution, reports,financial affairs, government administration affairs, development, and society. There are several things thatneed attention in the village officials in handling village government administration is to improve performanceand provide good service to the community by following the existing government administration mechanismsand procedures.Keywords: Role of Village Secretary in Administration Service of Village Government

Abstract

Abstract: This research is a qualitative research to examine the performance of Manado City Social andCommunity Empowerment Agency in handling the homeless in Manado City, using performance indicatoraccording to Dwiyanto: Productivity, Service Quality, Responsiveness, Responsibility, and Accountability.Data were obtained through interviews, completed with secondary data, in the form of data from theManado Social Service and Manado city newspapers. The number of informants in this study is 7 people,consisting of: 2 employees of Manado City Social Service, 3 homeless people located in Manado city, and 2people who often see the daily life of the homeless. From the results of the research, obtained; (1) In termsof productivity, the performance of Manado City Social and Community Empowerment Agency in handlingthe homeless is still minimal. (2) In terms of service quality, the performance of Manado City Social andCommunity Empowerment Agency in handling the homeless is still minimal. (3) In terms of responsiveness,the performance of Manado City Social and Community Empowerment Agency in handling the homelessin Manado is still minimal. (4) In terms of responsibilitas, Manado City Social and CommunityEmpowerment Agency in handling the homeless is quite enough. Abstract

Penelitian ini bertujuan untuk mengetahui penyebab masih kurangnya partisipasi masyarakat dalam membayar Pajak Bumi dan Bangunan di Kelurahan Tempino Kecamatan Mestong Kabupaten Muaro Jambi Kota Jambi.Pendekatan ini menggunakan pendekatan kualitatif, jenis penelitian ini adalah penelitian deskriptif, teknik pengumpulan data dalam penelitian ini menggunakan observasi, wawancara dan dokumentasi, dan teknik analisis data yang digunakan dalam penelitian ini adalah teknik Reduksi data, Penyajian data, dan Verifikasi data / penarikan kesimpulan.Dari hasil penelitian menunjukkan bahwa partisipasi masyarakat wajib pajak dalam membayar Pajak Bumi dan Bangunan di Kelurahan Tempino belum optimal. faktor yang menghambat dalam membayar pajak bumi dan bangunan adalah kurangnya partisipasi wajib pajak dimana tidak sadar akan kewajibannya untuk membayar pajak yang menyebabkan pembayaran pajak ini tidak berjalan dengan efektif. Wajib pajak harus meningkatkan kesadaran dalam membayar Pajak Bumi dan Bangunan Karena, dengan membayar pajak dengan rutin wajib pajak berpartisipasi dalam pembangunan daerahnya khususnya untuk Kota Jambi.Partisipasi masyarakat dalam membayar Pajak Bumi dan Bangunan di Kelurahan Tempino belum baik karena tingkat komunikasi, sikap petugas Pajak Bumi dan Bangunan, kesadaran, pendidikan, dan tanggung jawab belum optimal.Kata Kunci : Partisipasi Masyarakat. Abstract

ABSTRACT   In accordance with Regulation of the Minister of  Education and Culture of the Republic  of Indonesia on the Organization and Work of Sam Ratulangi University of article 105, paragraph  1, which states that the Information and Communication Technology Unit is a unit of the technical  implementation  in  the  field  of  development  and  management  of  systems  and  information  and  communication technology. And Article 106, namely, Information and Communication Technology  Unit  has  the  tasks  of  system  development  and  management  of  information  and  communication  technology as well as the provision of information and communication technology services.    This study used a qualitative method, data source or informant study of 10 people in the  capture of some elements, such as students 8 people, and Lecturer 2 people. Collecting data using  questionnaires, interviews, and documentation. Based on the research, it can be concluded that the  effectiveness of management information systems at the center of the information technology (PTI)  Sam Ratulangi University, yet effective.    Timeliness, accuracy of information, and human resources must be developed. Abstract: Aim Research is for knowing effectiveness organization government districts wanea city manado.Research this use method approach descriptive quantitative. Effectiveness organization government districtswanea seen from five dimensions effectiveness organization ie production, efficiency, clerk of employeeadaptation or flexibility, and development. Informant research as many as six people that is camat wanea,secretary districts, head sexy system government, head sexy service general, a lurah. Collection data useguidelines interview, while technique analysis that used is analysis model interactive from Miles andHubernann.Based on results analysis data withdrawn conclusion that effectiveness organization government districtswanea seen from dimensions production, efficiency, satisfaction employees, adaptation or flexibility, anddevelopment, all not yet maximum however already enough good.Based on results research could recommended suggestion : (1) Improve quantity and quality program/activitiesand implementation; (2) Utilize on right and optimal potency human resources employees, budget/fund, andmeans work; (3) Improve appreciation to employees and his welfare; (4) Improve power responsive to everydevelopment external and internal; and (5) continue attempted fix performance.Keywords : Effectiveness organization, government districts.
