Abstract

Abstract : The implementation of special autonomy in Papua province has been going forapproximately 15 years. Along with the various programs and assistance for the construction /development of human resources disbursed by the central government. Regional governments are alsothe special autonomy possessed authority to implement various programs and activities for humanresource development of the people of Papua. But the extent of the special autonomy policy has beenable to provide results and positive impact in improving the quality of human resources in Papua?.The interesting question to be answered and analyzed through a scientific investigation, so the authorsraise the title of the study: "Evaluation of the Special Autonomy Policy in Kuala Kencana MimikaDistrict of Papua Province: Study on Improving the Quality of Human Resources.The method used in this research is descriptive-qualitative method, with the focus of this study is the"result" of the special autonomy in Papua Province can improve the quality of human resources in thecommunity Mimika District of Kuala Kencana. Informants in this study will be taken in three (3) inthe region Kampung Kuala Kencana district Utikini namely Kampung Baru, Kampung Bhintuka, andKampung Karang Glad. Informal comprising elements of the District Government, the GovernmentKampung.tokoh community / cultural / religious, and citizen informants masyarakat.Jumlah as manyas 10 people with the details as follows: Chief of District 1, village head 3, Community Leaders /Religious / Traditional 3, Residents community 3.The results of this study are of special autonomy policy has been to promote development in the field ofeducation so that the educational facilities in the district of Kuala Kencana be available in adequatestarting from elementary, junior high to high school. The availability of educational facilities haveresulted in increased capacity and opportunity to participate in school-age society / obtain an adequatelevel of education so that the educational degrees increases. Special autonomy policy has been topromote development in the health sector so that health facilities in the district of Kuala Kencana beprovided with adequate ie health centers, health centers, mobile health clinics, medical centers, andclinics Public Healt Malaria Control (PHMC). With the availability of facilities / health infrastructurehave resulted in increased public's ability to meet the needs of service / health care so that theincreased level of public health and family nutrition, especially children under five and pregnant andlactating mothers continues to rise.Key word : Evaluation Special Autonomy Policy , Improvement of Human Resources Quality

Abstract

ABSTRACT : Situation of subdistrick head, and Implementation distraction of autonomy territorydifferent with another unit territory,because besides to take care of govermant publicassignment,subdistirc head also have assignment to handle autonomy territory affair to service societythat abundance by regent, Because subdistrict hend hold in importtantPart inside implementation autonomy territory at subdistrict.purpose of researth is find aut howimplementation autonomy territory at district Ayamaru Utara.Research method that use is qualitative.Method informant in this research as many astenperson whith taken from district government (for person)department upt/agensing territory (twoperson),head village (two person) BPD hend and LPM ( two person). Data accumulation that use byresearcher is interview technique.This qualitative analysis technique and interactive analysis methodtook from Miles and hubermen.Research contlusion result, base on ( 1 ) distict head to manage (activate,motivation,to build upand control) a potencial apparntur resourth and implantation an autonomy territory framework atdistrict Ayamaru Utara. ( 2 ) district head inside coordinatinggoverment work unit territory at regionwork district (UPT ) inside implementation framework of autonomy territory that already done whitgood enough however not give optimal result yet.Contlusion result base on researth so (1 ) district head of Ayamaru Utara inside to ménagepotential human resourch. Condition resourch whit subdistrict government of Ayamaru Utara whichgeneral still less/not enough so district head must be able and have a role inside to ménage potentialhuman resoutch apparatur. Abstract

ABSTRACT : Bureaucracy has ethics that apply to the entire apparatus. Professionalism of publicserviceis a demand that must be realized int he bureaucracy. This study aimsto determine the effectofthe bureaucratic ethic of public service professionalism Malalayang Head Office of Manado City.This study usesquantitative methods. Research was carriedby 40 votes districts Malalayanggovernment apparatus. The data used areprimary data obtained through a questionnaire. The analysistechniq ueused to test the hypothesis is simple statistical regression analysis and simple correlation orkoreasi product moment. The result showed that the direction ofthe regression coefficients andcorrelation coefficientsof the variables bureaucratic ethicof public service professionalism is posifiveand significant atthe 0.01 level of significan ceorconfidence level of 99%.Based onthe results ofthat study concluded that the bureaucratic ethic positive and significantimpacton the professionalism ofthe public service in the sub-district office Malalayang.It is recommended that the understanding, appreciation and practice of ethical apparatusagainst bureaucracy needs to be improved through the development of ethics bureaucracy to theapparatus should be donemore intensively. Application of ethics bureaucracy by bureaucraticapparatus needs to be exemplary of the leaders or elite bureaucracy its elfso that it takesthecommitment of the elite bureaucracy to implement ethics bureaucracy properly.Keywords: ethics bureaucracy, professional services public

Abstract

ABSTRACTThe study aims to determine the function of development planning Siau In District East VillageDistrict Sitaro. This study was conducted by researchers in the district of East Siau Sitaro District, asDistrict of East Siau has the largest population in the area of greatest as well as the character of a pluralisticsociety. Siau sub-district consists of 16 Village / Sub.Researchers using qualitative approach in conducting this study, it can be seen from the proceduresapplied, the procedure that produces descriptive data; greeting; or writing and observable behavior ofpeople (subject) itself.Based on the formulation of the problem the focus of this research is the function Planning RuralDevelopment in Sub Siau East District Sitaro with variable observations include: (a) construction, utilizationand maintenance of infrastructure and environmental Village, (b) construction, utilization and maintenanceof health infrastructure, (c ) Health services Village, (d) construction, utilization and maintenance offacilities and infrastructure of education and culture, (e) Development of productive economic activities aswell as the development, utilization and maintenance of facilities and economic infrastructure, (f) protectionof the environment, (g) of Development civic, (h) Community Development Division.Based on the research results it can be concluded that of all the villages in the district of East Siau hasmade RPJMDesa that has been poured into the village of Regulation respectively, that have gone through thestages of Musdus, village workshops, Musrenbang And Post Musrenbang, based on democratic principles.Keywords: Plan, The Development Village.
