Abstract

Pendidikan kesetaraan adalah pendidikan yang berlangsung di luar sistem persekolahan  pada pengelolaannya dilakukan melalui Pusat Kegiatan Belajar Masyarakat yang dalam penyelenggaraan program pendidikan non formal termasuk Paket C yang merupakan  pendidikan berjenjang setara Sekolah Menengah Atas. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis implementasi kebijakan penyelenggaraan pendidikan Paket C yang dilakukan oleh Pusat Kegiatan Belajar Masyarakat di Kota Manado. Melalui penggunaan desain kualitatif penelitian ini menemukan bahwa  implementasi kebijakan penyelenggaraan pendidikan kesetaraan Paket C di Kota Manado berdasarkan aspek pengorgansiasian, interpretasi dan aplikasi belum sepenuhnya berjalan dengan baik. olehnya disarankan untuk  melakukan perekrutan Tutor yang sesuai dengan kompetensi pembelajaran yang dibutuhkan,  mengusahakan sumber pendanaan lainnya dan tidak tergantung pada bantuan operasional dari pemerintah, melakukan perbaikan dan penambahan sarana dan prasarana pembelajaran menjalankan fungsi evaluasi dan pengawasan terhadap berjalannya kegiatan Pendidikan Kesetaraan Paket C. Abstract

The purpose of this study is to assess and describe the behavior of government officials in the implementation of basic tasks and functions of the Secretariat of the Regional Development Agency of North Sulawesi Province. The method used is a qualitative research method. Data collected through direct interviews. The results showed: (1) The behavior of labor discipline an employee-owned Development Bureau Regional Secretariat of North Sulawesi province has not been fully realized well in the execution of duties; (2) Conduct employee morale Development Bureau Secretariat of North Sulawesi Province has not been fully optimized in the execution of duties; (3) Not yet fully optimal coordination of the behavior of employees in the execution of duties. Abstract

The aim of this research are to find and analyze the working performance in Library Office Archives and Documentation at North Sulawesi Province. This research used qualitative method, data were collected by interview and library study. There were ten informants. The data collected were about librarian working performance evaluation then they were analyzed through data triangulation and data reduction. The result showed that the working performance evaluation in Library Office Archives and Documentation at North Sulawesi Province did not run maximal. There are rare of the librarians who graduated from librarian institute and information technology. Irrelevant library collection condition to present day, manual circulation and information tracking tool, and librarian less professionalism were the barriers. Abstract

The purpose of this study was to determine how much influence the empowerment of SMEs to Community Economic Development Kota Ternate . In carrying out this study , the type of research is qualitative descriptive approach in which researchers wish to dig symptoms directly in the field with a descriptive form , this method is used due to ease writers that aims to identify and describe the corresponding problems presented previously ( Sanapiah , 2001. 52-53 ) . Based on the results of research in the field shows that MSMEs have responsibilities conceptual in nature must be expressed , one way is with the policy in the form of regulations by the government with its agencies in the field of empowerment of SMEs . Abstract

The aims of this research are to examine and analyze the part of government employee performance based on the side at work motivation, the ability to work and the labor discipline on the part of Government Employees In Northern Gorontalo District Secretary. This is in accordance with the theory used by Keith Davis which states some factors affecting the achievement of performance such us ability, motivation and discipline. The result of interview should that the general performance of employees on the part of government secretariat district in northern Gorontalo is good enough and it is seen from various aspects of employee performancenamely factor work ability, work motivation and labor disciplin. Abstract

Abstrak : Penyelenggara Pemilu DPR, DPD dan DPRD tidak lepas dari berbagai permasalahan hukum baik yang dikualifikasikan sebagai pelanggaran administrasi Pemilu, pelanggaran kode etik Penyelenggra Pemilu, sengketa Pemilu, tindak pidana Pemilu, maupun perselisihan suara hasil Pemilu. Permasalahan hukum yang terjadi dalam penyelenggaraan Pemilu sering tidak terselesaikan secara baik karena kesalahpahamaan, perbedaan penafsiran, ketidak jelasan pengaturan, ketidak puasan, ketersinggungan, kecurigaan, tindakan yang tidak patut, curang atau tidak jujur, kesewenang-wenangan atau ketidakadilan maupun terjadinya keadaan-keadaan yang tidak terduga. Sehingga penegakan hukum Pemilu DPR, DPD dan DPRD selain tergantung peraturan perundang-undangan yang menjadi dasar hukumnya, sangat ditentukan oleh faktor kesiapan lembaga dan profesionalisme aparat penegak hukum serta masyarakat. Hasil penelitian ini menunjukan bahwa Anggota Komisioner KPU Kota Tual ditemukan sejumlah kecurangan, terjadi pergeseran suara partai politik . data perolehan suara hasil pleno KPU Kota Tual juga tidak sama dengan dokumen yang dimiliki sejumlah saksi partai politik dan Bawaslu Maluku. Penyelenggara pemilu harus bersikap netral dalam hal tidak memihak kepada salah satu kelompok kepentingan. Sementara kemandirian akan terlihat oleh kemampuan dalam menghadapi kemungkinan campur tangan pihak lain maupun bentuk intervensi terutama pada saat akan melakukan dan melaksanakan serta mengambil keputusan dalam penyelenggara pemilu.Kata kunci : Perilaku Komisioner KPU dalam Pemilihan Umum Legislatif

Abstract

ABSTRACT   The success of the village government can run smooth  and well because it is supported by  many factors, one important factor is the village finances because it is impossible for the village to  be able to carry out  the village  administration effective and efficient  without adequate financial  support.  This  is  due  to  the  financial  capacity  of  the  village  depends  on  the  size  and  variety  of  sources of income as financial resources are owned by the village. Therefore, the leadership of the  village  head  and  village,  excavation  and  management  of  the  financial  resources  of  the  village  should be sought as optimal as possible to reach the village government administration efficient  and effective as well as adhering to the Regulation of the  Minister of Home Affairs Number 37  Year  2007  regarding  the  General  Guidelines  for  Financial  Management  village.  The  aim  of  the  research  is  to  describe,  analyze  and  find  out  how  the  village  head's  leadership  role  in  the  management of village finances (Case  Study in the village of Seretan Timu drag troughs Minahasa  District of East Lembean).   This  study  used  qualitative  data  analysis  method  presented  descriptive  with  purposive  sampling  technique  of  sampling  /  sample  aiming  the  number  of  informants  there  are  fifteen  informants.   From  the  results  of  existing  research,  the  village  head's  leadership  role  in  the  financial  management  of  the  village  has  not  been  complete  worked  well  because  there  is  no  budget  is  unclear or data were incomplete, income and expenses can not be measured because it is not in  accordance with the conditions of the village and village regulations only kinship systems but with  all   the   shortcomings   of   existing   good   cooperation   with   the   village   officials   to   seek   the  implementation of the financial management of the village with transparancy,  accountability and  participation.   Keywords: The Role of Leadership, Financial Management Rural

Abstract

This study starts from the problem that: the extent to which the implementation of astandard operating procedure policies on employee performance at Regional Secretariat Manado.Thus, this research aims: to analyze the effect of policy implementation of standard operatingprocedures on employee performance at Secretariat Manado.This study uses a quantitative approach to the application of descriptive and explanatory. informationcollected through questionnaires distributed to the technique 112 respondents, and is equipped withobservation and documentation techniques, and then analyzed by applying the technique of frequencytables analysis, multiple linear regression and simple linear regression.Based on the analysis of data, it is known that: the distribution of respondents on all variables, bothindependent variables and the dependent variable / dependent as communication, resources andattitudes disposisi or executor implementation / application of the SOP, the average being "high" to be"moderate", while variables - bureaucratic structure variables and the implementation or applicationof SOP is still in the category of "moderate" tends to be high "high". Then the dependent variable ordependent (employee performance) is the category of "high" tend to be "moderate".Thus, it can be concluded that the implementation of a standard operating procedure policies itssignificant positive effect on employee performance and are jointly or simultaneously all theindependent variables (communication, resources, dispositions / attitudes and bureaucratic structure)has a positive and significant impact on the implementation of SOP at Secretariat Manado City.Keywords: Implementation of policies, Standard Operational Procedures, employee performan
