Abstract

Abstract: This study was conducted based on the results prasurvei that civil servants in performing basictasks and functions indicated yet to reach optimum performance. This is presumably related to theimplementation of policy leadership. Thus, the study aims to "Assessing the impact of policy leadership onwork performance of employees at the Department of Public Works Fak-fak West Papua province. Thisresearch applies descriptive method with quantitative approach. Purposive sample of respondents assignedas many as 73 employees, and data collection techniques distributed questionnaires to obtain primary data,secondary data obtained using the documentation techniques. All data and information obtained throughsurveys and direct observation techniques. After the data is collected, then analyzed by using percentageanalysis (frequency table), followed by product moment correlation analysis and simple linear regression.The results showed that: Mean supervisory leadership and job performance of employees at the Departmentof Public Works Fak-fak, according to the results of research are in the category of "medium" or medium.Supervision leadership has positive and highly significant or significant effect on work performance ofemployees at the Department of Public Works Fak-fak West Papua province. Thus, it can be concluded thatthe supervisory leadership with employee work performance related contributory. If the leadership is moreflexible supervision, it will improve the work performance of employees, particularly at the Department ofPublic Works Fak-fak West Papua Province. To improve the work performance of employees, it issuggested that the leadership gives authority to employees in taking the initiative and operational decisionsto carry out their tasks so that work performance will increase even more.Keywords : Supervision leadership, employee job performance

Abstract

ABSTRACTThis research thesis is prepared in order to obtain a Bachelor’s degree in The Faculty of Social and Political Sciences, University of Sam Ratulangi Manado. Based on the preliminary study conducted by the researcher, the low awareness of civil servants in the implementation of labor discipline policies in the scope of the civil servants health bureau of north Sulawesi province that has been set in accordance to PP no 53 of 2010, on discipline of civil servants. This the research discovered a need to review and reconsider the policy implementation on labor discipline of the civil servants in north Sulawesi provincial health bureau. This study used qualitative research methods. Date were collected from the stage of observation, interview, to documentation.The conclusion that can be drawn from this research is that the civil servants in north Sulawesi provincial health bureau still have low awareness on the importance of discipline improve the quality of their work. In the other words, they can improve the quality of public service provided to the communities in need.Keywords : Policy Implementation, Employee Work Discipline.

Abstract

ABSTRACT : Information System Management of the National Land policy issued by the government tohelp communities in the rapid completion of the maintenance of land given the land is something lastingand useful for humans. Implementation of the policy of the National Land Management InformationSystem is still not going well, so this research to answer the question of how the policy implementation ofthe National Land Management Information System. In this study, the researchers limited the ModelPolicy of Edward III, communications, resources and attitude.and researchers also see from the qualityfactor of services that exist in the land office Manado. This study uses descriptive qualitatively approachthrough in-depth interviews to 10 informants, observation and search for additional documents in theform of a list of guidelines for the interview, a tape recorder and stationery. Abstract

Abstract: This study aimed (1) to describe the condition of the organizational structure and quality of publicservices in the Department of Population and Civil Registration Regency of North Halmahera. (2) to analyze theeffect of organizational structure on the quality of public services in the Department of Population and CivilRegistration North Halmahera Regency.This research uses descriptive method with quantitative approach. Samples were drawn by purposive sampling ofrespondents as many as 33 employees / personnel services, and 33 other respondents are elements of servicerecipients, then spread Questionnaire (questionnaire) and the results are analyzed by applying descriptivestatistical analysis techniques and simple regression analysis and correlation of product moment.Results of the study were presented as follows: (1) Organizational Structure Office of Population and Civil NorthHalmahera Regency is in the category "medium" or reasonably support the achievement of the quality of publicservices, while the quality of public services, according to respondents element employees perceive higher thanrespondents element of the user community services which can only perceive the "moderate" or medium. (2) Theorganizational structure has positive influence on the quality of public services. That means that if theorganizational structure optimally managed, it will boost the quality of public services, particularly in theDepartment of Population and Civil North Halmahera.Thus, it can be concluded that the hypothesis which states "The organizational structure of positive andsignificant impact on the quality of public services at the Department of Population and Civil North Halmaheravalidity can be tested empirically, as well as justify terori-the underlying theory.Keywords: organizational structure, quality of public service

Abstract

Abstract:Controlling population growth rate is an attempt to suppress the human birth rate in order tocreate a society that is in harmony with the natural capacity. Especially for the city of Manado, Manado citypopulation growth each year has increased, with an average growth rate of 1.1%. To suppress the populationgrowth rate, Indonesia enacting Law No. 52 Year 2009 on Population Development and Family Development.Presence of Women Empowerment and Family Planning at national and local levels are expected to control thepopulation growth rate both nationally and locally.This study aims to determine how the policy Women Empowerment and Family Planning Manado incontrolling the rate of population growth in the city of Manado. The method used is a qualitative researchmethod with data collection techniques used is the study of documentation, interviews and observation.The results of this study indicate that the policy of Women Empowerment and Family Planning Manadoin controlling the population growth rate is the implementation of the Family Planning (KB). Policy supportingfactors, among others: the regulatory system, local regulations and rules mayor of Manado, the RegionalGovernment commitment to family planning and the Empowerment of Women designated by maketh revitalizefamily planning programs become part of the Development Plan 2011-2015; Commitment partners who are goodenough to support the policy of Family Planning and Women's Empowerment; Community participation inplanning programs and the Empowerment of Women in Manado City; and competence of employees adequateapparatus. The efforts undertaken include: Mobilizing and empowering the whole community in the programand the Empowerment of Women; Operasion strengthen human resources; Improving the survival and wellbeingof the family; Ensure the availability of contraceptives and service program for all participants; Improvedaccess to information and reproductive health services; Granting Extension and IEC to members of the PKK,public and Religion through the container meetings PKK village in Posyandu, as well as a group meetingactivities to raise family welfare (Generating), group activities of family resilience (BKB, BKR and BKL) by theextension staff planning in the field of the importance for families to the preservation of family planning;Conducting communication and interpersonal counseling (KIP-Counseling) to the EFA are not family planningthrough home visits by KB officers (PKB).Keywords: Population Growth Rate, Women's Empowerment, Family Planning.

ABSTRACTThis watchfulness is done to detect the increase region original income and detect tax acceptance restaurant tax influence towards region original income.This watchfulness aim : (1) how to detect restaurant tax harvest policy execution procedure in increase region original income (2) detect increase region original income in Manado city.Method that used qualitative and data that used restaurant list in Manado city and procedure with regency region original income realization data Manado period 2010 up to year 2015. Data collecting technique that field research (field watchfulness) by interview and observation.Research from this watchfulness has showed that restaurant tax harvest execution procedure as according to this matter by law can influential towards restaurant tax acceptance contribution in regency region original income in Manado city. From year 2010 up to year 2015 experience increase and depreciation. This is caused by restaurant closing existence and development restaurant. This activity is enough influential restaurant tax acceptance, apart from taxpayer obedience is itself.Keyword : restaurant tax, region original income

Abstract

ABSTRACT: This research moved from the fundamental problems, namely: the extent to whichemployees of the Performance Role Head office Head Sario Manado city districts. Thus, this studyaims: to know the effect on the Role of Employee Performance Head Head office Sario Manado citydistricts. This study uses a quantitative approach to the application of descriptive and explanatory.Data and information collected through a technical questionnaire distributed to 26 respondents, andequipped with observation and interview techniques (Interview), then analyzed by applying thetechniques of frequency table analysis, product moment correlation and simple linear regression.Based on the analysis, it is known that: a descriptive analysis results through analysistechnique table (frequency table) it is known that the distribution of respondents to variable EmployeeRole in the category "medium" to "low", but dominant categorized "medium" or medium with themean average performance of 60.57%, while the Employee performance varies from moderate to high,but tends to be in the category of "moderate" with an average performance of 66.15%.Thus, it can be concluded that the role of employee positive and significant impact onperformance and be contributive Head. This means that empirically Role of Employees contributesignificantly and substantially to the Head of Performance, particularly the sub-district office SarioManado city districts.Keywords: The role of employees, Head of Performance

Abstract

ABSTRACT :Village Consultative Body (BPD) is one of the perpetrators of PNPM Rural in the village which serves as the agency that oversees the process of each stage desa.Tujuan PNPM Rural in this study to determine how the function of BPD supervision of the implementation of PNPM Rural Village Kalasey One Subdistrict Mandolang Minahasa.The method used is descriptive qualitative method. The focus of research is supervision of BPD at the planning and implementation stages of PNPM Mandiri in the village. Informants were taken from perpetrators PNPM Rural Village Kalasey One, entirely as many as 10 people. Data collection techniques used were interviews. Data analysis technique used is descriptive-qualitative analysis interactive model of Miles and Hubernann.Based on research results ditariki conclusions: (1). BPD supervisory functions in the planning activities of PNPM Rural done fairly well, namely through the activity of BPD in every stage of the planning of activities ranging from the preparation and dissemination of early, stage of planning at the village and district. (2) The oversight function of BPD at the stage of implementation of PNPM Mandiri in the village is quite well done is through the activity of BPD in each stage of the start of the preparatory meetings implementation in the village, distribution and use of funds, procurement of labor, materials and tools, monitoring and evaluate progress on implementation of activities in the field, and village meetings for accountability by the implementation team.Based on the results of this penellian then it can be recommended some suggestion that: although PNPM Mandiri is no longer there, but the results achieved must be maintained and preserved to support the efforts penanggunglangan poverty. For that BPD oversight function to be needed in the maintenance and preservation of the results of PNPM Mandiri.Keywords: Monitoring, BPD, PNPM Mandiri.

Abstract

ABSTRACT: Empowering communities in the utilization of the Village Fund Allocation in Liwutung IIvillage sub district Pasan, Southeast Minahasa. Purpose of this study is to know about budget allocation inthe village and how to utilize it, also to know the challenge and opportunity in community empowering.The method of this study is qualitative. The data in the study are primer and secondary. The technic of thestudy are observation, interview and collect some photos of those activities. The data were collect from severalresource and analysis.Result of the study is showing that budget utilizing in Liwutung II village was not going through as rules oflocal government as budget fund utilizing manual. 30% budget allocation is for village operational and 70%is for community development, but the 70% is still not utilize for community empowering.Keywords: Community Empowering, the utilization of the Village Fund Allocation

Abstract

Abstract : The study is in the context of preparing the thesis for Tier One graduated in the Faculty of Social and Political Unsrat Manado. This study aims to determine the Community's Participation in the Motor Vehicle Tax Paid on call centers Bitung. This study uses descriptive qualitative research in the form of case studies and studies done on the case book. Studi call centers Bitung, while the literature study conducted by collecting data from the literature relevant to the problems of motor vehicle tax. The results showed that the level of community participation as a taxpayer in the motorcycle vehicle has been classified as PKB pay advanced, services performed by the employee Samsat is very well to the public taxpayer, but for better results again should the holding of direct socialization of the SAMSAT.Keywords: public participation, pay PKB
