Abstract

Abstract :        The development of the conducive work climate to be a very important to push spirit of  work to increasing  performance remember that government bureaucracy working in the hierarchy environment, bureaucrats, monopoly and bound by the rules set consistently. Based on problem background has been analyzed, then can formulate problem how government policy region Talaud  Islands Regency in to develop work climate of representative office at Manado. Based on problem formulation then direction of research to know how policy implemented by the government of region Talaud Islands Regency in to develop work climate of representative office Talaud Islands Regency at Manado. This research treated and analyzed with use descriptive-analytic technique. Data source or respondent in this research is any civil servants representative office Talaud Islands Regency at Manado, number of civil servants placed in the representative office at Manado there are as many as 21 employees. Result data analysis above to give a conclusion that condition work climate in the representative office Talaud Islands Regency that exist today quite conducive and quite enjoyable and stimulating morale of the employees. Abstract

ABSTRACT: Policy implementation of structuring organization subdistrict government as defined in PP. Numb. 41 years 2007 about equipment organization of the region and PP. Numb, 19 years 2008 about subdistrict, be expected can realize effectiveness of subdistrict governance. But the reality showed that subdistrict governance notoptimallyeffective. In connection with that problem then this research intending to know how to policy implementation of structuring organization government of Subdistrict Pasan, and to know what if that policy implementation has been to able increased effetiveness of subdistrict governance. This research using qualitative method. Data sources/informant taked from elements government apparatus of subdistrict and the peoples Subdistrict Pasan, totally 15 people. Data collection used interview technic. Whereas data analyze used analyze qualitative the interactive model from Miles and Hubernan. Research results showed : (1) organization government Subdistrict Pasan already laid out according with the resolve PP.41/2007 and PP.19/2008, but largely the structural position (section head) unfilled from definitive official because deficiency ofqualifiedstaffedforthe job. (2) effectiveness of subdistrict governance not optimally views from level ability and successly carry out program/activities implement of task general governance and implementation of regional autonomy becomes the scope of government’s duty subdistrict. Based on that research results get a conclusion the policy implementation of structuring organization of subdistrict government has been expect or increased effectiveness of subdistrict governance, but not optimally. Based on conclusion research results recommended that positions structural (section head and sub section head) empty of government at Subdistrict Pasan immediatelyfilled by the staff meet of terms. Abstract

ABSTRACT: Region income is the thing very important in process region development. Any problem the big enough pasca region autonomy is dependence of region government in balancing finances from central government. The thing because weak of capability region government in manage potential in region for increasing them real income. Thus too with autonomy region South MinahasaRegency  must have capability to dig the sources self finances, it manage and used to costing of implementation it region government included to benefit region retribution. Region retribution is region pickings be source region income South Minahasa Regency the potential, to costing carrying out implementation region government. See to be a direction of implementation this research to study and analyzed is with carrying out region retribution can give contribution to accepted PAD in South Minahasa Regency as soon as implementation decentralization be autonomous. In this research used descriptive research method, and the sample in this research is acceptance data region retribution years 2007 until with 2011. Sources this secondary data resulted from Finances Organizing Income and Assets Department South Minahasa Regency. In this analyzed to used formulas statistic descriptive, is analyzed presentation, average calculation, and least square analyzed. From the result this research has been point out the region retribution be any sector/source the real income from a region specially in region South Minahas Regencyhave contribution not significant to increasing acceptance PAD Finances Organizing Income and Assets Department South Minahasa Regency in 5 years latest 2007 until with 2011. For South Minahasa during estimate years 2007 until with 2011 region retribution in every years experience taking down in to give contribution to PAD. Abstract

Abstract: both the bad governance will appear on good governance; generally the implementation of theprinciples of good governance has not been implemented properly. This research is to know how theleadership style of village head of Kauditan One in governanceThis research method is a survey research. Data Collection Techniques through interview questionnaires,and field observations Data analysis techniques used are quantitative analysis with parametric / inferentialstatistical analysis. The total number of respondents / informants in this research is 66 people, consistingof village government apparatus 26 people and community members 40 peopleSimple regression analysis and simple correlation analysis show that Old Law leadership style hassignificant relation and influence toward applying the principles of good governance in the administrationof village administration 43,97% at test level a = 0,01 or level of trust / belief equal to 99 %, as indicated bythe test result with the t-test where the t-value of 7.09 turns out to be greater than the list at the significantlevel of 0.01 (1%) with the degree of free (sb) 64 which is only 2.39 :Keywords: leadership style, village head and good governance

ABSTRAK In this research writer to use descriptive research with quantitative approach. The method of researching is, manner to gather data with to use technic datacollecting and data collecting instrument. In this relation, sometimes are based on the criteria or certain consideration and this research dating using primet data in cuesioner form. In accordance with position, tash and function mining and energy department is an element region of government implementer. The hook with development policy CSR  program in this research, variable to search connet with relevan components. With actions mining and energy department to include direction technic target and stategy from all leinds of step to a chieve certain target. Region government part and public participation very influential to occupation corporate social responsibility/CSR PT. Nusa Halmahera Minerals. Region government part in this case mining and energy department effarting to increase occupation corporate social responsibility/CSR in pass particular programs performed more it development, the meaning is CSR program has given the big contribution for government and mine cirele public and that awn company. Abstract

Abstract The quality of public services from government bureaucracy very fall from expectation specially seen by the aspects accountability, responsibility, orientation of services, and effective services. The thing among others showed with still to neglectful service user importance in implementation  public services. Based on problem background has been analyzed, then can formulate the problem how performance of  government sub district Bone in public services. Based on problem formulation then direction of research to know how performance of government sub district Bone in public services and to identification the determine factors of government’s performance. This research treated and analyzed with use descriptive-analytic technique. Data source or respondent in this research is any civil servant in the sub district Bone office and the peoples, data source took with random sampling until sum the sample in this research 80 peoples. Result data analyzed to give a conclusion that the service unsure from apparatus performance sub district Bone is good but not optimal. Keywords : public service, government’s performance
