Abstract

The point of the special autonomy for Papua region which are intended to improve the standard of living in terms of improving the welfare and progress of the people of Papua, the freedom to empower wealth, accelerating economic development and respect for the rights - basic rights of the people of Papua, but in reality the impact of the implementation of the policy for ± 13 years has not been fully felt by the indigenous people of Papua. This study used quantitative methods with sampling done by 5 (five) village 1 (one) villages in the region of East Mimika district of Papua Mimika Provini. The study sample of 100 respondents assign less capable of being taken at random, from 5 villages and 1 sub-district with a number of different respondents Wania village where the village as much as 9 respondents, 15 respondents mware village, village Tipuka were 21, 16 Kaugapu village people, village Hiripau 6 and hometown Pomako 33 people. Making the sample size is determined by the number of residents in each village / urban village. Collecting data on the use of simple linear regression statistical analysis and product moment correlation. Based on the analysis of the data showed: (1) the regression coefficient of the special autonomy impact on the welfare of indigenous Papuans is 0.689 scale. (2) the correlation coefficient of the special autonomy for the welfare of the indigenous people of Papua is 0.345 and the coefficient of determination is 0.119 or 11.9%. Based on these results it can be deduced that the impact of the special autonomy policy on the welfare of indigenous Papuans enough impact on the indigenous Papuans. Based on the conclusions suggest that the performance of the special autonomy be improved in order to give effect to the indigenous people of Papua is not a good standard of living. Abstract

Trading License is a license to be able to carry out trading business. But in reality the policy implementation services business trading license has not run baiktolak of the matter, this study dimasuksudkan to answer the question of how policy implementation services business license trade. In this study using the model of George C. Edwards III where implementation can be started from the abstract state and a question of whether the conditions for policy implementation to be successful is communication, communication is between implementing policies / programs with community target groups. Resources, is the human resources and financial resources available or provided for the implementation of policies / programs. Disposition, is characteristic that attaches to the pelakana like honesty, commitment and democratic attitudes. Bureaucratic structure, the structure of the mechanism is operational procedures and organizational structure implementing policy. This research uses descriptive qualitative approach through in-depth interviews to 10 informants, observation and tracking documents and this research is assisted by an additional instrument in the form of a list of guidelines for interviewing, recording equipment and stationery. The results showed that in general the overall results of the interview on the results of the implementation of service policies Trade Permit the conclusion that the rate of successful implementation of service policies Trading License in Integrated Licensing Service Agency Manado pretty good.   Keywords: Implementation of Policies, Services Trade Permit.

Abstract

The discipline policy implementation of  PNS how to as set in the PP. 53 years 2010 by the apparatus of subdistrict?s government be expected  can realize the effectiveness of the governance subdistrict. However, the fact remains that governance subdistrict not running optimally effective. In connection with this problem it is necessary to research on how the discipline policy implementation of  PNS in the employee Pasan subdistrict?s goverment, and what the discipline policy implementation of PNS has been increasing effectiveness of the governance subdistrict. Method used is qualitative method. Data sourch/informant taken from appratus elements/employee of subdistrict?s goverment as much as 9 peoples, and elements in the employee of Pasan subdistrict as much as 6, so that all informants as many as 15 people there. Data collection techniques using interview techniques. While the analysis of the data using qualitative analysis techniques interactive model of Miles and Hubernan. Research results show : (1) the discipline policy implementation of PNS in the apparatus/ employee Pasan subdistrict government is good enough but not maximum views from aspect tribute, appreciation, obedience, and docility employee on the basis of consciousness/conviction to regulation, standard norm or prevailing values; employee's ability to perform tasks and duties according to the rules, norms, standards or values ??that apply; and willingness and ability to accept and carry out the sanctions for breach of discipline. (2) effectiveness of governance subdistrict not optimal but is good enough views from level of ability and the success of implementing the program/implementation of general governance activities and implementation of regional autonomy matters in the scope of their duties or delegated by the Regents particularly meaningful public service. Based on that research result taken conclusion that PNS have the discipline policy implementation can improve the effectiveness of governance. Based on conclusion research result suggested the need for efforts to improve awareness in the apparatus Pasan subdistrict?s government about the importance of obeying and complying with all the provisions of the disciplinary rules PNS the taska and position. Abstract

In accordance with the mandate of the 1945 Constitution, the Republic of Indonesia as a unitary state adheres to the principle of decentralization in governance by providing opportunities for local flexibility to organize local autonomy. Local governments are authorized to regulate and manage their own affairs according to the principles of autonomy and assistance. This study used qualitative methods. Data source or informant study as many as 22 people were taken from several related elements are Dstrik Government (District Chief) 1, 7 People Village Government and Papuans 14 people. Collecting data using questionnaires, interviews and documentation. The data analysis technique used is interactive analysis. Based on the research it can be concluded that the effectiveness of the Papua Special Autonomy policy, viewed from the aspect of education has not been effective, while aspects of health, economy, culture and religion have been quite effective Keywords: Special Autonomy in Developing Welfare

Abstract

In Law No. 43 Year 1999 on the Principles of Civil Service in the fourth paragraph states that, the government and the organizers of the smooth implementation of national development mainly depends on the perfection and perfection State apparatus State apparatus is substantially dependent on the Civil Service as a Civil Servant So the State apparatus a decisive factor in determining the success or failure of the government to governance and national development. Recruitment of civil service candidates here are the most urgent are in the process of realizing the state apparatus qualification. BKD in this case has the responsibility to make this happen as stipulated in Presidential Decree No. 159 of 2000 Departing from this, the authors are interested in doing research with title Performance Regional Employment Agency (BKD) in overseas recruitment candidates for Civil Servants in the province of North Maluku. The purpose of this study is to describe, analyze and know how staffing Agency Regional Performance in Recruitment Candidates for Civil Servants (CPNS) in the province of North Maluku. And what constraints in the implementation of Candidates Recruitment of Civil Servants (CPNS) by the Regional Employment Board of North Maluku province, In this study using qualitative analysis methods presented descriptively by using indicators of Holloway, namely accountability, efficiency, effectiveness, and equity (fairness). From the research that has been conducted on the whole the authors concluded that the implementation of the Recruitment of candidates for Civil Servants conducted by the Regional Employment agency of North Maluku Province normative and procedural already been effective, but there is still infrastructure is still lacking fraction indicated. Abstract

Embodiment and real commitment from government service provided is in the form of performance. In Reinventing Governmentmovement, performance is no longer me asured by how much input and how the procedures in the journey to achieve an output as the commonly held, but with emphasis on the end result that really-really felt the customer sort he public (Osborne &Geabler, 1993;Barzesley, 1992; Osborne&Plastrik, 1997). The Assertion is based on the fact that the government's accountability to the public during this time, which is manifested in the form of Performance is still very minimal. One of the problems in the public service are often people complain about the service in the manufacture of Electronic Identity Card(e-KTP), the e-KTP program is program launched by the Ministryof Internal Affairsof the Republic of Indonesiain February 2011. And that is examined in this case is District Government performance of services Identity Card(e-KTP) as a service provider inWestern Passisub-District Office. Research Methodology: This study use da descriptive qualitative research methods throughin-depth interviews to15 informants, observation, and tracking of documents in aid with additionalin strumentssuch as interview guides, tape recorders, and stationery. Results:Based on performance indicators Productivity, Quality of Service, Responsiveness, Responsibility, and Accountability, it is known that the performance of the District Government in the creation of e-KTP service is quite good although there are still some problems such as the destruction ofrecording equipment service activities that cause the creation of e-KTP inhibited. Conclusion: The performance of the sub-District Government of west Passian e-KTP  card service based on research at the west Passi sub-District Office can be said is good enough.
