Abstract

ABSTRACT: Camat leadership role is very important and decisive in realizing the implementation of effective public in the district. In this regard, this research is intended to answer the question how the district head's leadership role in the organization of public services in the District Gilobandu Tolikara Papua Province.Based on the literature review, the district head's leadership role in administering public services seen from several indicators, namely: Head leadership role in setting the public service program, in developing and directing the district government apparatus, in encouraging morale in the sub-district government officials, in enforcing labor discipline government officials districts, to monitor and oversee the implementation of tasks sub-district government officials, in assessing and evaluating the performance of the government paratur districts, and in making efforts to improve the performance of public service.This study uses a qualitative method. Research informants who were interviewed as many as 12 people are Head, Sekcam, 2 section head, 3 person executive staff, and 5 the head of the village / town. Collecting data using interview techniques. While the analysis of data using qualitative analysis techniques interactive model of Miles and Hubernan.Based on the results of the study be concluded as follows: (1) sub-district leadership role in administering public services seen from the indicators mentioned above can already be realized with quite effective in districts Gilobandu Tolikora Regency of Papua Province. (2) Head are quite effective leadership has been able to realize the implementation of public service that is quite effective in Gilobandu district, though not maximized.Based on the results of this penellian then it can be recommended some suggestions as follows: (1) Head needs to take action more effective in moving, foster and oversee the subordinate personnel in public service delivery. (2) Leadership camat in the public service in the District Gilobandu need to be supported by the availability of adequate leadership in the form of budget, facilities and working facilities, as well as support the cooperation of all subordinates.Keywords: camat leadership, public service.

Abstract :This research aims to know the performance of produce educators at the Academic University ofSam Ratulangi Manado. " Aspects that should be taken to achieve competence, namely, hard work and agreat desire to want to learn and keep learning without thinking of things that limit us to back off and notwant to evolve, because the science knowledge and skills that will lead us to a success. lazy in Office butshould have a willingness to continue to develop. If we often procrastinate job, lazy in Office and has nowill to develop it will greatly affect our performance. Therefore, with positive thinking for the sake ofimproved performance then with craft, loyalty, as well as creativity can improve performance as work forthe sake of advancing responsibility form the University of Sam Ratulangi University as the pride of NorthSulawesi.In this research uses qualitative research methods in which this research will emphasize researchresults at a depth where the researcher directly involved as an instrument of the research base of theInformant in this research is the head of the academic section of the University of Sam Ratulangi Manado(Informants 1), which is considered able to give further information could also give recommendationsanyone could become a staple in the study informants. u Lo Principal Informants in this study is Part ofthe academic staff of the University of Sam Ratulangi Manado assigned as many as 7 people informant.As for the steps-the steps in the analysis of the data, i.e., what Data still need to be sought, the hypothesisof what needs to be tested, what questions need to be answered, what method should be used to obtain newinformationConclusion based on the above interviews are then compared with the theory and concepts ofCompetence as well as human resource management at connect with Competence human resources inimproving the performance of produce educators at the academic University of Sam Ratulangi Manado,as described later in the tighten up existing theories above it overall indicates that human resources arealready capable in the execution of daily job duties , well, responsible, are to assist and serve, has animpact from the influence of the consciousness of freedom of Association and relationship coaching,managerial competence, cognitive, and personal effectiveness. So the results of this research show that theperformance of produce educators at the academic University of Sam Ratulangi Manado is already good,but even better when retained what already felt good and upgraded again what is felt is still lacking.Referring to the discussion and conclusions in any educational staff is expected to recommend inthe academic section further enhance existing human resources. Don't be satisfied with what we have atthe moment but, let's keep digging up all the potential of ourselves to further improving human resourcesis certainly will also improve our performance. Expected also to the staff of produce educators to be ableto give excellent service to students so that there can be reflected from the human resources which areowned. Expected each produce educators both superiors and subordinates, make up a good workingrelationship among each other so that it can support any work so that it can run well and gainedsatisfactory results without anyone feels aggrieved. Continue to preserve what already exists today, goodnature, self-control, self-confidence, flexibility, and a commitment to the Organization so that the progressof an organization in this case Sam Ratulangi University will be the heartland of the us as well. Need fortrainings on leadership, public service, and managerial employees in order that in this case thecompetence of employees itself can increase through the training.Key words: competence, Human Resources

Abstract

ABSTRACT :This research is to know the role of the Agency in the implementation of regionalstaffing mutation civil servant in talaud Islands Regency. Talaud Islands Regency Area Staffing Agencyhas an important role in improving the performance of civil servants and is responsible for theimplementation of mutation and mutational effects on the welfare of civil servants. One example is not aseffective as the role of the Agency in the implementation of Regional Staffing i.e., mutation mutation civilservant in the Regency Talaud rated still tend to have political interests as a cornerstone of itsimplementation which we know as the seniority system and spoil system we know together not because ofhis objective based on seniority and family. So the performance of the Agency's Staffing Area in particularin the implementation of the mutation is still not qualified because its implementation is not based on theground of a mutation that we are familiar with the term meryt system or mutations that uses up therunway that is scientific, objective, and outcomes achievement it works.This research uses Qualitative Research Methods by using techniques of data analysis throughinterviews to 10 Informants, observation and document additional instrument-assisted search formguidelines interview with using techniques of data analysis, data presentation, data reduction, andwithdrawal of the conclusion.Based on the research results through data analysis, and performance measurement indicators.The following is the measurement indicators: productivity (effectiveness and efficiency), quality of service,Responsiveness, Accountability, corporate responsibility. Talaud Islands Regency BKD in itsimplementation is still not good, let alone in carrying out duties, functions, and his authority insurveillance, designation, the rules of the mutation. the performance of human resources Staffing Agencyin Areas still not in optimize thoroughly. It was evident from the coordination between subordinates andsuperiors are still unfavourable, liability is still very closed, in addition to Staffing The Agency also doesnot answer the needs of society in General.Referring to the conclusions above, shall recommend in a good cooperation between, civilservants, with Staffing Agencies, Staffing Agencies and Regional Areas and local governments mustfacilitate the work of civil servants by holding trainings – training.Key words: the role of the Agency in the implementation of regional staffing mutations.

Abstract

This study aims to: To determine the influence of significant between leadership styleon employee job satisfaction the State Property Office and Auction Manado. This study usedquantitative descriptive method using a simple correlation analysis. Measurement of thepopulation in this study are employees of the State Property Office and Auction Manadototaling 40 people.The result of analysis can product moment coefficient that is equal to 0.718 whichshows the significant correlation or relationship between leadership style on employee jobsatisfaction.With the results of this means there is a leadership style had a strong influence andsignificant impact on employee satisfaction the State Property Office and Auction ManadoKeywords: leadership style, job satisfaction

Abstract: The role of women is starting to count as one of the supporting construction. This can be seen not onlyin the social sphere only, in the realm of politics that tends to be the domain of men, but this time have started to enter thefemales, however, from the early observations of researchers towards the implementation of the activities of the nationalprogramme of activities through the role the role of the community through District Development Program (PNPM-PKK)and target the housewife did not seem to conform to expectations with reality.This research was conducted in the village of Kalawat District. Kalawat Minahasa Regency North. The relevance of themethodology with why this area was selected because there is some housewife who follow activities to improve familywelfare role, until researchers argue that by doing research on the location of these researchers can get credible data. Thestudy lasted for three months starting from May to July 2010.Conclusion the role and the efforts made to enhance the capabilities and skills through education, skills training,coaching continuously in order to get maximum results. The role of the housewife in the village of Kalawat sub-district ofNorth Minahasa Regency Kalawat, then there needs to be provision of education and training in order to increase theability and expertise in accordance with the effort that is being done now by housewives comprehensively andcontinuously so that housewives who followed the program PNPM-PPK gain knowledge that will improve the income andwelfare of their families. ABSTRACT : The Earth and building tax is a direct tax that is withheld by the Central Government, butthe results received are intended for community interests in the area corresponding to the layout and thetax object. The existence of tendencies and a sense of reluctance from some community Districts that paytaxes in Eris views from various things relating to public awareness itself due to a weak economy thatfactor in the work of inner as farmers, the Bill that is not in accordance with the objects of taxation andthere are people who deliberately don't want to pay UN.. Therefore, this research aims to know theinfluence of the leadership of the Head of community awareness in the Earth and buildings to pay taxes.The independent variables (free) in this study was leadership of (X) is a capacity that has theability to affect or right to steer, or encourage a person to do everything which is the wisdom or acommand for a particular purpose. The dependent variable (tied) in the penenlitian this is the awarenessof UN Pay as a Variable (Y) the existence of public awareness will encourage a strong desire to improveand develop common interests in order to achieve a better life. The type of research used in this study is aresearch method of quantitative analysis with descriptive statistics, with a view to seeking influencesbetween the dependent variable and independent variable.Overall analysis of the results indicates that the leadership of the Head has a positive influence on theAwareness of society in the pay of the UN in the Sub-District of Eris. Abstract: The conception of the village as Consultative Bodies that are desired by Act No. 22 of 1999 is toprovide powerful control functions to the village chief in addition, Consultative bodies of the village isknown for the introduction of the legislative Institutions, and have the authority the authority legislationgenerally in the village. The quality of human resources (public), including the village governmentapparatus and Leadership as well as members of the Village institutions in the improvement of theeffectiveness of implementation of giliranya inhibits the Government village, so there is also an impact onthe effectiveness of Implementation the Government accelerated the slow pace of the village itself.Konstalasi that causes BPD do not proactively with his duties because of the factor of human resources(HR) members. Based on explanation above, the authors are encouraged to conduct research on thesystem of Government with the title role of the Consultative bodies of the village of Efetivitas in improvinggovernance at the village of Tareran Sub-district Koreng South Minahasa Regency.This research uses qualitative research methods deskriptis with the data analysis techniques,described in the form of description sentences by giving interpretation/interpretation based on directinterviews conducted with a sample of existing research object or the respondent is there, so it can be usedby way of presentation techniquesThe research results and conclusions stated that perluanya there is a good relationship between BPDand the Government of the village, an increase in the Metal of the BPD was also in a sense quitenecessary, in order that they may be liable with all their duties and responsibilities.Referring to the conclusions above, in order that the Government shall recommend to hold specialtraining to BPD so that in carrying out tasks they can optimally, it needs also the existence of arelationship between the Government of the village and a tub of BPD as a partner.

Abstract

ABSTRACT:Empowerment of small and medium micro enterprises is one of the policies made by theIndonesian government in improving the welfare of society. and in accordance with law no.20 of 2008regulates micro, small and medium-sized businesses, as well as by government regulation no. 13 of 2013 onthe implementation of law No. 20 of 2008, the government made a policy regarding the development programsof small and medium micro enterprises.Policy pursued by the government in improving the empowerment of micro, small and medium enterprises arethe government gave permission for business in running a certain business activities; business developmentthrough the provision of facilities, coaching and mentoring; assistance to foster and improve the capabilitiesand competitiveness of businesses; coordination and control of the government. Small and medium micropolicies have also been imposed by the government in the district of northern Kawangkoan.Problems to be answered in this research is how the effectiveness of the empowerment of small and mediummicro enterprises in Kawangkoan northern districts. This study used qualitative methods, this study aimed todescribe, analyze and determine the effectiveness of the empowerment policy of small and medium microenterprises. Results of research conducted by collecting data obtained through observation and interviewsbased on several indicators, as follows: (1) Responsiveness, (2) Development, (3) Adequacy.Based on the results of the study conclude that the policy of empowerment of micro, small and medium-sizedenterprises in the district north Kawangkoan already quite effective. Based on the conclusion of the study, it issuggested to Kawangkoan northern district government to pay more attention to the needs of the microbusiness small and medium in increasing empowerment of small and medium micro enterprises.Key words: effectiveness, policy, empowerment.

Abstract

ABSTRACT; Each leader has an essentially different behavior in the lead or is often called a leadershipstyle. The success of an organization supported by the role of a leader with influence in his leadershipstyle. Issues questionable in this study is the extent to which the influence of leadership styles to themotivation of civil servants working in the service of Energy Mineral resources of North Sulawesi.The methods used in this research is quantitative methods. The subject of this research is the civilservant at the Department of Energy Mineral resources of North Sulawesi. Research samples taken asmany as 20 people. Data collection is carried out using a questionnaire. Data analysis technique used is alinear regression analysis and correlation of product moment.Results of the analysis of the data indicates that the regression coefficient of the variable (X) is theleadership style of work motivation of civil servants (Y) is real and positive correlation coefficients as wellas determination and is in the category are.Based on the results of the study it can be concluded that the leadership styles influence positivelythe work motivation of civil servants, meaning that leadership style is one of the factors that determine thework motivation of civil servants.Based on the conclusions of the suggested: (1) the need for the role of the leadership to creategood communication between employees and management; (2) leaders need to give more attention toemployees who have good working performance; (3) leaders need to apply participatory leadership style inorder to create a harmonious cooperation, fosters loyalty and participation of employees.Keywords: leadership styles, motivation for work
