Abstract

ABSTRACT : The position of sub-district for the implementation of decentralization policy is differentfrom the unit area perangl at other districts in the region, as well as organizing public administrationtasks, sub-districtal so has the task of dealing with the affairs of local autonomy meaning ful communityservice delegated by the Regents. The purpose of this study is to determine how to optimize the assignmentsubdistrict/district chief in the implementation of regional autonomy policy in East Mimika district.The research method used was a qualitative method. Informants in this study as many as 14 people weretaken from the district government elements (4 people), the element leader/officer UPTDepartment/Agency Regions (3), the village government elements (3), elements of traditional leaders (1person), elements of character religion(1 person), farmers elements (1) and elements of micro driver (1person), research instrument is the researcher's own, while collecting data using interview techniques.Data analysis was performed with qualitative analysis techniques interactive model of Miles andHubernann.The results showed: (1) Task district chief in the administration of general governance can already beimplemented with effective and efficient, but not all optimal; (2) The task of the district chief in handlingthe affairs of regional autonomy under the authority of the government district or delegated by there gentsmeaning ful community service also has to be implemented with effective and efficient butn ot optimal(3)barriers or major obstacles in the optimization task of the head of the districtitis the human resourcefactor/in adequate government employees, as well as factors supporting infrastructure and facilities in adequatetask execution, and budget/funds are not sufficient.Based on the research results of optimizing task be concluded that the District Head/Head of the Districtin the implementation of the decentralization policy has not all be true,but generally is quite effective andefficient; in other words, the task ofthe head of the district in the implementation of regional autonomypolicy, not all can be implemented optimally, but generally is quite effective and efficient.Keywords: optimizationtaskssubdistrict head/districthead, the implementation ofregional autonomypolicy.

Abstract

ABSTRACT :APBDesa ( Income Expenditure Budgeting of Village ) is an explanation needsin building the village as defined in Ministry of Home Affairs Regulation No. 37 Year 2007on Guidelines for village financial management. The aim of this study is to determine theimplementation of village income expenditure to support the rural development in betelenvillage so that the data and information about constraints to the implementation of villageincome expenditure budgeting to supplort the rural development in Betelen village contained.This study uses qualitative research, the simple of informants selected by purposive sampling,sampling technique with particular data source (sugiono 2008). The key informants areselected from five jaga (5 areas) in Betelen village which is consist of village headmen,village secretary, village consultative body chairman, traditional leaders, religious leaders,youth leaders and four communities. A total 15 informants were selected and interviewed..The research results show, that the managerial capacity in financial management of thevillage officials is still lacking, transparency in financial management have not been fullyvisible, there is still confusing in budget management, participation or communityinvolvement in the process of overseeing and providing constructive feedback on theimprovement of financial management has not been fully maximized.

Abstract

ABSTRAK In correlation with that problem this research has been focused to answer how far the effectsof implementation of restructure policy toward organization affectivity in the secretariat of Manadodistrict. The method that will be used in this research is quantitative; the source of data for this researchcomes from 35 random people of civil servant from 186 people whom work in secretariat of Manadodistrict. Data collection method using questioner and add with interview. This research using frequencydistribution and percentage, linier regression and moment product correlation as analysis technic.Yet, based on the previous study, showing that the performance of duty and function of district secretarynot showing optimal result as a whole. Based on the concession from couple of structural officials andmanaging employee that have been interviewed in previous survey looks like not all the program and eventthat have been decided could achieved maximal results as decided in strategic planning, the fact itselfcould indicate that the restructure policy implementation not optimally could form organization affectivity.To understand the correlations of functional/effect of restructure policy toward organizational affectivityin Manado city secretariat district officeTo understand the correlation and determination or the size ofinfluence of restructures policy implementation toward organizational affectivity in Manado citysecretariat district office. Based on the result can be concluded that: restructure policy implementation oforganization has a functional correlation or positive affect and very significant toward the affectivity oforganization in Manado city secretary of district office. Restructure policy implementation of organizationhas caused the increase of significance organization affectivity in Manado city secretary of district office.It could portrays how restructure policy of organization of district instruments as described in PP 41 inyear 2007, have given positive impact and result toward the increase of district instruments affectivity.Keyword : Implementation of restructure, organization affectiv ty
