Abstract: The research objective was to determine the role of the Advisory Board Position and Rank in theadministration of personnel transfers structural position as mandated by Law No. 43 of 1999 on changesto Law No. 8 of 1974 About the Fundamentals of Civil Service that in the appointment, transfer anddismissal of employees must be based principles of professionalism of employees which includecompetence, work performance, and level rank Civil Servant. To determine the role of the Advisory BoardPositions and Ranks in the implementation of personnel transfers structural position, the research methodused is qualitative method, which is where the researcher as a key instrument in the study consisted of 13informants.The role of the Advisory Board Position and Rank in the administration of personnel transfers in NorthHalmahera is his duty to give consideration and advice in terms of personnel transfers by taking intoaccount the competence, performance and level of rank is not everything is going well. Because the data isbased on mutations in January that there are many employees who are placed not in accordance with theprinciples of The riht Man On The Right Place even exist in mutation employee has concurrently. And sois the implementation of personnel transfers more attention to long term in-service tasks, proximity orkinship relationships compared with competence, work performance and level rank for employeestransferred. And there is recognition of employees that once issued Decree of the new regent he knowshimself in mutasikan on new positions.To avoid the Spoil System Advisory Board Positions and Ranks need to cooperate with an independentassessment team and has experience in assisting the selection of employees transferred. And to the resultsof the session of the Advisory Board Positions and Ranks recommended to the Regional Personnel Officerin a transparent manner for the sake of accountability in policy mutation. Similarly, to get a goodemployee performance, then it should in the implementation of personnel transfers expected considerationAgency Position and Rank refers to Law Number. 43 of 1999 on changes to Law No. 8 of 1974 About theFundamentals of Civil Service which is technically explained that the appointment or removal shall be inaccordance with the Civil Servants professionalism.Keywords: The role of the Advisory Board Position. Abstract : Excellent service to the community is the most prominent issues in managing public servicestoday. His vigorous demands made by the community to the Government to implement the Organization ofgood governance in line with the increase in the level of the knowledge society, in addition to the presenceof the influence of globalization. Old patterns of organization of the Government does not comply with theorder of people's lives that have been changed. It encourages researchers to review the existing publicservices of Kecamatan Offices in Malalayang Manado city.Methods used in this research is descriptive method of analysis, with data collection through surveys andinterviews with voters question form the necessary information in this study. In this study, respondentsselected by purposive sampling. The respondents in this study is a community that takes care of Manadocity ID card, KK, birth certificate, and the certificate of the subdistrict office Moved Malalayang that addup to 80 people, with the consideration that they may represent a population research. The data analyzedin the descriptive analysis by descriptive statistics using a frequency distribution table.The results showed that: (1) the application of the principles of transparency and accountability in thepublic service in the Office of Sub-district is a low level Malalayang means not yet implemented properly;(2) the productivity of the public service in the low category, meaning that Kecamatan offices of Ministersapparatus Malalayang is less able to work in the public service in accordance with the expectations of theorganization i.e. work achieve the mission and objectives of the Organization; (3) the quality of the publicservice work in the Office of Subdistrict Malalayang in category is low, meaning that it has not been inaccordance with the expectations and desires of the community.The research gives the conclusion that the public service's Office in Manado city Malalayang Sub-districthas not been implemented as expected. For it suggested more needs to be increased transparency andaccountability of public service, public service, productivity and quality of work of public service.Keywords: Organizing, Public Service, Office Of Sub-district

ABSTRACT Labor discipline is a behavioral containing technical aspects that work ethic is the normsthat are binding and are set explicitly and practices such as behavioral attitudes respect, honor, obey, andobey that must be held to be maintained and implemented in government agencies. Problems to beanswered in this study is the work discipline of employees about employee performance affects theproductivity of employees working in the Village Tingkulu Wanea districts of Manado. This study aims todetermine the effect of labor discipline against the employee productivity. These results indicate that thelabor discipline and significant positive effect on the productivity of employees in the Village TingkuluWanea District of Manado City. Based on these conclusions labor discipline must be observed andmaintained on each employee so that the tasks and responsibilities can be a priority terselenggarakan well.Keywords: influence, discipline, performance, employee productivity

Abstract : This research will be based in the background by a problem in the pineleng Sub-district officeof the Regency of minahasa in the Government apparatus work competencies influence the villages thatstill have not contributed optimally. Therefore it is necessary the presence of the influence of goodworking competencies in order to improve the performance of government apparatus of the village. Thusit can be said that the Government apparatus village in the Pineleng does not yet have adequatecompetence in implementing village autonomy demands appropriate mandate Law No. 6 Year 2014 so itcan certainly will affect their performance in achieving the goals and objectives of Government and thedevelopment of the village. Based on the results of the study as already expressed above, it needs to begiven some advice, among other things: remembering the accomplishments of the Government apparatusperformance village is still low, given the still weak influence aspects of formal education andtraining/skill performance against government apparatus apparatus village, partially, only factors factorsthat influence significant working experience terhada village government apparatus performance,meanwhile, simultaneously or together, all three of these factors (education , training and workexperience) effect very significantly to the performance of the Government apparatus. Based on asummary of items 3 and 4 can be said that all the hypotheses put forward acceptable convincingly at oncehas justification of the underlying theories.Keyword : competencies, performance Government apparatus village

ABSTRACT: UU no. 32 of 2004 and PP.No. 72 of 2005 mandated that the Institute forCommunity Empowerment (LPM) is a village community institutions that serve as aforum for community participation in the management of rural development as well asto encourage and create the access that rural communities more active role indevelopment activities. In fact the purpose of performing the functions of the LPM hasnot run optimally in most villages. On the basis of this research is to find out how theeffectiveness of the implementation of LPM function in rural development in the districtKepulauan Melonguane Talaud district.This study used a descriptive-qualitative .. Source data / research respondents were 60people who dianbil of various elements in the village. Gathering data usingquestionnaires and interviews open. Data analysis technique used was qualitativedescriptive statistical analysis.The results showed: (1) The LPM functions as a container reservoir and the voice of thepeople in rural development has not been effective. (2) The LPM functions as aninstitution of participatory village development planning has been carried out but hasnot been fully effective. Abstract : Informal leaders are legitimate is not the leader/legality in Government, but theinformal leaders are part of the villagers whose role is crucial in giving influence to the residentsof the village. the role of informal leaders does not appear, this is because the formal leader ofthe village head is not too empowering the role of informal leadership. the purpose of thisresearch is to know the role of the Informal Leader in improving community participation indevelopment in the village Research methods used in this study is a qualitative method ofanalysis is the efforts made by way of working with data, organizing data, sifting through datainto units that can be managed, menyintesiskan data, search for and find patterns, find what isimportant and what is learned, and decide what can be told to others.The results of this research show that the informal leader's role in improving publicparticipation is very important amongst the people, but not too effective in terms of informingand invites the public to take part in development activities to increase the participation ofcommunity development need for sinerginitas between formal and informal leaders leadersKeword: Informal leaders, community participation in development

ABSTRACT : Since 2011 the municipality of Manado implement programs or Universal CoverageUniversal Health Insurance, which is the social protection program in the field of public health to ensurethe city of Manado who do not have health insurance. in respect of it, this research to know "how theuniversal coverage program implementation in health care in hospitals. Prof. Dr. RD Kandou Manado.Research using qualitative methods. in this case the universal coverage programimplementation seen / observed by using the four critical variables in the model of implementation of thepolicy of Edward III, Communications, Resources, Disposition, and Bureaucratic Structure. informants inthis study were taken from: Program Implementation Unit (4 people), Dr Kandou (4 people) andCommunity (4 people). Data collection with interactive model analysis techniques of Miles andHubernam.The results showed: (1) Communication between the program managers, health careproviders and community groups performed well targeted and effective; (2) HR and financial resourcesfor adequate implementation provided; (3) Disposition (commitment and consistency) implementprograms and health care providers are good / high; and (4) The bureaucratic structure well ordered andeffective.Based on these results it can be concluded that the implementation of universal coverage(Jamkesta) in health care at the Hospital Prof. Dr. RD Kandou run properly and effectively see the factorof communication, resources, disposition and bureaucratic structure.Conclusions based on these results suggested still need to improve the implementation of the universalcoverage program to make it better.Keywords : implement programs or Universal Coverage Universal Health Insurance

ABSTRACK : To realize the goal of national development, the government is giving great attention tothe development in the countryside. To the need to increase the participation of rural communities, as aform of cooperation between the government and the community in building a region (especially ruralareas). By utilizing the Village Fund Allocation (ADD), the village could play a more active in mobilizingcommunity development. The issue is still low community participation in village activities financed fromthe Village Fund Allocation. This was due to the lack of socialization and communication of governmentand society. The purpose of this study is to provide an overview of community participation in themanagement of the Village Fund Allocation (ADD) in the village of East Lemoh District of EastTombariri. This study used a qualitative approach, with a view to obtaining an overview of communityparticipation in the management of the Village Fund Allocation. Data collection techniques in this studyby observation, interviews, and documentation. The Results showed that public participation in themanagement of the Village Fund Allocation is still not optimal because the public just so much involved inimplementation, lack of awareness about existing Village Fund Allocation. Public awareness is stilllacking to participate also caused because of lack of socialization of the government on the allocation ofvillage funds. Thefore the suggestion of this research, rural government should always socialize theVillage Fund Allocation Policy (ADD) to the public so that the public could understand the policy.Keywords: Public Participation, Management, Village Fund Allocation.

Abstract : Introduction One of the purposes of the implementation of mutations policy is to seek the rightperson in the right place "the right man on the right place". Will thus be able to improve employeeperformance. Although we have already arranged for the purpose of putting the right people in the rightplace, but it does not mean the problem has been completed. A work that is routine may lead to boredom,so that in these circumstances the possibility of his enthusiasm and excitement down. This can happendespite the fact that the placement in place the right people have been executed. For that reason inmutates we must see to it that a new task is still in line with the duties and previous work. Therefore, thisstudy aimed to determine the effect of policy transfer of civil servants to the improvement of theenvironmental performance of employees in the education department of youth and sports district Talaudislands. Methods The method used is quantitatively using simple linear regesi analysis, and correlationanalysis is simple. And the sample studied were 30 people, in the data collection techniques using SampleRandom Sampling technique, a questionnaire (questionnaire) or a list of questions, and observations.Results The results of the overall analysis shows that the policy of transfer of civil servants have a positiveinfluence on the improvement of the performance of employees in the Ministry of Youth and SportsTalaud Islands. Conclusion As the results of this research as well as theoretical idea then it can be statedthat the policy of transfer of civil servants have a positive influence on employee performanceimprovement.Keywords: Policy, Mutations, Increased Perform
