Abstract

Tambahan penghasilan pegawai (TPP) merupakan tambahan yang diberikan kepada PNSdan CPNS yang dikaitkan dengan penilaian kehadiran dan kinerja. Tunjangan kinerja daerahmerupakan penyempurnaan dari tunjangan yang telah ada dan akan menjadi satu tunjangan yangspesifik untuk memacu kinerja dan sekaligus menjamin keadilan dalam pemberian tunjangan.Metode penelitian yang di gunakan dalam penelitian ini adalah kualitatif deskriptif yaitudengan teknik pengumpulan data melalui observasi lapangan dan juga wawancaraberdasarkan hasildari penelitian penulis melakukan kesimpulan dan saran melalui empat metode kebijakan publicoleh Edward III yang memenuhi beberapa aspek yakni komunikasi, sumber daya, Disposisi dan jugastruktur birokrasi.penelitian ini adalah seluruh aparat Kantor kecamatan bunaken Kota Manado provinsiSulawesi Utara yang berjumlah 17 orangHasil penelitian menunjukan Bahwa Tambahan Penghasilan Pegawai (TPP) di kantorkecamatan Bunaken Manado belum sepenuhnya sesuai dengan efektivitas yang ada, di karenakanpenilaian kehadiran Kinerja yang berdapak pada Disiplin pegawai yang masih Kurang dalam tugasdan tanggung jawab mereka, selain itu masih kurangnya penilaian kehadiran pegawai pada Apel diSore hari yang kadang tidak di laksanakan oleh sebagaian pegawai yang bertugas pada hari tersebut.Kata Kunci : Implementasi Kebijakan Tambahan Penghasilan Pegawai

Abstract

ABSTRACT : Kumo beach is one of the busiest beaches in North Halmahera, Kumo beach is alsoone of the island cluster of islands in front of Tobelo town which can be reached ± 5 minutes bymotorized boat. Island Kumo is located right in front of Tobelo town with a beach shaded by treesand a beautiful white sand and the sea is clear, strong and strong and suitable for activities such assnorkeling, boating and others, the choice of the local tourists because of its beautiful sceneryaccess close from Tobelo town. Unfortunately, all the advantages of a tourist beach Kumo untappedand managed properly, it is very necessary for the implementation of policies that seriously bypolicymakers and implementers alike.The research was analyzed using qualitative descriptive method. Thus, the details can bedrawn that the data analysis technique that is performed is after the data are collected, then thenext data will be combined, depicted in narrative form sentences by providing interpretation orinterpretation based on direct observation conducted by researchers with samples of the objectexisting research or respondent which exists. The results of this research show that the efforts madeby the Department of Tourism and culture of North Halmahera District has not been able to exploreand manage the attraction beach Kumo well because they said there are various factors that hamperpolicy makers and implementers in implementing the policy of tourism development on the islandof Kumo.Keywords: Policy Implementation, Development, Attractions.

Abstract

ABSTRACT: Government personnel is an important factor in achieving the objectives ofgovernment and state. In reality there is, still encountered problems in government agencies.Problems often occur is the presence of government officials who have the quality of work is notgood, it was seen from the slow processing tasks that accumulate, the lack of discipline ofgovernment officials, as a result of service that is provided is not maximized., While the one of thegovernment's efforts to improve the quality of government personnel is by giving knowledge andguidance through education and training.The research method that I use in this study is a quantitative research methods.quantitative method is a method / research based on the philosophy of positivism that is the sciencevalid, science is built on empirical, observable, measurable, using mathematical logic and makegeneralizations above average population and sample of this research is all employees at thedistrict office Kawangkoan north numbering 30 people.Based on the analysis using Pearson product moment correlation coefficient (r) = 0.802,while the coefficient of determination (r2) = 0.64. The results showed that the correlationcoefficient between the level of education and training on the performance of government officialsby 0802, while the coefficient of determination of 64%. With this result can be explained that theincrease in the performance of the government apparatus is determined by the education andtraining by 64% while 36% is determined by factors other. be based on above results, thehypothesis put forward unacceptable that there are degrees of connection and the power ofdetermination between education and training on the performance of government officials at theDistrict Office North Kawangkoan. Furthermore, based on the significance of test results obtainedthat the value t = 7108 at significance level (α) = 0.05 with degrees of freedom (df) = n -2 = 28,then the table = 1.701. From the data obtained that thitung greater than table where thitung 7.108˃ 1,701. then H0 and H1 a reject. thing this proves that there is significant influence betweeneducation and training on the performance of government officials at the District Office NorthKawangkoan.of research results on North District office Kawangkoan that education andtraining programs have a very strong influence on the improvement of the performance of thegovernment apparatus, the more often a government apparatus to follow the education andtraining programs, the performance of the apparatus will also increase.Keywords: education and training, government officials Performance

Abstract

Abstract tax has a role in the execution of development because it is a source of State income tax forall expenditures including expenditures of development. The Earth and building tax is one of the sourcesof income of the area that also determines the conditions of regional financial capability, while intendedto interest the Community area. The lack of socialization about the Earth and building tax payments, in thedetermination of the amount of tax to be paid by the public are often imprecise and understanding of thepeople in the process of tax payment the Earth and buildings that hamper the implementation of the policy, sothat it does not run with the maximum. Based on the issue the purpose of this research was carried out toanalyse the implementation of policy on the management of Tax the Earth and buildings in Manado City areaRevenue Office.This research uses descriptive qualitative approach method. Abstract

Abstract: The supervisory function is an essential part of the management process Operational Assistance(BOS). The purpose of this research is to find out how the supervisory functions of the Fund Schooloperational assistance (BOS) by Education Office city of Manado. The research method used is descriptivequalitativemethod. The location of the research on select three SDN from SDN 04 Manado, Manado, andSDN 21, SDN 100 Manado. Informant research as many as eight people: Head of education city of Manado(one person), the management team School operational assistance BOS from city Education Office (oneperson), Headmaster (three people) and a school Committee/student parents People (three people) datacollection Techniques used are interviews. Data analysis was done with a descriptive-qualitative analysistechniques, interactive model of the Miles and Hubernann. Based on research results drawn conclusion: Thesupervisory function and Operational Assistance School by the education service Manado well implementedthrough the use of the means/methods of supervision that exists: the implementation of the technicalinstructions consistently BOS by schools, socialization and coaching against the school in the managementand reporting of the Fund's School operational assistance (BOS), monitoring or monitoring on a regularbasis, the implementation of the reporting system by the BOS of the school funds on a regular basis, and theevaluation of the implementation of the Fund's School operational assistance (BOS) at the school. Referringto the conclusions of the study results presented suggestions: (1) to be more effective the supervisory functionsof the Fund's boss, let the Manado City Education Office parties set the school superintendent accompanyingthe management team School operational assistance (BOS) in doing the monitoring and supervision of fundmanagement School operational assistance (BOS) at school. Abstract: Education and training aims to provide an opportunity to improve the skills and personnel in theirskills, especially in areas related to leadership or managerial required in the achievement of the objectives ofthe organization. In fact the structural Training is not given to most of the ASN in Bitung cityareas Secretariat, thus causing some structural position of Echelon IIIand IV Echelon structural position still held by the ASN which has yet to meet the requirementsof appropriate structural level Training position. These conditions cancause structural officials leadership competencies to be weak or insufficient. Based on the issue of thepurpose of this research is to find out and measure the influence of the education and training of leadershipcompetencies to increased structural apparatus of the civil State in the Secretariat of the Regional City ofBitung.This research is exploratory research method. This usage of the intent to address education andtraining Are a structural effect on the competence of the leadershipof the Civil State Apparatus in Bitung city areas Secretariat”The results showed significant relationships had a structural Training againstthe leadership competencies ASN in the Secretariat City of Bitung. It is seen from the value of the correlationR = 0.86 turns approaching the maximum value of the correlation coefficient (1.00), and the value of thecoefficient of determination (R-square) of 0.74 has significance that the development/enhancement ofleadership competence ASN in Bitung City Area is the Secretariat of 74 or 0.74% determined/ influencedby variable structural Training, while the rest amounted to 26% specified/ influenced by other variables.This means that the higher the structural Training undertaken/ gainedASN then the higher leadership competencies from the ASN concerned. Structural determinationof power have training/ significant deciding against the leadership competencies ASN in theSecretariat City of Bitung. This means that the level of competence of the leadership of the ASN issignificantly influenced by structural Training followed/retrieved. Abstract

Abstract: December 9, 2016 is the day of the General Election of Regional Head simultaneouslythroughout Indonesia. One of the areas that implement Regional Head Election is the province ofNorth Sulawesi. Based on the results study Bawaslu North Sulawesi there are many districts /municipalities in North Sulawesi were prone to problems in the Regional Head General Election.From the results of this study Southeast Minahasa is a region prone to 4th highest problems in theprocess of Regional Head General Election. In addition to money politics, the neutrality of the StateCivil Apparatus is one of the most common problems occur in the Regional Head General Electionin Southeast Minahasa Regency. Recognized by one of the State Civil Apparatus that violations do isfollow the campaign with the party attributes and participate in supervising the voting results onElection Day took place. This happens because there is intervention from the employer to the chiefof the District is forwarded to the State Civil Apparatus in each office. As for the purpose of thisresearch was to determine how the neutrality of the State Office of Administrative Civil SecretariatSoutheast Minahasa regency in the election of Governor and Vice Governor of North Sulawesiprovince in 2015 The research method in this study is qualitative research methods and datacollection techniques in this study is the observation / direct observation of localized research,conduct interviews, and documentation. The results showed there were several State Civil Apparatus2015 that violated the rules on the election in the area. The factors that influence that the Stateviolated the Civil Aparatur Regional Head Election process takes place is a rule which does notprovide clear boundaries between political and administrative domain, the intervention of politicalparties, and individual interests.Keywords: Neutrality Civil State Apparatus, the election of Governor and Vice Governor
