Abstract

ABSTRACT : Speaking of Indonesian state marine products, who does not know, so many marine products are owned byIndonesia, and it is of more concern to the current government to manage, develop and safeguard against the perpetrators.Not a few cases that we can see in the mass media, many of which have been handled by the Ministry, such as illegal fishingconducted by foreign ships that do not have permission. Why the marine sector is very important because in it live thevarious living things that become the characteristic or icon of an area.Banggai Sea has one of the sea ions that become Icon of the Regency. The sea products in question are Cardinal Fish fishthat only exist in Banggai Laut. As a county icon it is appropriate that the fish be protected from the perpetrators of thecrime. This is a major responsibility of the Government, especially the Fisheries Department in conducting moresupervision.This study aims in addition to knowing the extent to which the supervision has been done, is to assist the relevant agencieshow to make supervision of illegal fishing can be effective.The research method used in this research is qualitative descriptive method and data collection technique throughobservation, interview, and document study. Based on the results of existing research that the task of supervision has nowbeen taken over by the Povinsi Fishery Department, now the task of the District Office is limited to Coordination, to try, bethe provincial authority.Keyword : monitoring, illegal fishing

Abstract

Abstract : E-ID card is a residence document containing security system / control both from administration side orinformation technology based on national demographic database. Making E-ID is wide open, easy, free and fast. In reality,obstacles in E-ID card service are still often found in E-ID card making service, among others most people have not get EIDcard dikarnakan, process that takes a long time, complicated, server system problem, poor infrastructure, lack ofattention and good response from employees, the number of queues in the process of making E-ID cards, and the certaintyof E-ID card issuance is not well implemented. Therefore, the researcher focused on Transparency of E-ID Card MakingService in Jailolo Sub-district, Halmahera Barat District. The purpose of this study is to analyze the Transparency of E-IDCard Making Service in Jailolo District. The research method used in this study is a qualitative approach where in researchconducted is descriptive that is to know or describe the reality of the events studied. The process of data analysis is done bystarting to examine all available data from various sources, namely obsevasi, interview, documentation and so on untilwithdrawal conclusion. Transparency of Public Service is openness and accountability of government related to service ofmaking E-ID to society. In this case the focus of research is the service procedure, technical and administrativerequirements, the service completion period, authorized and responsible officials, service promises, service standards, andlocation of services. The results of the research in the District of jailolo of West Halmahera showed that the Transparencyof E-ID Making Service conducted by the local government apparatus has not been fully transparent in providing servicesfor the community.Keywords: Transparency, Public Service.

Abstract

Abstract: less attention from the Government in considering the subdistrict aspirational society and in meeting the needs ofcommunities make communities living in poverty. Based on the background of the objectives in this research is toknow how the Government's empowerment villages in district North Tabukan District Sangihe, performance andeffectiveness in order to provide the service.Research methods used in this research is descriptive qualitative. Method of collecting Data through: interviews,documentation, the stages of data analysis that explains the stages of analysis on the research of Qualitative Deskritif, asfollows: reduction of data (data reduction), the presentation of the Data, draw conclusionsThe results showed the Government's Empowerment villages in district North Tabukan still hasn't been fullest it is causeddue to the lack of Government attention to the village against society. Abstract

Abstract : Development is a process of continuous improvement of a society or a social system as a whole towards a betterlife. The government is the most important party and acts as a driver in development, namely through development planning.Development planning is a government effort to coordinate all economic decisions in the long run to directly influence andcontrol the growth of important economic variables. In Law no. 25 Year 2004 About National Development PlanningSystem, Development Planning Agency at Sub-National Levelhas an important role in implementing regional planning. Local development planning planned by Bappeda starts from thevillage / sub-district, sub-district, district and city level, to the provincial level through (Development Planning Meeting). Inthe planning of this regional development required the participation of local communities in the implementation ofdevelopment in the region. The role of Regional Development Planning Board is very complex in the implementation ofregional development planning, meaning that all areas of development planning are handled under the RegionalDevelopment Planning Board, as well as regional economic development planning. This study aims to find out how the roleof the Regional Development Planning Agency) in Tomohon City. Data collection is done by interviewing key informants(key informants), observation and documentation. The method used in this research is descriptive that is the method usedto analyze the data by describing or describing the data that has been collected as it is. Based on the results of researchconducted shows that the Role of Development Planning Agency (Tomohon City. This can be seen from the role indicatorthat is based on the main tasks and functions of Bappeda itself, the mechanism by which Development Planning Agency atSub-National Levelin improving economic development and the problems faced in the development planning.Keywords: Role, Regional Development Planning Board, Development of Medium Term Development Plan Area

Abstract

Summary: Planning is the first and most vital stage of development. Development planning is the main determinant ofsuccessful development that will be done within a country. Good planning and maturation will give birth to good results aswell. Therefore, in development planning must involve all parties in it not as objects but as subjects in the implementationof development. In planning the development of the very need of public participation.Participation is a bridge between government policy and the interests of the community, so that regional planning shouldbe done with a bottom-up model or so-called participatory planning. Participatory planning is planning that aims to involvethe interests of the people, and in the process involves the people (both direct and indirect) but in reality the planning itselfis still mostly done from the top (top down planning). This study aims to determine how the level of community participationin development planning. This research was conducted in Kecamatan Ibu Selatan Halmahera Barat District. The researchuses descriptive method with qualitative approach. Based on the results of interviews that have been done shows thatcommunity participation in development planning is still in the form of ideas and thoughts of ideas and suggestions. Needto do a deeper socialization to the community, so that the community is more active in the development planning that willbe done in the future.Keywords. Society participation

Abstract

Abstract: This research aims to explain the impact of government policy in improving living standard of people in the NainIslands of North Minahasa Regency, in order to improve the welfare of the people. This research uses descriptive methodof qualitative approach, and data collection technique done by observation, interview technique and documentation.Number of informants is 12 (twelve) persons. This research focuses on government policy in the field of entrepreneurship.The analytical techniques used are qualitative analysis models of interactive models from Miles and Huberman. The resultsshowed that the Impact of Government Policy In Improving the Living Standard of People in the Nain Islands NorthMinahasa Regency especially in the field of entrepreneur has not give a significant impact on the community in Nain Island.This is mainly, because the aid programs that are given still pay attention to the relationship of friendship and the nonfunctioningof inter-governmental coordination with the community, the government also does not play an active role inoverseeing the implementation of the community program and the lack of public interest in contributing in the field ofentrepreneurship by the limitations in skillsKeyword : Impact of the Policy, Living Standard, The Peoples

Abstract

Abstract : Empowerment is etymologically derived from the word "power" which means strength or ability. So empowermentcan be interpreted as a process toward empowerment, or process to get power / ability / ability, and or process of power / power/ ability from party that have power to party which less or not helpless Sulistiyani (2004: 77). Empowerment of farmer groups isa model of empowerment that the direction of development favours the people. Farmer groups are basically the main actors ofrural development. This research uses descriptive method of qualitative approach. This study describes the data obtained fromthe results of research on the Empowerment of Vegetable Farmers Group in Kakaskasen II Subdistrict Tomohon DistrictTomohon North. In qualitative research, data collection is done by observation, in-depth interview and documentation. Basedon the results of the study concluded that the empowerment of vegetable farmer groups seen from three indicators categorizedis good enough. Seen from the development (enabling) vegetable farming groups are quite good, seen from farmers who havebeen able to develop their farm business. In strengthening the potential or power (empowering) vegetable farming groups havebeen good, because the farmers have been able to increase the potential or power that is owned by directly practice in the fieldand are willing to accept new things in the field of agriculture. For the independence of the vegetable farmer group is goodenough, because there have been efforts from farmer groups to establish a farmer group that they run. In order for assistanceprograms from the Agriculture Agency to the vegetable farming group in Kakaskasen II to run well, this issue becomes animportant note for the Government through the Agriculture Office to provide the targeted assistance and socialization in theavailability of such assistance. In Developing and Strengthening Potential or Power For the members of farmer groups andfarmer groups, the group of farmers should be upgraded to be able to develop farmer groups in a positive and competitive wayin the agricultural world. Abstract

ABSTRAKThe objective of this study is aimed at fiding out the performance of civil servants/employees of the medical clinic atwenam district, lanny jaya regency, in providing services to community/ society.This study is conducted using qualitative method. The informants involved in this study are: 4 civil servants/ employeesof wenam medical clinic. (1. Person who is in charge, 2. Nurses and I midwife), and 2 (two) resindents of wenam village. Thedata collection and interview technique. The analysis used is the interactive model by miles and hu berman.Based on the findings of the data analysis, it is concluded that the performance of the employees at wenam medicalclinic is still not good or low viewed from: 1.The quality providing healthcare service to community, of work (exactness, spacd,and accuracy in providing healthcare service to community, 2. Quantity of work/ the execution of healthcare service tocommunity. 3. The use of working hours (absences, slowness, the lost of effective working hours), and 4. The conaboration withco-worker in carrying out the job of healthcare service to community.Based on the study,s findings it is recommended that more efforts or actions should be done to increase theperformance of employees at the wenam medical clinic amons ofhers;1. To increace the infrastructure of wenam medical clinic,Particularhy the provision of medical equipment and ofher health facilities, 2. To enhance the motivation of employees byproviding then special or additional allowances, 3. Providing the facilityof heusing to the employees of wenam medical clinicwhich is located near the clinic.Key words: Employees performance healthcare service

Abstract

Abstract: the incidence of complaints from the public against BPJS employment in Manado city due to insufficient services areprovided. Based on this research background the purpose of this research was to describe the influence of motivation ofworking employees to quality public services that exist in the BPJS Manado city Employment.In this study the methods used i.e. quantitative methods, using the approach to the analysis of correlationand simple linear regression analysis. Because of the use of quantitative research, then the researchers in this study intends toanalyze the extent of variations or other factors more based on coefficients of korelasinyaThe results showed Labor Motivation in Employment BPJS Manado is generally not well seen from the indicator measurementsused i.e., passionate and spirited, satisfaction in work, creativity and participation, responsibility, work productivity.
