Abstract

Abstract : The background of this study is that each village has difficulties or obstacles to be solved in order to achievecommon goals. The constraints occur in various participation and the field of development planning, whether or notachieved the development of the quality of existing human resources. Therefore, the researcher focused on CommunityParticipation in Development Planning in Igo Village, North Loloda Sub-district, North Halmahera District. The problemsin this research are how the community participation, the efforts made and the results achieved in improving participationbased on development planning in Igo Village. This research is a study of qualitative descriptions by taking the backgroundof Igo Village. The purpose of this study was to decrypt the community participation in Igo Village. The data collection isdone by observation, interview, and documentation. Data analysis is done by data collection, data reduction, datapresentation then drawn conclusion.The results of research using participatory methods in development planning in Igo Village begins with thegovernment conveying the goals of development planning and motivating the community, presenting information,evaluating community participation. While the results of community participation in Igo Village experience a lack ofimprovement, this can be proven by the final evaluation of development planning that is in the category less than themaximum because the community is less participate in development planning. The improvement of the final evaluationresult on community participation is inseparable from the role of the government that continues to invite, motivate, thecommunity to participate in the development planning that the village or village government is proposing to the village.Keywords: Participation, Planning, Development

Abstract

Abstract: This study aims to find out how the planning of tourism object development conducted by the Tourism Department.The research was conducted in April-June 2017. The method used in this research is qualitative with the source data is unsorman and non human element.From the results of the study explained that the Department of Tourism Halmahera West, in the planning is done very well, canbe seen in the Strategic Plan (RENSTRA) Tourism Department.With reference to some of the interviews in this study, it is deemed necessary to provide some suggestions as a solution to problemsolving in this study, as follows. Abstract

Abstract: Implementation of Public Service is all services organized by public service providers as an effort to meet theneeds of service recipients and implementers of legislation. Public service is basically about the vast aspects of life. In thelife of the state, the government has the function of providing various public services required by the community. One thingthat until now is often still a problem in the relationship between the people and the government in the region is in the fieldof public services, especially in terms of the quality or quality of service government apparatus to the community.Tourism is currently being intensively incentive in the city of Manado. Lots of local and foreign tourists visiting the city ofManado. But with the level of service is said to be less than the relevant Office to make the process of tourism is not goingwell.In this research used qualitative research method, so the researcher will not specify the research only based on researchvariable, but the whole social situation examined covering aspect of place, actors and activity that interact synergistically.The result of the research shows that the lack of public service available in the Manado City Tourism Office makes thetourism process less good. With the level of human resources that have not qualified with the limitations of foreign languageskills make the tourists, especially foreign tourists feel uncomfortable. The tourism program created by the governmentitself has not been fully felt directly by the community. Lack of socialization of the existence of tourism programs from thegovernment to make people less aware of the importance of existing tourism.Keywords: Implementation of Public Service, Tourism, Qualitative.

Abstract

Summary : This study aims to determine and analyze the influence of supervision on the discipline of employeesof the Regional Secretariat of North Halmahera Regency. Research Methods that the authors use in this studyis a quantitative research method. Data and information collected through questionnaire technique andcompleted with interview technique, data source / respondent of research is all secretariat officer of northHalmahera regency area as much 80 people. Analytical techniques used by hypothesis testing are frequencytables, product moment correlation and simple linear regression. Based on the description of the data it turns outmost of the respondents are giving an assessment of the surveillance are in the variables category of "high".Then as many as 22 respondents or 27.5% other employees who stated that the supervision at the Secretariat ofthe District of North Halmahera is in the category of "medium" while the category "low" does not exist, whileemployee discipline at the Secretariat of the District of North Halmahera is in the category "high ", 2 employeesor 2.5 respondents stated that the work discipline of the North Halmahera District Secretariat is in the" moderate"category, while the" low "category does not exist. Thus, it can be concluded that between the supervision withthe discipline of employees of the Secretariat of North Halmahera Regency at a very convincing level of trust.Keywords: Supervision, work discipline of employees

Abstract

This research focuses on the implementation of conceptual accountability management in village financial matters andaims to describe government’s involvements in transitioning to or consolidating better establishment for the citizens. Thisstudy is conducted due to funds allocation management by the Village Budget Committee is fairly administered and yetagainst the law. Therefore, this research can confidently be beneficial not only to Talaud Regency, but also Damau districtin terms of improving the accountability of village financial administration.This research is executed at Peret Village, Damau district. The informants are citizen and the village committeeswho are advised to be competent in representing the survey unit in the management of village financial allocations. Thisresearch uses both qualitative and quantitative method which emphasise on the contextual research includes ethnographictechniques such as direct participants observations and interviews which are designed to capture different judgement andperceptions.Furthermore, this research will show that planning and implementation management of village fund allocation canestablish better accountability management for the local government. Despite the implementation of such accountabilityhas been shown successful, its management has yet been properly administered. Thus, its regulation and members dorequire further guidance. Moreover, the main concern is the inefficiency as well as the lack of setting priorities apparatusand human resources reforms hence the needs for assistances from the local government apparatus in a sustainablemanner.Keyword: Village Financial Allocations, Performance, Evaluation
