Abstract

AbstrakBangsa Indonesia bermaksud mengatasi berbagai persoalan yang berhubungan dengan biayakesehatan dan mutu pelayanan kesehatan maka pada Tahun 2004 dikeluarkan Undang-Undang No.40 Tahun 2004 tentang Sistem Jaminan Sosial Nasional (SJSN). Undang-Undang ini mengamanatkanbahwa jaminan sosial yang bersifat wajib bagi seluruh penduduk termasuk Jaminan KesehatanNasional (JKN) melalui suatu Badan Penyelenggara Jaminan Sosial (BPJS). Jaminan KesehatanNasional (JKN) diselenggarakan oleh BPJS Kesehatan yang implementasinya sudah dimulai sejaktanggal 1 Januari 2014. Sistem Jaminan Sosial Nasional diselenggarakan melalui mekanisme asuransikesehatan sosial yang bersifat wajib (mandatory). Tujuannya adalah agar semua penduduk Indonesiaterlindungi dalam suatu sistem asuransi sehingga dapat memenuhi kebutuhan dasar kesehatanmasyarakat yang layak. Peneliian kualitatif dilaksanakan dalam keadaan yang alamiah (naturalsetting) dan data yang dikumpulkan umumnya bersifat kualitatif. Oleh karena itu, penelitian inidisebut penelitian kualitatif untuk melihat Kinerja BPJS Kesehatan pada pelayanan di KecamatanKotabunan Kabupaten Bolaang Mongondow Timur. Variabel yang akan diteliti dalam rincian yangterukur, yang akan diteliti menggunakan dimensi penilaian kinerja Menurut Robert L. Mathis danJhon H. Jackson yaitu: Kemampuan, motivasi, dukungan yang diterima, keberadaan tempat kerjadan hubungan dengan organisasi. Hasil analisis kinerja BPJS Kesehatan cabang Tutuyan KabupatenBolaang Mongondow Timur dilihat dari semua indikator meliputi: Kemampuan, motivasi, dukunganyang diterima, keberadaan pekerjaan yang mereka lakukan dan hubungan mereka dengan organisasimenunju bahwa kinerja yang dilakukan pegawai BPJS sudah sesuai dengan yang diharapkan hal inidinilai dengan kualitas pelayanan berdasarkan wawancara yang didapat kepada peserta BPJSKesehatan bahwa pelayanan yang berkualitas kepada peserta yang mendukung.Kata Kunci: kinerja, pelayanan kesehatan

Abstract

The purpose of this research is to know the effectiveness of village administration administration in TobelosVillage, Ibu Hal District West Halmahera District. This research uses quantitative approach method. Theeffectiveness of village administration administration is seen from the three indicators of organizationaleffectiveness proposed by Gibson that is production, efficiency, and adaptation or flexibility. The researcher isthe Village Head, Head of Administration Affairs, Head of Development Affairs, Chairman of BPD, Chairmanof LPM, Chairman of RT 02, and a community figure, totaling 7 people. Data was collected using interviewguidelines, while the analytical technique used was interactive model analysis from Miles and Hubernan.Based on the result of data analysis, it is concluded that the effectiveness of administration administration ofTobelos village seen from the indicator of production, efficiency, and adaptation / flexibility is still not good.Based on the results of research can be recommended suggestions: 1. Quality of human resources of villageheads and village apparatus needs to be improved through training or upgrading. 2. The sources of villagegovernment's financial revenue such as ADD and other sources of revenue mandated in Law No. 6 Year 2004should be optimized. 3. Village Heads and Village Devices should be provided with a fixed income and adequateallowances. 4. Working facilities at village head offices need to be adequately provided for the smoothimplementation of village apparatus tasks.Keywords: Effectiveness, Administration, Village Goverment.

Abstract

Summary : This study aims to determine and analyze the influence of supervision on the discipline of employeesof the Regional Secretariat of North Halmahera Regency. Research Methods that the authors use in this studyis a quantitative research method. Data and information collected through questionnaire technique andcompleted with interview technique, data source / respondent of research is all secretariat officer of northHalmahera regency area as much 80 people. Analytical techniques used by hypothesis testing are frequencytables, product moment correlation and simple linear regression. Based on the description of the data it turns outmost of the respondents are giving an assessment of the surveillance are in the variables category of "high".Then as many as 22 respondents or 27.5% other employees who stated that the supervision at the Secretariat ofthe District of North Halmahera is in the category of "medium" while the category "low" does not exist, whileemployee discipline at the Secretariat of the District of North Halmahera is in the category "high ", 2 employeesor 2.5 respondents stated that the work discipline of the North Halmahera District Secretariat is in the" moderate"category, while the" low "category does not exist. Thus, it can be concluded that between the supervision withthe discipline of employees of the Secretariat of North Halmahera Regency at a very convincing level of trust.Keywords: Supervision, work discipline of employees

Abstract

ABSTRAKTujuan penelitian ini untuk mengetahui pengaruh kemampuan aparatur terhadap efektivitasperencanaan pembangunan daerah di Bappeda Kabupaten Minahasa Tenggara.Penelitian ini menggunakan metode kuantitatif. Responden penelitian adalah semua aparatur/pegawaipada Bappeda Kabupaten Minahasa Tenggara sebanyak 30 orang. Pengumpulan data menggunakankuesioner/angket dan dibantu dengan teknik wawancara. Teknik analisis yang digunakan adalahanalisis statistik inferensial regresi linier dan korelasi product moment. Hasil analisis datamenunjukkan : koefisien regresi variabel kemampuan aparatur terhadap efektivitas perencanaanpembangunan daerah adalah posifif dan signifikan. koefisien korelasi dan koefisien determinasivariable kemampuan aparatur terhadap efektivitas perencanaan pembangunan daerah adalah tinggidan signifikan.Berdasarkan hasil analisa data tersebut disimpulkan : kemampuan aparatur mempunyai hubunganfungsional positif dan signifikan terhadap efektivitas perencanaan pembangunan daerah padaBappeda Kabupaten Minahasa Tenggar. kemampuan aparatur mempunyai korelasi yang signifikanterhadap efektivitas perencanaan pembangunan daerah pada Bappeda Kabupaten MinahasaTenggara.Bertolak dari hasil penelitian disarankan : Kemampuan (tingkat pengetahuan dan keterampilan)aparatur Bappeda Kabupaten Minahasa Tenggara di bidang perencanaan pembangunan perluditingkatkan melalui pendidikan dan pelatihan (diklat) teknis. Efektivitas perencanaan pembangunandaerah oleh Bappeda Kabupaten Minahasa Tenggara perlu ditingkatkan dengan meningkatkankemampuan teknis perencanaan bagi aparaturnya.Kata Kunci : Kemampuan aparatur, Efektivitas perencanaan pembangunan daerah

Abstract

This research focuses on the implementation of conceptual accountability management in village financial matters andaims to describe government’s involvements in transitioning to or consolidating better establishment for the citizens. Thisstudy is conducted due to funds allocation management by the Village Budget Committee is fairly administered and yetagainst the law. Therefore, this research can confidently be beneficial not only to Talaud Regency, but also Damau districtin terms of improving the accountability of village financial administration.This research is executed at Peret Village, Damau district. The informants are citizen and the village committeeswho are advised to be competent in representing the survey unit in the management of village financial allocations. Thisresearch uses both qualitative and quantitative method which emphasise on the contextual research includes ethnographictechniques such as direct participants observations and interviews which are designed to capture different judgement andperceptions.Furthermore, this research will show that planning and implementation management of village fund allocation canestablish better accountability management for the local government. Despite the implementation of such accountabilityhas been shown successful, its management has yet been properly administered. Thus, its regulation and members dorequire further guidance. Moreover, the main concern is the inefficiency as well as the lack of setting priorities apparatusand human resources reforms hence the needs for assistances from the local government apparatus in a sustainablemanner.Keyword: Village Financial Allocations, Performance, Evaluation
