Abstract

Profesionalism is a reflection of the skills and expertise of the apparatus that can be effective if supported bythe suitability of the level of knowledge on the basis of educational background with the workload that becomesthe responsibility. The success of development will be seen from thr high productivity of the prosperouspopulation and evenly distributed. To bring about socio-culturan change of society, it is the duty of allgovernment apparatus and society it self to create and expand and implement the national developmentprograms thet are held. To measure professionalism, it can be used some measure professionalism, Whichincludes : Knowladge,Skill,expertise. Abstract

Abstract: urban village head (Lurah) has the duty to execute the authority of the government that delegated bythe mayor to handle as a matter of regional autonomy, one of which is coordination. This research wasconducted with the aim of explaining the ability of urban village head on the coordination of development inKelurahan Banjer, Tikala Sub-district, Manado City. The research design used is qualitative. The researchfindings are the ability of the lurah to coordinate the development in Kelurahan Banjer, Tikala Sub-district,Manado City, in terms of technical capability in the administrative and technical processes work well verticallybut not horizontally. Humanity's ability is very prominent in the implementation of tasks, especially in guidingand directing the work of staff and to the community. Conceptual ability in the field of tasks in administrationand planning goes well.Keywords: Ability of urban village head, Coordination, Development.

Abstract

Abstract: Tourism is the pre-eminent sector of local government in supporting local revenue. However, in itsdevelopment is not followed by the development of the potential of the people around the tourism object. Thisresearch was conducted in Kanonang Village, West Kawangkoan Subdistrict, Minahasa District with the objectof research on empowering the village community in supporting tourism sector of Bukit Kasih. Using thequalitative research designs, it is found that the empowerment of Kanonang Empat community in supportingthe tourism sector of Bukit Kasih has not been seen from the effort to create an atmosphere or climate thatenables the development of community's potential or power, strengthen the potential or power of the communityand protect the community through communities are weak to prevent unbalanced competition.Keywords: Empowerment, Society, Tourism

Abstract

Abstract: A good development process makes people actively participate. One of the programs set by the ManadoCity Government which gives space to the community to directly actively participate in the implementation ofdevelopment is the cleanliness of the environment. This research was conducted to explain the communityparticipation in maintaining cleanliness in the sub-district of Bahu Kecamatan Malalayang Kota Manado. Byusing qualitative research designs it was found that community participation in maintaining environmentalhygiene in urban village Bahu subdistrict Malalayang of Manado City through the acceptance of environmentalhygiene program has not been all done by society such as in obeying garbage garbage, providing garbage athome, participation in hygiene utilization the environment is carried out by utilizing garbage transporters andclean Friday activities, participation in the maintenance of environmental hygiene indicates that not allcommunities maintain good hygieneKeywords: Community Participation, Cleanliness, Environment.

Abstract

Abstract: The welfare of the community is one of the goals expected by every region is no exception for theTalaud Island Regency various efforts are designed and implemented by the local Government solely to promotegrowth for the region itself and then expected to have a positive impact on the welfare of the community. Whilethe welfare of poor people in Talaud Island Regency is still now seen from the income of the community that issmall based on data in Central Bureau of Statistics of Talaud island Rehency. Local Government throughAgricultural Service of Agriculture of Talaud Island Regency create and implement program of empowermentof poor society working as farmer where community empowerment is done by forming group of farmer withhofe of existence of group of farmer this can improve prosperity of society which categorized as poor society.This research uses data collection technique that is descriptive research through technique of data collectionthat is observation, interview, anda documention. With data analysis techniques namely data reduction, datapresentation and conclusion. The fidings of this study indicate that the various agricultural assistance providedby the Local Government to be distributed to the poor through astablished farmer groups has had a good enoughimpact for the poor. Trough the assistance provided at least the level of income and and walfare of the poorhave started to rise to a better level than before, although not all poor people feel the help given by the LocalGovernment due to various limitations experienced by the Local Government one of then is the limited fundsso that the process of providing assistance in the field of agricultura is not given fully to the poor but is graduallygranted to the community throught a predetermined procedure.Keywords : Local Government, Policy, Agriculture

Abstract

abstract: The results of the data analysis show that the hypothesis which states "the performance of the villagehead has a positive effect on community empowerment in Tounelet Village, Sonder District" is acceptable. Thisindicates that the relationship between the two variables can be said quite weak, where the correlationcoefficient obtained by 0.334 with coefficient of determination of 0.112 or 11.2%. This result means that theachievement of community empowerment is also determined by the performance of village head 11,2% whilethe rest equal to 88,8% determined or influenced by other factor. The average performance of the village headand community empowerment in Tounelet Village, Sonder Sub District is in the "moderate" category. Thismeans that both the performance of the village head and the implementation of community empowermentprograms have not been realized optimally. The performance of village heads has a positive and significantimpact on the empowerment of rural communities, especially in Tounelet village, Sonder sub-district. Thismeans that when the village head wants to improve his performance, then the community empowerment of apriority program in the village must be implemented by involving all elements within the village communityitself. The performance of the village head was further enhanced, especially in the community empowermentin Tounelet Village, Sonder Sub District, because it was still categorized as being. In the empowerment of thecommunity should the village government kususnya village chief should pay attention to the community whocan be involved directly in the activities.Keywords: Performance, Community Empowerment

Abstract: Organizational culture is a system of shared meanings embraced by members who emphasizeorganization with other organizations. Performance is the level of success in achieving goals. It is said that thesuccess of the goals as desired. Government apparatus is required to improve performance and develop. Theresearch method that writer use in this research is quantitative research method, With formulation of problem"whether there is change of organizational culture to performance of civil apparatus in sub-district ofKawangkoan Utara".Based on the result between organization with performance is 0,61, that is relation between two positive / strongvariable. And based on the significant results obtained t count> ttable or 4.07> 1.701 which means there is apositive and significant relationship between the organization with employee performance. While based on theresults of determination conducted by the company, the remaining 37.21% 62.79, by other factors not examinedin this study.Keywords: Organizational Culture, Performance of Civil State Apparatus

Abstract

Abstract: Management in tourism or so-called tourism management is a series of actions planning, organizing,mobilization, and supervision undertaken to determine and achieve the targets that have been determinedthrough the utilization of human resources and other resources in the field of tourism. The tourism sector isone of the regional development sectors and has an important role in the economy either as a source of foreignexchange or income. Siau Tagulandang Islands District Biaro has a religious tourism object that is the Statueof Jesus Blessing which is strategically located in the coastal promontory of Balirangen Village, South EastSiau District which is managed by Tourism and Culture Office of Siau Tagulandang Biaro Regency. In aneffort to manage this object is faced with various problems such as the lack of awareness will treat existingtourist sites by polluting tourist areas such as littering, this is due to the availability of waste bins that are stilllacking to be placed in some places and the road to go to the location of the statue which is still not built andbeberaa visitor facilities that are not maintained and can not be used. Therefore, the focus of this research ison the management of the object of the statue of Jesus blessing in the district of Siau Tagulandang IslandsBiaro by using descriptive research method with qualitative approach which is analyzed by using managementtheory by George R. Terry namely Planning, Organizing, Actuating and Controlling. The result of the studyshows that the management of the object of Jesus statue in the district of Siau Tagulandang Islands Biaro isstill not optimal, because there are still problems found in the actions of Organizing and Controlling. Suggestionfrom researcher to government to pay more attention to management of this tourist object seriously andresponsible in order to remain become mainstay tour of society and icon of Sitaro Islands district.Keywords: Management, Tourism, Tourist Attraction

Abstract: Board Unity Nation Politik and Protection of Talaud Islands Regency in the management of regionalfinance is needed transparency (transparency) to the community. Local governments in their duties andfunctions must ruun a good government, especially in terms of financial management. Through transparency,local financial management can be done effectively and efficiently, both administratively and also from theavailability and accessibility of documents, clarity and completeness of imformation, process openness, andregulatory framework. As transparency is one form of government accountability to the community, efforts toimfrove the management of financial management is also one of the fundamental aspects for the realization ofgood governance for the community is openness, involvement and ease of access for the community to theprocess of governance. The purpose of this research is to know the transparency of regional financialmanagement in Badan Unity Nation politics and Protection of Talaud Islands regency community. Thisresearch is a descriptive research with qualitative approach.Data analysis techniques used were observation,interview, documentation.Based on the research results obtained can be seen that the lack of informationdisclosure in financial management that causes weakness of financial management transparency.Therefore itis expected that the government this cease National Unity Board of politics and profection of the communitymore open in accounting for regional finances for the administration of government can run well.Keywords: Transparency of Regional Financial Management

Abstract

Motivation of teachers is one of the factors that determine student achievement. Because with the motivationof the teacher then grew a student's interest to continue to learn for the achievement of ideals in accordancewith what he wanted. Researchers see that there are problems in the performance of teachers in Primary SchoolGMIM Ranolambot, there are some teachers who are only graduates of SPG and have not been able to adjustwith teachers who graduated SI in the learning process or in the presentation of the material so that students'understanding is limited and the character of students is not formed, also in student discipline and in terms ofcare for the environment often children are not sensitive to the cleanliness that is in school and among thecommunity. The purpose of this paper is to know how Motivation Teachers In Education Character StudentGmim Ranolambot Elementary School District Kawangkoan West Minahasa District. This research isqualitative aimed at understanding social phenomena from the participant's point of view. The conclusion ofthe research result is the driving force in creating teacher motivation in SD GMIM Ranolambot SubdistrictKawangkoan Barat Minahasa Regency has not been achieved due to less motivated teachers from parents whoare less considerate; ways of shaping the skills that exist in the GMIM Ranolambot SD are poor because of thedifferent ways of teaching from dissenting teachers in terms of the use of methods and learning models; waysof shaping the skills of teachers are different, based on the circumstances and conditions of the students thatare not the same as different behaviors based on different family backgrounds; and some teachers are lessprofessional in the implementation of learning where they do not understand how to use methods pengajarangand learning models related to the material that has been prepared. From these conclusions, the authors provideadvice parents should provide support to teachers by giving attention to the child at home so it becomes theimpetus for teachers to keep trying to create students who have the knowledge and good character and someteachers should be professional by trying to learn selection of methods and models of learning.
