Abstract

Abstract: the purpose of this study is to contribute to the development of science in the field of stateadministration studies, especially for studies related to local government policy in the development ofeducational facilities and infrastructure as well as a material information and input for localgovernmentJayawijaya Regency in improving the quality of education facilities and infrastructuredevelopment.the research informants were the Bupati, the Bupati's deputy, the DPRD (Chairman ofCommission C), the Head of the Education Office, the Head of Education and Education Facility, and 6principals, totaling 11 people. Data collection is done by observation, interview and literature study. while dataanalysis using qualitative analysis technique of interactive model according to Miles and Huberman. based onthe results of data analysis concluded that the Local Government as a drafter and implementer of RegionalPolicy in the development of educational facilities and infrastructure in Jayawijaya Regency in the authorityrequired to improve the quality of education. concerning education facilities and infrastructures in JayawijayaRegency still need funding and expense big enough to reach adequate standard of education service especiallyschool children of elementary, junior high, and vocational high school. is very important educational facilitiesand infrastructure and also added with other components such as educational support facilities and educatorsin supporting the teaching and learning process to maximize the quality of education in Jayawijaya Regency.the increasing quality of education services, especially schools, is strongly influenced by the VisionaryPrincipal's care and commitment, the quality management used and the education / school organizers to providegood education / schools.Keywords: Local Government Policy, Education Facility and Infrastructure.

Abstract

Abstract: This research is a qualitative research to examine the performance of Manado City Social andCommunity Empowerment Agency in handling the homeless in Manado City, using performance indicatoraccording to Dwiyanto: Productivity, Service Quality, Responsiveness, Responsibility, and Accountability.Data were obtained through interviews, completed with secondary data, in the form of data from theManado Social Service and Manado city newspapers. The number of informants in this study is 7 people,consisting of: 2 employees of Manado City Social Service, 3 homeless people located in Manado city, and 2people who often see the daily life of the homeless. From the results of the research, obtained; (1) In termsof productivity, the performance of Manado City Social and Community Empowerment Agency in handlingthe homeless is still minimal. (2) In terms of service quality, the performance of Manado City Social andCommunity Empowerment Agency in handling the homeless is still minimal. (3) In terms of responsiveness,the performance of Manado City Social and Community Empowerment Agency in handling the homelessin Manado is still minimal. (4) In terms of responsibilitas, Manado City Social and CommunityEmpowerment Agency in handling the homeless is quite enough. Abstract

Based on Law No. 6 of 2014 on the village articles 78, paragraph one and two, village development aims toimprove the welfare of rural communities and quality of life.Human and poverty reduction through the fulfillment of basic needs, development of village facilities andinfrastructure, development of local economic potential, and sustainable use of natural resources andenvironment. Village development as referred to in paragraph two promotes togetherness, kinship and mutualcooperation in order to realize the mainstreaming of peace and social justice.This research uses qualitative method in accordance with title and problem of purpose of this research is toknow how role of head of village leadership in development in Gosoma village and to know role of leadershipfrom village head in completing development even though lack of human resources and personal problem.Keywords: leadership role, village head and development

Abstract

The Secretariat of the Regional People's Legislative Assembly has a role in organizing secretarialadministration, administering financial administration, supporting the implementation of duties and functionsof the Regional People's Legislative Assembly, and providing and coordinating the necessary expertise of theRegional House of Representative in carrying out its functions as required. The success that is realized fromthe performance of the Secretariat of the Regional People's Legislative Assembly as a public organization willbe highly dependent on the existing staff within the organization. In reality the performance of employees willbe closely related to various things both originated from within the employee and who came from the internalorganization and environment where the organization is located. The purpose of this study to find out how theperformance of staff Secretariat of the Regional House of Representatives In Yahukimo District of PapuaProvince. The research method used in this research is qualitative method with descriptive analysis. Informantsin the study are people who can provide information about the situation and condition of the researchbackground. The research focus is seen from the indicators according to Dessler that is the quality of work, thequantity of work, the necessary supervision, the presence and the conversation. Data collection techniques usedare interview techniques, observation techniques / direct observation of the location of study, and literaturestudy. The results of the study show that the performance of the staff of the Secretariat of the Regional Houseof Representatives in Yahukimo Regency of Papua Province shows that leadership, discipline and resourcesare factors that hinder or support the performance of the Secretariat of the Regional House of Representatives.The unfavorable work strength in the archive management and the quantity of employee work has changed dueto the change of the working agenda of members of the Regional People's Legislative Assembly.Keywords : Performance, Secretariat, Regional People's Representative Assembly (DPRD)

Abstract

This study aims to explain how the Leadership of Village Head In Implementation of Development in theVillage kie Ici District District of Halmahera Barat. This research uses qualitative research methods, and datacollection techniques used primary and secondary data obtained from village government and villagers withobservation, interview and documentation, with the number of informants as many as 10 people. From theresults of the survey conducted in the field of research can be seen the leadership of the village head for thefield of physical development facilities are almost completely resolved while in the field of non-physicaldevelopment has not been maximized and haru in increasing again the community also most strongly supportany pembanguanna dilaksanaka in kie ici village. The results of this study are expected to contribute to thesocial sciences, especially the public administration discipline on the leadership of the village head in theimplementation pembannguan in desakie ici can provide new thinkers for any forums that will be planned inthe village, especially in kie ici village.Keywords: leadership, village head, development implementation.

Abstract

One of the outstanding things of the Indonesian nation so far is to implement national development in all areasin a planned, gradual and continuous manner with particular emphases at each stage in accordance with thedemands and development of the era. National development is a reflection of the will to continuously improveprosperity and prosperity the people of Indonesia in a fair and equitable way, as well as developing the life ofsociety and the implementation of a developed country and democracy based on Pancasila. From theobservations made in the village of Kie-Ici District of Halmahera Barat District, it seems that the villagedevelopment planning has not been maximally effective.This is due to the lack of leadership of village heads in village development planning and the lack of properfunctioning of the Community Empowerment Institution (LPM) in carrying out its duties and functions invillage development planning. In addition, community social organizations or groups within the communityphave not been involved in village development planning meetings. (RPMJD) for a period of 5 (five) years, andRKP-Desa for a period of 1 (one) year, as stipulated in article 78-82 of Law No. 6 Year 2014 on Village, andMinister of Home Affairs Regulation no. 114 of 2014 on Village Development Guidelines. To find out how therural development planning function was implemented in KeiIci Village, interviews with informants wereconducted. The number of informants who were successfully interviewed were 5 (five) heads: Kei-Ici VillageHead, Section Head of Kei-Ici Village Development, Head of BPD Desa Kei-Ici, Village LPM Chairman KeiIci, and one citizen. Conclusion Village planning planning in Kei-Ici village is done through Forum of VillageDevelopment Planning (Musrembang). And Implementation Musrembang held in accordance with theprovisions of legislation on village development. Before Musrembang begins with the village level (Mudus)Musyawarah for problem selection and village potency. The Village Development Plan (RPJMD) and RKPD(Village Development Plan) (RKPD) are generally in accordance with the existing problems in the village,village potential, and the needs of the village community so that they can be implemented / realized properly.Keywords: Development Planning in Kie-ici Village

Abstract

Manajemen adalah sebuah proses yang terdiri dari tindakanperencanaan,pengorganisasian,pelaksana dan pengendalian, dimana dalam masing-masing bidangtersebut digunakan Ilmu Pengetahuan dan keahlian yang diikuti secara berurutan dalam mencapaisasaran dan tujuan yang telah di tetapkan. Kemampuan Manajerial tidak begitu saja muncul.Kemampuan ini lahir dari suatu proses yang panjang yang terjadi secara perlahan-lahan melalui prosespengamatan dan belajar. Tujuan dalam penelitian ini bertujuan untuk mengetahui seberapa besarkemampuan Manajerial terhadap Kinerja Pegawai di Kantor Kecamatan Aertembaga Kota Bitung.Metode penelitian yang digunakan adalah metode suatu penelitian bersifat deskritif,asosiatifeksploratif dengan pendekatan kuantitatif. Instrumen dalam penelitian ini adalah –masing bidangtersebut peneliti itu sendiri yang didasari pada indikator teori peran menurut Sugiono 2009. Teknikanalisis data yang digunakan dalam penelitian ini adalah analisis regresi liner sederhana.Hasil dari penelitian yang dilakukan menunjukkan bahwa Kemampuan Manajerial CamatTerhadap Kinerja Pegawai di Kecamatan Aertembaga Kota Bitung. Hal ini dapat dilihat dari tugas danfungsi Manajerial itu sendiri yaitu berdasarkan dalam menjalankan fungsinya Kecamatan Aertemabagadiberikan Wewenang dalam Pengembangan untuk menjalankan tugas, khususnya dibidang pelayananmasyarakat. Dari uraian penelitian tersebut dapat di analisis bahwa pelaksanaan fungsi dan tugasKemampuan Manajerial Camat Terhadap Kinerja Pegawai di Kecamatan Aertembaga Kota Bitung. Halini dapat dapat dikategorikan belum efektif. Manajerial yang masih minim dan kurangnya pengalamanmanajerial itu sendiri guna penilaian belum berjalan sesuai dengan fungsi manajerial itu dan evaluasiguna menilaian pelaksanaan pembangunan belum berjalan sesuai fungsinya. Terkait dengan penilaianKemampuan Manajerial yang akan menjadi acuan bagi kedepannya.Kata Kunci : Pengembangan kepribadian, motivasi

Abstract

Abstract: This research aims to know and analyze the extent of the influence of Community Participation onthe Implementation of Infrastructure Development in Kanonang Village two Subdistricts of West kawangkoan.The method that writer use in this research is associative research method based on positivism philosophy, usedby researcher on population or certain sample. Sampling technique used is accindendal sampling techniquefrom research in Kanonang Village two Subdistricts of West Kawangkoan as many as 71 people. Data analysistechniques used are simple regression analysis and simple correlation analysis. Based on the analysis ofcorrelation coefficient (r) = 0,831 which means the correlation of both variables are positive and significant.Based on simple regression analysis obtained value Y = 16,266 + 0,692 which means the relationship betweenthe two variables is positive. While from determination coefficient test obtained R square equal to 0,69 or 69%.With these results can be explained that the contribution of community participation on the implementation ofinfrastructure development by 69% while the rest is the contribution of other factors. Based on the results ofsignificance test obtained F arithmetic = 153,462 with F table of 3,98 at a significance level of 0,05. From thedata obtained F count is greater than F table where F arithmetic 153, 462 > 3,98. Then Ho is rejected and Haaccepted. This means that there is influence between the variables of community participation on theimplementation of infrastructure development variables in Kanonang Village two Subdistricts of Westkawangkoan.Keywords: Community Participation, Implementation of Infrastructure Development

Abstract

Sertifikasi Guru adalah program penting dalam meningkatkan kualitas Pendidikan Nasional.Implementasi adalah kunci sukses sebuah program. Kegagalan dalam melaksanakan program berartikegagalan dalam mencapai tujuan dari program tersebut Fokus penelitian ini adalah untuk menganalisapelaksanaan kebijakan sertifikasi Guru di SMK Negeri 5 Manado dengan menggunakan factor-faktorinteraktif yang gagas oleh George C. Edwar III yaitu komunikasi, sumber daya, disposisi, dan strukturbirokrasi yang berperan dalam melaksanakan kebijakan. Keberperanan empat factor tersebut sangatbermakna bagi implementasi kebijakan. Peneitian ini menggunakan metode kualitatif melalui analisisdeskriptif dengan model studi kasus. Subjek penelitian adalah Pegawai Dinas pendidikan kabupatenSulawesi Utara, kepala sekolah, guru, dan staf tata usaha SMK Negeri 5 Manado. Teknik pengumpulandata yang digunakan adalah wawancara dan dokumentasi. Hasil penelitian inni menunjukan bahwaimplementasi kebijakan sertifikasi guru di SMK Negeri 5 Manado telah memenuhi empat unsurimplementasi kebijakan public model Edwar III walaupun belum sempurna. Komunikasi dan strukturadalah unsur yang paling lemah dalam melaksanakan kebijakan sertifikasi guru. Penyampaian informasiterganggu oleh banyaknya tingkatan dalam struktur organisasi dan informasi yang ada kurang jelas bagiguru yang telah tersertifikasi maupun yang beum tersertifikasi. Lemahnya unsur struktur birokrasikarena SOP yang ada tidak konsisiten dan berubah setiap waktu. Dialog interaktif antara pelaksanaankebijakan dengan guru sebagai sasaran program adalah sebuah alternative solusi untuk komunikasi yangtersendat. SOP yang konsisten adalah hal mitlak yang harus ada agar tidak membuat bingung para gurucalon sertifikasi.Kata Kunci : Implementasi, Kebijakan Sertifikasi Guru, Komunikasi, Struktur Birokrasi.

Abstract

Tujuan penelitian adalah untuk mengetahui bagaimana Partisipasi masyarakat dalampembangunan desa di Desa Sayoang Kecamatan Bacan Timur Kabupaten Halmahera Selatan.Penelitian ini menggunakan metode pendekatan deskriptif-kuantitatif. Partisipasi masyarakatdilihat dari keikutsertaan pada semua tahap pembangunan desa mulai dari tahap perencanaan,pelaksanaan program, tahap monitoring,dan evaluasi program, dan tahap pemanfaatan hasilpembangunan. Informan penelitian adalah Kepala Desa, ketua BPD, ketua LPM, tokoh/pemukamasyarakat, dan warga desa Sayoang; seluruhnya sebanyak 8 orang informan. Pengumpulandata menggunakan pedoman wawancara, sedangkan teknik analisis yang digunakan adalahanalisis model interaktif dari Miles dan Hubernann.Kata Kunci : Partisipatif Masyarakat, Pembangunan Desa
