Abstract

The purpose of the study was to determine the implementation of the 9 year free education policy in the Dumoga sub-district Bolaang Mongondow. This study uses a quantitative approach the research were 10 people from the school, school committees, and community parents. Data collection uses interview and observation guidalines while the analytical technique uses is the interactive analysis model from Miles and Hubernann. Based on the results of data analysis in drawing conclusions that the implementation of the 9 year free education sub-district is seen from the dimension of the idealized policy, the dimension of the target groups, of the dimension implementing organization, of the dimension environmental factors are all good but not maximum. Based on the conclusions the resuls of the study were recommended. (1) Dimension “Idealized Policy” to be improved by building more effective communication with the community through information and counseling activities,as well asincreasing coordination relevant parties. (2) Dimension “Target groups” need to bee improved by making more affective efforts and actions to increase support for the implementation of the 9 year free education policy. (3) Dimension “Implementing organization” need to be optimizing the role of the implementer especially the school and school commitees. (4) Demension “Environmental factor” which so far has been sufficient to support cultural, social, economic and political need to be maintained and improved.Keywords : Policy Implementation, free education.PENDAHULUANKemajuan pembangunan

Abstract

The purpose of this research was to determine the relationship of incentives to the motivation of work of village government officials in Kauditan District, North Minahasa Regency. This study uses quantitative methods. The research respondents were 30 village government officials in the Kauditan District taken in four villages. The instruments and data collection techniques used were questionnaires and assisted with interview quides. The analysis technique used for hypothesis testing is simple statistical analysis of correlation or product moment choreography. Based on the results of the data analysis, it was concluded that the incentives correlated or correlated significantly with the work motivation of village government officials; it means that the level of motivation of the work of the village government apparatus is significantly dependent on the incentives obtained as village government officials; the higher / better and satisfying incentives obtained by village officials, the higher or higher the motivation of work in carrying out their duties as a tool of the village government. Based on the results of this study, it can be recommended that incentives for village government officials need to be increased by increasing the amount of Village Fund Allocation each year. District governments also should allocate budgets for incentives for village government apparatus other than ADDKeywords:Incentives, Work Motivation, village Government Apparatus.

Abstract

The problem in this study is the service performance towards community satisfaction, service performance builds standards in all services to be provided more and determined by the community. Community satisfaction is the main factor that must be considered. The method used in this study is a quantitative research method using a simple linear regression equation, correlation analysis. The purpose of this study is to Based on the limitation of the problem, then the formulation of the problem in this study is: Is there any effect of performance on community satisfaction on the Minahasa District Population and Civil Registration Service?, the method used in this research is quantitative research methods. By using a simple linear regression formula, correlation analysis is a correlation coefficient and t test statistics to test the significance of the correlation coefficient. Where to get the author's data using a questionnaire circulated to all respondents to be sampled.In this study there were 60 people divided into 30 respondents X variables and 30 variable respondents Y at the Minahasa District Civil Registration Office. With the formulation of the problem: (1) The extent of the influence of performance in the Population and Civil Registration Service on the satisfaction of the Minahasa District community, (2) The degree of relationship and determination power between the performance in the Population and Civil Registration Service with the satisfaction of the Minahasa District community.Based on the results of the analysis obtained Y Ì‚ == 20.27 + 0.6727 X. These results indicate that the variable X is Service Performance with Y variable that is Community Satisfaction, besides that also after being analyzed using the correlation coefficient formula, there is a strong relationship between service performance and community satisfaction in the Office of the Population and Civil Registration Office of Minahasa Regency with a value of 0 , 5152. Abstract

Indonesia is a country that has very many tourist objects to go. With that, Indonesia has the capital to attract foreign tourist to visit Indonesia. The presence off oreign tourists does have a good influence on Indonesia, especially in economic sector. To support this, the Presidential Regulation No. 21 of 2016 concerning visa-free visits was made. Policies taken by the government to make it easier for foreign countries to visit Indonesia. Including the province of North Sulawesi, which is now the focus of research. By using qualitative methods, so as to obtain data through direct observation and in-depth interviews with several informants. The results of this study indicatethat, in terms of communication has been going well. Then in terms of resources it is good, butt here must be additional staff becauseof a short age of workers. Then from the disposition or attitude of the employee, it has gone very well. From the bureaucratic structure it has also been arranged very well. However, in this policy, there are still problems, which is theuse of visa-free visits for those who have not fully understood this policy. Then, there are too many countries granted visa exemptions to Indonesia, whichis 169 countries.Keywords: implementation, visit visa-free policy.
