Abstract

Penyalahgunaan wewenang atau jabatan, penyimpangan-penyimpangan dalam pelaksanaan tugas, disiplin kerja yang kurang seperti nampak pada ketidaktaatan pada jam kerja. penelitiaan ini berusaha untuk menjawab Sejauh mana terdapat hubungan antara pembinaan moral kerja dengan peningkatan kinerja aparat birokrasi di Kantor Birokrasi Halmahera Tengah. Tujuan penelitian Untuk mengetahui tingkat pembinaan moral kerja yang dilakukan kepada aparat birokrasi, khususnya di Kantor Bupati Kabupaten Halmahera Tengah. Jenis penelitian ini adalah penelitian kuantitatif. Digunakan teknis analisis data dengan menggunakan bantuan rumus-rumus statistik sederhana. Penelitiaan ini dilaksanakan pada kantor Bupati Kabupaten Halmahera Tengah Propinsi Maluku Utara, khususnya di sekretariat Daerah Kabupaten tersebut. Populasi atau subyek penelitian adalah seluruh aparat birokrasi (pegawai negeri sipil) di lingkungan Sekwilda Kabupaten Halmahera Tengah, yang berjumlah 190 orang (termasuk Bupati, Sekda, dan para Asisten). jumlah sampel responden untuk penelitian ini adalah sebanyak 95 orang pegawai. Hasil penelitian memberi petunjuk bahwa terdapat hubungan antara pembinaan moral kerja dengan peningkatan kinerja aparat birokrasi, pembinaan moral kerja dengan peningkatan kinerja pegawai mempunyai hubungan yang sangat signifikan atau sangat berarti/nyata pada taraf uji 1% (a : 0,01) atau taraf kepercayaan 99 % Kata Kunci : Pembinaan Moral, Kinerja, Birokrasi

Abstract

ABSTRACT :This study aims to identify and observe the performance of Regional Technical Implementation Unit (UPTD) Weigh Department of Communication and Information Technology of North Sulawesi province, in UPTD Weigh Pineleng in carrying out its duties and responsibilities. Based on Government Regulation No. 35 Year 2000 regarding Government Authority and Authority of the Provincial Government as Autonomous Region, the provincial government has the authority in the field of licensing and control overloading and orderly use of roads in the province, setting a maximum limit load, and to determine the location and management of Weigh Bridges. But in practice as well as the fact that there are showing problems - problems that arise, such as oversight of the leadership that is still not good, causing a lot going on extortion, then the problem of infrastructure to support the performance such as CCTV, computer administration, a printer, a patrol vehicle, then the problem of coordination and disciplinary problems.The research method used in this study is a qualitative method, the technique of primary and secondary data collection is done by library studies and field studies (interviews, documentary studies and observations). As for the informants of this study is the first person UPTD Head Weigh, 1 Head of Operations Section Weigh Wangurer and Pineleng, 4 service users (motorists), 6 Employees / Officers Operations Weigh Pineleng.The results showed that the performance Regional Technical Implementation Unit (UPTD) Weigh Department of Communication and Information Technology of North Sulawesi Province, in UPTD Weigh Pineleng measured from the concept by Gibson (1989) with the indicator, namely productivity, efficiency, Keadaptasian, Satisfaction and Development , In view of the aspect of Satisfaction, and Productivity Keadaptasian can say is not maximized. This occurs because the view-level results of work done UPTD program Weigh Pineleng still complaints from service users or motorists at Weigh Stations. Then, from the aspect of development and efficiency is still lack of training, supervision, and coordination and discipline as well as the infrastructure that still support.Referring to the discussion and conclusions above, it is suggested Leaders Weigh UPTD more firmly in control, coordination, and as well as disciplinary sanctions against employees in performing their duties and functions. Besides the need for provision of facilities and infrastructure to support the increase in UPTD Weigh administration Pineleng such as computers, printers, CCTV, patrol vehicles, and loading and unloading equipment.Keywords: Performance, UPTD Weigh

Abstract

Abstract: This study aims to determine the perception of students of Sam Ratulangi University on thepolicy of Single Tuition. This research was conducted by using qualitative descriptive method. The resultsshowed that: The perceptions formed from each individual student vary based on what is heard, seen, felt andunderstood about Single Tuition. The Single Tuition Policy at Unsrat is very helpful for people who haveeconomic problems to continue the lecture lecture, and easier to manage tuition expenses for students fromearly entry until graduation, and minimize the occurrence of corruption, collusion, and nepotism practice inHigher Education. Student perceptions about the application of Single Tuition at Sam Ratulangi University havenot been fully effective, where the implementation is still not in accordance with the regulation, because thereare still weaknesses in lecturing process, such as: Not exactly the tariff stipulation of Single Tuition charged byevery student because nepotism in the early negotiations to register lectures, inadequate facilities such as labsand classes that are not worth using, Budget for frequent late Lab fees resulting in late lab work in the course,and still found illegal levies in lectures that are detrimental to students. Efforts to be taken to overcome theproblems are found in the application of the Single Tuition policy at Sam Ratulangi University such as: Thelevel of supervision should be considered at the beginning of the negotiations conducted by the providers ofSingle Tuition, the validity of the student's economic date is correct, the Single Tuition Fund Management mustbe transparent, and the effect on the person who commits the violation must be considered and improved.Keywords: Perception, Single Money Policy

Abstract

ABSTRAK: The village is a social institution that was passed on from generation to generation by the people. the new order of government is concerned homogenize the internal order of the village is so diverse in this country. The government wants the village as an instrument of development of effective and efficient. With the Law No. 6 of 2014 on the village, the village returned as part of the right of people, so the presence of village autonomy, which the village organize independently of government. From this, the village was given the authority to regulate and manage their own household and are expected to manage the potential that exists in villages both in the field of human resources, and natural resources, to find out the surveillance society in the implementation of governmental tasks, the researchers malakukan direct research with the number of informants as many as 14 people.Supervision is very important in a government, to encourage and anticipate deviations will occur. In this study informant revealed that the villagers have not been up correcting the results of the work done by the village government, it is because the government never set up a room for deliberation, so that what is done by the village government in particular on the budget the village fund managed by the government does not know then how the budget has been realized by building rural infrastructure, and the rest of the village community fund budget management never know, because the government is not accountable for the village community. In other words, the government should better evaluate the performance and the need to implement corrective actions so that the results of the work in accordance with the plan.  Keywords: Society Oversight of Government Management In Village

Abstract

ABSTRACT : This study aims to explain the effectiveness of trade license business services at the One Stop Investment and One Step Service (DPMPTSP) at Manado City in order to improve public service to the public. The licensing service is implemented by DPMPTSP of Manado City based on Mayor Manado Regulation No. 4 year 2017 on licensing and non licensing in DPMPTSP Manado City. This research uses descriptive method of qualitative approach with data collection technique which is done by observation, interview, and documentation technique. Number of informants as many as 9 people. In this research, we use the effectiveness measurement in terms of process approach according to Lubis and Huseini, which in this approach include 5 indicators as follows: (i) service efficiency, (ii) service procedure, (iii) employee responsiveness, (iv) coordination between leader and subordinate, (v) infrastructure facilities. The result of the research shows that the trade license business serivice in DPMPTSP of Manado City has not been maximal or not yet effective, it can be seen on the settlement of inappropriate trade business license, inadequate work space infrastructure, lack of technical team resulting in more work load, injustice or still distinguish one another where employees are more concerned with the friendship in providing services.Key words: Effectiveness, Service, Trade License Business

Abstract

Karang Taruna is a youth organization in the village as a place to develop self potential in the field of social welfare business. As a youth organization, youth cadets are guided by basic guidelines where the management structure and tenure of each region from village to national level have been arranged. All of these are manifestations of organizational regeneration for the advancement and continuation of organizations and fostering youth members both in the present and in the future. Empowerment is to eliminate all unnecessary rules, procedures, orders, etc. which hinder the organization from achieving its objectives. The organization is a social unit established by humans in a relatively long period of time, consisting of a group of humans of at least two people, having coordinated, organized and structured activities, established to achieve certain goals of having an identity that distinguishes one entity from another . This study uses a type of qualitative research in which this research is descriptive, namely conducting in-depth interviews of primary data collection and secondary data collection, which then results of primary and secondary data is processed and data will be obtained. The results showed that creating an atmosphere or climate that enabled the potential of human resources to develop in the village of Matali, the potential that could be developed was from the youth of Matali Village, namely in terms of sports and also religious aspects where sports could provide opportunities for the Matali village youth to participate and excel in the sports arena as well as religious aspects can make the youth of Matali Village become more religious. Empowerment of cadets in Matali Village is overseen by the government and the community and also with the existence of youth clubs providing protection by involving or embracing young people or communities of Matali Village both from the middle to lower classes and above all embraced so as to contribute together and so that also not impressed this youth only in certain groups or upper class only. The potential and power possessed by the community of Matali Village is more specifically the Matali youth that can be channeled and can continue to be developed with the programs made by the youths of the Matali Village.Keywords: Empowerment, Organization, Youth Organization

Abstract

The purpose of the study was to determine the implementation of the 9 year free education policy in the Dumoga sub-district Bolaang Mongondow. This study uses a quantitative approach the research were 10 people from the school, school committees, and community parents. Data collection uses interview and observation guidalines while the analytical technique uses is the interactive analysis model from Miles and Hubernann. Based on the results of data analysis in drawing conclusions that the implementation of the 9 year free education sub-district is seen from the dimension of the idealized policy, the dimension of the target groups, of the dimension implementing organization, of the dimension environmental factors are all good but not maximum. Based on the conclusions the resuls of the study were recommended. (1) Dimension “Idealized Policy” to be improved by building more effective communication with the community through information and counseling activities,as well asincreasing coordination relevant parties. (2) Dimension “Target groups” need to bee improved by making more affective efforts and actions to increase support for the implementation of the 9 year free education policy. (3) Dimension “Implementing organization” need to be optimizing the role of the implementer especially the school and school commitees. (4) Demension “Environmental factor” which so far has been sufficient to support cultural, social, economic and political need to be maintained and improved.Keywords : Policy Implementation, free education.PENDAHULUANKemajuan pembangunan

Abstract : The research objective is to mengetahuai how the process of implementation ofcorporate social responsibility in the community empowerment maba farmer in the district, thedistrict east halmahera sebagaiman mandated by law No. 40 of 2007. It was explained that theobligation CSR aims to create the company's relationship harmonious, balanced, and in accordancewith the environment, values, norms, and local culture. To know the process of implementingcorporate social reponsibility on a farm community prmberdayaan the research method used isqualitative method, which is where the researcher as a key instrument.In peleksanaan corporate social responsibility program of PT. Antam to the empowerment ofthe farmers. Antam start with a Base line data, which prepares the program what to do, then analyzethe data suda collected in order to determine the level of success to be achieved, and so do the designprogram, and at the implementation stage of society tanilah are active in a given program and themonitoring and efaluasi of Antam parties it is intended that the program carried obtain maximumresults. so far CSR program on farmers suda so we feel and suda goes well, ranging fromunderstanding the challenge of agriculture, pelatiahan-training and the provision of land, for thepeople who do not have agricultural land and the provision of means of transportation to rejuvenate usgo into the garden or agricultural land ,In peleksanaan corporate social responsibility program of PT. Abstract

Abstract: Social condition is a state in a country at a given time. Economics is defined as the use ofmoney, power, precious time (Poerwodarminta, 1990). The purpose of the socio-economicconditions in this study were the circumstances or background of a family related to education,employment, income and socio-economic keluarga.Kondisi in this study were standing or positionof a person or family in the community with regard to the level of education, level income propertyor facility ownership and type of residence. The successful development of an achievement ofdevelopment that has been planned in order to create a more advanced state of society and modern.In this case the development is the pioneer of the government, both central and local pemeritah. Aregion is successful in doing development if the people in that area is no longer living under thepoverty line, capable of creating jobs for others, and on the mark with good economic turnaround.The method used in this research is descriptive and explanatory survey using a quantitativeapproach. As for the variables in this study are: socio-economic condition of the family and thesuccess of the development. By Arikunto (2002) argues that "the entire population is a subject ofresearch". the sample is part of the number and characteristics of which is owned by thepopulation (Sugiyono, 2002). Sample location (sub sample) chosen by purposive sampling of 3(three) villages, namely: Malalayang One, Stone City, and Winangun Two. The number ofrespondents 99 based on samples determined through a formula Yamane (Rahkmat, 1991). Resultsof the analysis for 0893 is a positive correlation between socio-economic conditions of the familyand the success of development. Furthermore, the coefficient of determination of 0.79 means thatthe influence / contribution of socio-economic conditions of the family to the success ofdevelopment, obtained by 89.3% and the remaining 10.7% is influenced by other factors. Movingon from the research results mentioned above, it can be said that the socio-economic condition ofthe family has significance in terms of achieving the success of developmentKeywords: Social-Economic Conditions Family, Development Success
