Abstract

Karang Taruna is a youth organization in the village as a place to develop self potential in the field of social welfare business. As a youth organization, youth cadets are guided by basic guidelines where the management structure and tenure of each region from village to national level have been arranged. All of these are manifestations of organizational regeneration for the advancement and continuation of organizations and fostering youth members both in the present and in the future. Empowerment is to eliminate all unnecessary rules, procedures, orders, etc. which hinder the organization from achieving its objectives. The organization is a social unit established by humans in a relatively long period of time, consisting of a group of humans of at least two people, having coordinated, organized and structured activities, established to achieve certain goals of having an identity that distinguishes one entity from another . This study uses a type of qualitative research in which this research is descriptive, namely conducting in-depth interviews of primary data collection and secondary data collection, which then results of primary and secondary data is processed and data will be obtained. The results showed that creating an atmosphere or climate that enabled the potential of human resources to develop in the village of Matali, the potential that could be developed was from the youth of Matali Village, namely in terms of sports and also religious aspects where sports could provide opportunities for the Matali village youth to participate and excel in the sports arena as well as religious aspects can make the youth of Matali Village become more religious. Empowerment of cadets in Matali Village is overseen by the government and the community and also with the existence of youth clubs providing protection by involving or embracing young people or communities of Matali Village both from the middle to lower classes and above all embraced so as to contribute together and so that also not impressed this youth only in certain groups or upper class only. The potential and power possessed by the community of Matali Village is more specifically the Matali youth that can be channeled and can continue to be developed with the programs made by the youths of the Matali Village.Keywords: Empowerment, Organization, Youth Organization

Abstract

The research objective was to explain in village development. In Hatetabako Village,Wasile sub-district, Central East Halmahera District. This study used a descriptive and repressive. Village secretary, head of BPD member (BPD),Community.data Collections uses interview guidelines,Documentation study observations while analysis techniques are carried out through the stages of data collection in development in the village of hatetabako Wasile SUB-District,central East Halmahera Regency,it was observed that the two criteria,nameli preventive and repressive,had not been maximally implemented. The village level needs to be improved through community participation in village development. Community invilopment in community participation in development is increased so that there are no misunderstandings between the village government and the communty, others are regulated in government regulation number 124 of 2001 concerning community participation in development villages,and the 2004 6 year law on villages,should be optimizedKey words: Community participation in village development

Abstract

The Implementation of BUMDES program is the implementation of economic programs or activities that are managed directly by the village government and the community, whose purpose is to manage and develop the village’s potential. Community economic empowerment is an effort to prosper the community through the implementation of economic activities that can increase people’s income. Based on research, BUMDES Tonsewer Selatan, Tompaso Barat subdistrict has programs work already running well, although there are still programs that have not run smoothly and still have constraints, such as in the implementation of hollow brick business. This research is to measure how big the influence of BUMDES program implementation to economic empowerment of people in the Tonsewer Selatan Village, Tompaso Barat subdistrict, Minahasa district. By using method of quantitative research. Variabel in this study there are two that BUMDES program implementation (x) and economic empowerment of the community (y). Samples in this study totaling 75 consisting of 8 peoples manager BUMDES, 14 device village, 3 religious leaders, and 50 head of the family. Instruments in this study is likert scale and interview guides to get scores of BUMDES program implementation and economic empowerment of the community. Test used is a test the validity and reliability and technique is used technique simple linier regression analysis and analysis techniques product mement correlation.Keyword: Program Implementation, Economic Empowerment, Community

Abstract

Vilage health post is a community based health effort that serves as a forum for the health of rural communities. The purpose of this study was to find out how to manage the Village Health Post in Poniki Village. This study uses descriptive qualitative research methods. Data collection techniques used were observation, interviews, and data collection with documents to see how the management of Poskesdes in Poniki Village. This researcher uses four indicators, namely: planning, organizing, actuating, and controlling. Based on the results of research on the Village Health Post stated that the immature planning resulted in the Poskesdes not running according to their functions, there was no action from the Health Office to advance the Poskesdes in Poniki Village, and lack of supervision from the Health Office to each village health post. The village has many Poskesdes which until now have not run. It can the be said that the management of the Village Health Post in Poniki Village is still not good.Keywords: Management, Health Post, Village.

Abstract

Abstrack : At the level of making a rule, from the government side certainly considers the various policies issued such as Government Regulation. The Government Regulation is a legislation in Indonesia that set or issued by President to execute the rule as it should be. In Government Regulation material is a material to execute the constitution, of which inside the legislation was stated that the Government Regulation is an organic rule rather than constitution according to the hierarchy its should not overlap or be in contrast. The Government Regulation was made with purpose to restrain society of group and opinion freedom and also to fill in the blanks of rules that don’t exist yet. Local Parliament is regional people’s representative institutions who executes the Local Government function as the Regional Government Partners. And certainly in executing this function, there are also main duty and main function of the Local Parliament which of the duties and authorities was about: to form the Local Regulation about District Revenue and Expenditure Budget that submitted by the Regional Leader. And it is inseparable to be a supervision of the implementation of Regional Regulation and District Revenue and Expenditure Budget that submitted by the Regional Leader. And it has functions as Legislation Function, Budgeting Function, and Supervision Function.

Abstract

PPK is an official who is authorized to make decisions and actions that result in the expenditure of the budget and is responsible for the implementation of the procurement of goods or services. The focus of this research is the performance of commitment-making officials at BPJN XV Manado in terms of quantity of work, quality of work, knowledge of work, creativity, cooperation, determination, initiative and personal quality. In this case it aims to find out how the performance of commitment-making officials in the ministry of public works and public housing BPJN XV Manado. The research method used is descriptive method with a qualitative approach. The instrument in this study is the researcher itself based on theoretical indicators according to Gomes expert. The indicator consists of quantity of work, quality of work, knowledge of work, creativity, cooperation, constancy, initiative, personal quality. The data analysis technique used in this study is an interactive technique according to moleong. The results of the study show that commitment-making officials have carried out their functions well, although there are still obstacles or problems faced. Abstract

The mapalus system in implementing development in the village has begun to disappear. Andthe main cause is all because of technological developments so that the people who have started to forget themapalus culture that has been valid in the village has become a tradition in the village. The purpose of thisstudy is to find out how mapalus organizations are in implementing development in the village. This studyuses descriptive qualitative research methods. Data collection techniques used are observation, interviews anddata collection with documents. To see how the mapalus organization is carrying out development in thevillage of Kaleosan. The researcher uses three indicators, namely: Planning and setting goals, providingservices and monitoring from the government. Based on the results of this study stated that the role of thecommunity and even the mapalus organization in the village in the implementation of development in thevillage is still very lacking because the community that along with technological development has begun toforget the habits of mapalus. mapalus in development. Abstract

The implementation of management of village-owned companies must touch the community through the utilization of existing potential in the village with the aim of improving the economy of the local village community. The purpose of this study was to determine the implementation of management of village-owned enterprises in the rae village of north beo district talaud island regency. This study uses descriptive qualitative research methods. Data collection techniques used were interviews, documentation and data collection with documents to see how the implementation of management of village-owned enterprises in the rae village of north beo district talaud island regency. The researcher used four indicators, namely: planning, organizing, actuating and controlling. Based on the results of this study it was stated that the implementation of management of village-owned enterprises in the rae village of north beo district talaud island regency had not been effective and efficient, because the planned program has not been in accordance with the needs of the village community in general, organizing that is not in accordance with the needs of the business entity, actuating carried out in the conduct of business activities is not maximum, and controlling was not optimal. Thus It can be concluded that the achievement of the objektives of implementation of management of village-owned enterprises in the rae village of north beo district talaud island regency it was not effetive and efficient.Keywords: Implementation, Management, Of Village, Business Entities.

Abstract

The purpose of the research is to find out the effectiveness of the procedure for the implementation of the supervisory function in the Insperktorat area of North Sulawesi province. This research uses qualitative approach method. Research Informant was the person the Inspector, 2 person head of Sub-Division, 2 person Irban Region 5 Office/Bureau of Associated, in total as many as 10 informants. Data collection using the guidelines of the interview, while the analysis techniques used are interactive model analysis from Miles and Hubernan. Based on the results of the data analysis is drawn the conclusion: (1) organizational Productivity or output in this case regarding the work of the regional Inspectorates North Sulawesi province in the exercise of supervisory functions in eithercase showed where the work given that ability is in compliance with the employees of the Inspectorate and owned the purpose of supervision. So as a result it works or output is also satisfying for the Bureau/Office/field as an objects of supervision. (2) the effectiveness of the Organization in the form of his success adapting to changes inside and outside the Organization has been very good. This is evident from the adaptability of the inspector’s staff with work and organization environments that is very good as well as in carryng out the supervision procedures in accordance with the tupoksi and existing standard operating procedures. (3) the absence of tension within the organization or obstacles to conflict among parts of the organization. In this case it can be seen that the relationship between the imployee of the inspectorat and his superiors as well as colleagues/co-works is well established as well as the attitudes and relationships shown to the agency/bureau/field of supervision of the inspekto’s staff.Keywords: Effectiveness , Implementation, Supervision

Abstract

Village administration must be managed optimally by the administrator in order to provide effective and efficient guidance to the community. The purpose of this study was to find village administration governance in the of akesibu middle ibu district west halmahera regency. This study uses descriptive qualitative research methods. Data collection techniques used were interviews, documentation and data collection with documents to see how the village administration governance in the of akesibu middle ibu district west halmahera regency. The researcher used five indicators, namely: transparancy, accountability, responsibility, indenpendence, equality and fairness. The results of this study indicate that in the implementation of governance in the village of aces not all village administrations have been implemented in accordance with applicable rules that refer to the PERMENDAGRI No. 47 of 2016. Lack of experience from some village goverment offiicials to manage village administration, clash between personal work and pubilc interests, lack of equality in providing services to the community. Thus It can be concluded that the village administration governance in the of akesibu middle ibu district west halmahera regency has not been effective and efficient.Keywords: Governance, Village, Administration.
