Abstract

The development of the world of tourism has undergone various changes, both changes in thepattern, shape and nature of activities, as well as the encouragement of people to travel, ways of thinkingthat can provide rapid economic growth. Tourism development is not only directed at attracting foreigntourists but also domestic tourists. In line with the development of the world of tourism which appears to beincreasing, as well as the existence of areas that have the potential to become tourism objects, therefore theselection of activities or development of facilities must be measured in a way that does not conflict withsocial and ecological values. The purpose of this study was to find out the development of Lembeh Islandtourism in Bitung City. The theory used is development and tourism. The research method used is aqualitative method that is trying to find answers to questions related to tourism development. These questionsrequire descriptive answers that describe the facts about the problems being investigated as well as therational interpretation of various findings in the field while analyzing all the conditions at the research site.Based on the results of the research namely the development of Lembeh Island tourism in Bitung City, sometourist sites have not developed and due to lack of government attention, one of them is the limited facilitiesavailable at Lembeh Island tourist attractions in Bitung City.Keywords: Development, Tourism, Island

Abstract

Development in general is a process of change that is continuously carried out to get better. This study aims to find out how the impact of Infrastructure Development in Pisa Village, District of Tombatu, Southeast Minahasa Regency. The method used in this study is a qualitative descriptive method with an inductive approach. Qualitative descriptive approach is a method that describes problems or cases that are presented based on existing facts based on specific facts then examined to solve the problem and draw conclusions in general. Researchers use three indicators, namely, development is change, development is growth, and development is a series of businesses that are consciously done. Based on the results of the research, it was stated that the development realized in the village of Pisa in general was not optimal, this was demonstrated through the results that appeared that did not cause change. The government seems to be less consistent and government coordination towards the community is not optimal. This it can be concluded that the impact of Infrastructure Development in Pisa Village, Tombatu District, Sountheast Minahasa district does not cause changes and growth in developing the current development.Keywords : Impact, Development, Infrastructure, Village

Abstract

Human resources is divided into two, namely, human resource macro is a resident of a country that has already entered the age of the work force, either not working or who are already working. While understanding the micro is the individual work and became a member of a company or institution and is commonly referred to as employees, workers, employees, workers, labor and others Nawawi (2003:37). Coastal communities need real activities that can build their economies without eliminating the culture and characteristics of coastal communities, the required form of community-based activities. This research uses descriptive qualitative approach method. This study describes the data obtained from the results of research on the quality of human resources the coast (study in the Bunaken island sub-district of Manado city). In qualitative research, data collection is done by observation, in-depth interviews and documentation. Based on research results drawn the conclusion that the quality of human resources viewed from three indicators categorized quite well. The quality of human resources in particular physical health fishing communities quite well seen from the community who care about their own health and are already providing health support facilities and infrastructure for the community. For the quality of intellectual (education andtraining) itself is also quite good because there's been an effort of the Government in the fulfillment of the educational infrastructure and facilities for the community as well as the already existing cooperation with the Fisheries Agency in empowering human resources especially fishing communities. The quality of human resources in terms of the spiritual quality of its own quite well seen from the daily life of fishing communities in the society and harmony between religious communities in compliance, and comply with the rules made by the Government, as well as the morale of the fishing communities in doing his job. So the Government in directing the village empowerment on fishing communities the quality should be on the increase, the application of the improved quality of HUMAN RESOURCES through three indicators, namely physical quality and health, the quality of intellectual (education and training) and spiritual qualities.This issue became important note for the Government because of the presence of obstacles where the quality of HUMAN RESOURCES more precisely to improve the quality of HUMAN RESOURCES was going to be difficult, therefore, needs to be awareness of the Government and the community. The quality of human resources in realizing better or boost community empowerment which is better then the Government should be in driving, giving information, and facilitate Community fishermen.Key Words : Human Resources Quality Coastal Communities

Abstract

The purpose of this study was to determine the implementation of the APB-Desa policy in Tobelos Village, South Mother District, West Halmahera Regency. This study uses a descriptive-qualitative approach. The implementation of the APB-Desa policy is seen from the four dimensions of implementation of public policy, namely communication, resources, disposition, and bureaucratic structure. The research informants were village heads and village officials, BPD, LPMD, female elements, elements of community groups, and community leaders, all of whom were 8 informants. Data collection uses interview guidelines, while the analysis technique used is the analysis of interactive models from Miles and Hubernann. The results of the study show: (1) The implementation of the APB-Desa policy seen from the dimensions of communication is not optimal. Communication between the village government, BPD, LPM in the establishment and implementation of the APB-Desa is still weak. APB-Desa socialization to the community is still lacking. (2) The implementation of the APB-Desa policy seen from the dimension of human resources is still less supportive. The human resources of some village officials are quite good, but have not been optimally utilized for the implementation of the APB-Village properly. (3) The implementation of the APB-Desa policy seen from the disposition dimension is still weak. Commitment and consistency in implementing the APB-Desa properly and correctly is still lacking. The level of democracy in the establishment and implementation of the APB-Desa is also lacking. (4) The implementation of the APB-Desa policy seen from the dimensions of the bureaucratic structure is still not optimal. The mechanism and procedures for implementing the APB-Desa are clear, as well as the division of labor, but implementation is still often not appropriate. Keywords: Policy Impetetation, APB-Village.

Abstract

The demand that the community suaya in the village increasingly play an active role in various village developmentplanning programs carried out by the village government starting from the planning process to decision making, untilthe development evaluation stage, is very clear and becomes a necessity to be implemented. Community participationin development can include forms such as; energy, thoughts, money, ideas, and opinions. From these forms ofparticipation, in the village of Upa, Central Tobelo Subdistrict, North Halmahera Regency, the form of communityparticipation was only in the implementation of village development, namely participation and time provided thatprogram participation was only represented by the BPD, and public figures. in providing participation in the form ofthoughts, ideas and opinions that are well made in making decisions for planning village development. The type ofresearch used in this study is qualitative research from the methods used so it can be assessed on the efforts of thevillage government to increase community participation in village development in Upa village, Tobelo TengahDistrict, North Halmahera Regency. Village development has been done well where the community was givendirection and motivation by the Head of the Village Upa to the community in the form of social motivation, as wellas motivation to give enthusiasm in participating in activities in the village such as in social services in the field. Inthe planning of a village development program the Village Head Upa in carrying out coordination and communicationtasks was carried out by holding village meetings held at the village office by inviting village representatives such asthe BPD chairperson, community leaders, and village officials. This meeting was held to discuss the developmentprograms that will be carried out in the village. The wage was given, the installation of phase I installation of streetlights, rehabilitation, concrete rabbis, sirtu roads, draenase and rehap houses were not suitable for habitation. Theprocess of community participation in village development Upa has been carried out with the stages of preparationand implementation of village development by involving community elements through their representatives.Keywords: Efforts of Village Government, Community Participation, Village Development

Abstract

The cultural life of the Werdhi Agung Village Community Organization is strongly influenced or adheres to their beliefs, namely Darma Hinduism which is the community of Werdhi Agung Village since a few centuries ago, therefore the life and culture of the Werdhi Agung Village community organization cannot be separated from the teachings of the Hindu Darma. the community of Werdhi Agung Village can be seen through how the community carries out family relations between people. The Werdhi Agung community is so obedient in keeping in mind where they come from, the Werdhi Agung people from the Balinese tribe are people who are bound by an awareness of the unity of their organizational culture. The awareness is reinforced by the common language of the Werdhi Agung Village community, despite this awareness but Werdhi Agung Village organizational culture embodies many variations of life in the community. The Hindu Darma religion which has long been embraced by the community as a foundation of public trust that has long been integrated into the community of Werdhi Agung Village, is also felt as one of the elements that strengthens the culture of its community organization. The Banjar Organizational Culture in Werdhi Agung Village is an organization of one social unit based on regional unity, the unity is strengthened by the unity of customs and diversity ceremonies carried out by the people of Werdhi Agung Village. The nature of the membership of the Banjar Organization Culture is only limited to people born in the Banjar region. The culture of the Werdhi Agung Village community organization has high moral values because organizational culture is a tradition and inheritance given by the old people of the Werdhi Agung Village community long ago. Organizational culture is very important for the people of Werdhi Agung Village because village community organizations can help each other among people and every organization in Werhdi Agung Village can not be separated from the direction given by the religion in the hope that there is a unified organizational culture among the community. safe and comfortable, a sense of belonging to each other and a sense of kinship among the people of Werdhi Agung Village.Keywords: Culture, Organizational, Society.

Abstract

This research was conducted to find out effective it is implementation of development programs infrastructure village Bawo Kecamatan Tagulandang Utara Kabupaten Kepulauan SITARO. Bawo Village government increases infrastructure through the construction of infrastructure which prioritizes the basic rights of the community and the availabilility of infrastructure and quality as efforts to support accelerated development and enhancement passion for economic activity. And the problem found in the village of Bawo is how effectiveness of implementing infrastructure development programs in he village of Bawo this research aims to find out how effective it is implementation of infrastructure development in the village Bawo. The method used this study Is a qualitatitive method for later, fpr later analysis data collection is done by interview directly to the research informant who have determined by qualitative methods, to see how effective it is implementation of infrastructure development programs in the village Bawo Kecamatan Tagulandang Utara Kabupaten Kepulauan SITARO. Research use two indicators namely : the amount of result that can be issued meaning that the results are in the form of quantity or physical form the organization, program or activity. The intended result can be seen from Ratio (antara masukan) Input (dengan keluaran) output level of satisfaction obtained. Abstract

This research aims to know the effectiveness of the implementation of Rural Infrastructure development programme in the village Bulude, district Kabaruan Talaud Islands Regency. This research uses qualitative descriptive approach, the author assesses the effectiveness indicators based on data collected through in-depth interview techniques, the study of librarianship, and observations. Against 10 informants directly related to the implementation of the rural development programme in the village of Bulude Sub-district Kabaruan. Through this research is also Bulude Village Government and people could find out if the program has been running effectively?. After the data is collected, either in the process of collecting and after collecting the data, and then in the analysis with the results it was concluded that is the implementation of the programme of infrastructure development in the rural village of Bulude had enough runs well were carried out and completed in a timely manner.Key words: Effectiveness, Rural Infrastructure, development.

Abstract

Village-owned enterprise is economic institutions at the village level that aims to manage the potential of the village and the villagers prosper which is managed by the Government of the village together with the community. Formation of the Village-owned enterprises carried out based on the aspirations of the community and Government consultation village. The purpose of this research is to know the implementation policy of the village-owned enterprise in the village of Tule Subdistrict Melonguane Talaud Islands Regency East. This research uses qualitative research methods, descriptive. Data collection techniques used are observation, interview and data collection with the document. To see how the implementation of the policy of the village-owned enterprise in the village of Tule Subdistrict Melonguane Talaud Islands Regency East. Researchers using four indicators: communication, resources, disposition and bureaucratic structure. Based on the results of this study stated that the implementation of the policy of the village-owned enterprise in the village of Tule Subdistrict Melonguane Talaud Islands Regency East haven't run well due to a lack of good communication, resources that have not been adequate, the absence of a commitment from implementers to implement policies and organizational structures that are not regular. Thus it can be concluded that the implementation of the policy of the village-owned enterprise in the village of Tule Subdistrict Melonguane Talaud Islands Regency East hasn't been going well.Keywords: Policy Implementation, Business Entity, The Village.

Abstract

BUMDes is a village-owned enterprise established on the basis of village needs and potential as an effort to improve community welfare. Transparency is needed in the management of this Village-Owned Business Entity. This study aims to find out how transparent the management of Village Owned Enterprises in Kamanga Village, Tompaso Subdistrict, both in terms of community recognition and response. This study uses a phenomenological approach by conducting interviews. The results of this study are the practice of transparent administration in the form of the availability of financial reports and other data concerning the transparency of management of BUMDes. This study used a qualitative research method. The data collection technique was carried out by interviewing, documenting, and collecting data with documents to see how Transparency in managing BUMDes Kalooran in Kamanga Village, Tompaso District. The researcher used four indicators namely Document Availability and Accessibility, Clarity and Completeness of Information, Process Openness, and Regulatory Framework that Guarantees Transparency. Based on the results of the research conducted, the BUMDes Kalooran was not transparent in its management, seen from the availability of documents not provided by the management, and the community that did not know about the BUMDes program. The government seems closed in processing and running the BUMDes program. It can be concluded that the management of the Owned Enterprise of Kalooran Village in Kamanga Village, Tompaso Subdistrict is not transparent in its management.Keywords: Transparency, Management, Business Entity, Village
