Abstract

This study aims to explain the implementation of the motor vehicle tax determination policy at thesamsat amurang minahasa selatan joint office. This research uses qualitative research, and datacollection techniques are carried out by means of literature, observation, interviews and documentation.The theory of the approach used is based on 4 indicators as follows (i) communication, (ii) resources, (iii)the attitude of the executor, (iv) the bureaucratic structure of the organization. The results of this studyindicate that the implementation of the motor vehicle tax determination policy at the samsat amurangminahasa selatan joint office is carried out well in terms of communication, resources, executive attitudes,bureaucratic structure and organization. To further improve the principle of implementing the motorvehicle tax determination policy at the south minahasa samsat amurang joint office, it is hoped that theofficers will improve their performance again in order to achieve an effective and efficient performancetowards services.Keywords : implementation, policy, determination, tax, vehicle, motor.

Abstract

Pembangunan Situs Budaya Watuleley yang dibangun oleh Pemerintah Desa Pinamorongan yangmenggunakan anggaran Dana Desa untuk mendukung pembangunan yang di Desa Pinamorongan,Kecamatan Tareran, Kabupaten Minahasa Selatan. Namun dalam pembangunan dari Situs BudayaWatuleley terdapat indikasi permasalahan terkait dengan apa yang dihasilkan, belum adanyapembangunan dari sisi non fisik untuk meningkatkan kesejahteraan masyarakat dan dalam meningkatkankualitas hidup dari masyarakat yang ada di Desa Pinamorongan. Penelitian ini menggunakan pendekatankualitatif. Data diperoleh dari wawancara, observasi dan dokumen. Analisis data dilakukan melalui reduksidata, penyajian data, penarikan kesimpulan. Temuan penelitian ini adalah bahwa pembangunan yangdilakukan oleh Pemerintah Desa yang bersumber dari dana Desa di Desa Pinamorongan KecamatanTareran berdampak positif dan negatif terhadap bidang ekonomi, sosial dan lingkungan. Pemerintah Desaharus lebih lagi memperhatikan dan mengelola kembali Situs Budaya Watuleley serta melakukanpenghijauan kembali dan memelihara dengan baik sarana dan prasarana yang ada di Situs BudayaWatuleley dan juga Pemerintah Desa dan masyarakat yang ada di Desa Pinamorongan untukmempromosikan Situs Budaya Watuleley ini menggunakan media sosial dan juga situs web dari SitusBudaya Watuleley ini.

Abstract

Tujuan penelitian ini adalah untuk mengetahui Efektivitas Bantuan Langsung Tunai DanaDesa bagi masyarakat miskin yang terkena dampak covid 19 di Desa Bambung Kecamatan GemehKabupaten Kepulauan Talaud. Penelitian ini mn metode penelitian kualitatif. Untuk memperoleh datayang akurat, relevan, dan dapat dipertanggungjawabkan maka penulis menggunakan beberapa teknikdalam pengumpulan data yakni melalui Observasi, Wawancara dan Studi Kepustakaan. Datakemudian dikelompokkan agar lebih mudah dalam menyaring mana data yang dibutuhkan dan manayang tidak. Setelah dikelompokkan, data tersebut penulis jabarkan dengan bentuk teks agar lebihdimengerti. Setelah itu, penulis menarik kesimpulan dari data tersebut, sehingga dapat menjawabpokok masalah penelitian. Dari hasil penelitian didapati bahwa efektivitas ketepatan waktu dalampenyaluran bantuan langsung tunia dana desa di Desa Bambung Kecamatan Gemeh sudah sesuaidengan jadwal yang telah diatur, kemudian dalam menentukan pilihan penerima bantuan juga melaluiseleksi berdasarkan kriteria yang sesuai dengan perundang-undangan, namu dalam hal ketepatansasaran ternyata masih terjadi beberapa masalah seperti ada beberapa yang seharusnya tidak layakmenerima namun menerima, begitu juga sebaliknya. Oleh sebab itu kedepannya dalam penyalurantahp-tahap berikut perlu di teliti lagi dalam hal ketepatan sasaran penerima bantuan agar keefektifandari kebijakan ini lebih optimal.Kata Kunci: Efektivitas, BLT, Covid 19

Abstract

Akuntabilitas pelayanan publik diharapkan dapat meningkatkan kinerja pelayanan yang adadi Kantor Camat Malalayang. Akuntabilitas pelayanan yang diselenggarakan oleh birokrasi, dalam halini ialah kantor Camat Malalayang Kota Manado merupakan kewajibannya untukmempertanggungjawabkan keberhasilan atau kegagalan pelaksanaan misinya dalam memberikanpelayanan. Sehingga secara sederhana dapat dikatakan bahwa menciptakan akuntabilitas berartimenyelaraskan prosedur pelayanan sesuai dengan nilai-nilai atau norma-norma yang ada dimasyarakat demi kepuasan pelanggan. Untuk mengetahui bagaimana akuntabilitas pelayanan publikdi Kantor Camat Malalayang sehingga dilakukan penelitian ini dengan menggunakan metode deskriptifkualitatif. Temuan penelitian ini berdasarkan dimensi akuntabilitas menunjukan bahwa akuntabilitaspelayanan publik yang ada di Kantor Camat Malalayang masih terdapat beberapa kendala sepertikecepatan pelayanan yang masih kurang dan jadwal pelayanan yang tidak pasti. Terdapat empatvariabel yang mendukung proses akuntabilitas pelayanan publik tersebut yaitu Akuntabilitas Hukumdan Kejujuran, Akuntabilitas Proses, Akuntabilitas Program dan Akuntabilitas Kebijakan.Kata Kunci: Akuntabilitas, Pelayanan Publik

Abstract

The capacity of farmer groups is one of the things that can help the welfare of the existing village ofUuwan. The existence of ani group in Bolaang Mongondow Regency basically greatly affects theimprovement of the economy and the welfare of the community, this is seen from the number ofworkers and the size of land in the sector. Empowerment of farmers is all efforts to improve theability of farmers to carry out better farming activities through education and training, counseling andassistance in developing systems and means of marketing for cultivated agricultural products andguaranteeing the extent of agricultural land, easy access to science, technology and information andstrengthening farmer institutions. The results of the 5 existing informants can be concluded that thewelfare of the Uuwan village community is good and not a little from agricultural products. And also fromthe social aspect, In Uuwan village, social life in the community is already high. And in education also inUuwan Village, many have been educated up to a Bachelor's degree compared to a few years ago foronly a few high school graduates, but now many parents who are farmers are able to send their childrento the strata 1 level even many are already working .Keywords: Capacity, Farmer Groups, Empowerment

Abstract

Penelitian ini bertujuan untuk mengetahui pelaksanaan Program Kota Tanpa Kumuh diKelurahan Mahawu Kecamatan Tuminting Kota Manado. Persoalan mengenai Program Kota TanpaKumuh yang terjadi di Kelurahan Mahawu menarik untuk diteliti karena apabila dilihat secaranumerik Kelurahan Mahawu sudah tuntas kekumuhannya, namun realita di lapangan menunjukkanbahwa masih terdapat beberapa indikator kekumuhan dilihat dari aspek bangunan gedung, jalanlingkungan, sanitasi dan drainase. Penelitian ini menggunakan pendekatan kualitatif dengan modelpenelitian deskriptif. Sedangkan teknik pengumpulan data yang digunakan dalam penelitian ini ialahmelalui teknik wawancara dengan informan, teknik observasi ke lokasi penelitian dan teknikdokumentasi hasil penelitian yang ada. Berdasarkan hasil penelitian menunjukan bahwaimplementasi program Kotaku di Kelurahan Mahawu sudah terlaksana dengan baik. Adapun hasildari pelaksanaan program ini ialah terbangunnya infrastruktur pelayanan dasar yang ada sepertipenyediaan air bersih, pembuatan jalan, tangga dan ralling. Namun dalam pelaksanaan program initidak terlepas dari berbagai kendala yang ada seperti adanya sebagian masyarakat yang masih tidakpeduli dan acuh tak acuh terhadap program yang sedang dijalankan, adanya hambatan dalam proseskerjasama antar agen pelaksana dan para pekerja, adanya penyimpangan-penyimpangan yangdilakukan oleh para agen pelaksana maupun para tenaga kerja yang ada. Adapun saran dari penelitiyaitu agar supaya pihak yang terkait dapat melakukan sosialisasi melalui media sosial, meningkatkantugas pokok dan fungsi di masing-masing bidang, melakukan pemeriksaan keuangan tehadap danayang digunakan dan dapat lebih meningkatkan pengawasan terhadap pelaksanaan program Kotakuini agar dapat mencapai tujuan dari program Kotaku ini.Kata Kunci : Implementasi Kebijakan, Program KOTAKU, Kumuh.

Abstract

Self-Help Housing Stimulant Assistance (BSPS) or better known as Home Repair isone of the government programs to help people have a decent house as well as a means for social welfaredevelopment. This home renovation program has been implemented in many regions in Indonesia. Theaim of the researcher in conducting this research was to find out how the Home Improvement Programwas implemented in Ranoketang Atas Village. In this study, the researcher focused on the problems foundin the field, namely how the implementation of the Home Improvement Program in Ranoketang AtasVillage was in accordance with the factors that supported the implementation. According to Ksumanegara(2010), there are four factors that play an important role in the successful implementation of a policy.These factors are communication, resources, disposition, and bureaucratic structure. This study uses aqualitative method. Data is grouped to make it easier to filter which data is needed or not. After groupingthe data, the researcher describes it in text form, so that it is better understood, after that the writer drawsconclusions from the data so that it can answer the main problem of the research. The result of thisresearch is that the factors that play an important role in the successful achievement of a policy have beenfulfilled. Thus, the implementation of the house renovation program in Ranoketang Atas village has gonewell. This research is expected to provide benefits for the development of Social Sciences and can be usedas a reference for the Ranoketang Atas village government to maintain its performance in the houserenov.Keywords: Implementation, Program, Home Improvement, Communication, ation program and improvewhat is needed for the continuity of the program Resources, Disposition, Bureaucratic Structure.

Abstract

Village community empowerment is carried out to develop independence and improve community welfareby increasing skills and abilities in managing and utilizing existing resources in the village. The purposeof this empowerment is to improve the development of resources, improve the way of managingresources, and also to improve the lives of the local community so that they can be even better. Therefore,this research was conducted to answer questions about community empowerment through the assistanceprogram for clove seeds and freshwater fish seeds in east modayag village, modayag district, east bolaangmongondow regency. This study uses a qualitative descriptive research design because in this study,researchers as much as possible try to be able to solve existing problems by conducting interviews with 8informants and also by collecting documents related to community empowerment. The results of this studyare explaining about community empowerment in the village of east modayag that has not gone well andhas not been in accordance with the desired goals.Keywords : empowerment, program, assistance

Abstract

The purpose of this research is to find out how the flood management policies implemented by the ManadoCity Government in Singkil District. This research uses descriptive qualitative research using the Theory ofPolicy Implementation by Van Meter Van Horn. The data collection techniques used were observation,interview, and documentation. The data analysis technique used was data reduction, data presentation,conclusion and verification. The results of the study found that the flood management policies of theManado City Government in Singkil District had not been implemented thoroughly. This was found throughthe results of observations and interviews, namely that there are still some flood-prone areas in SingkilDistrict that have not been touched for the construction of embankments and river normalization as a formof flood control in Singkil District. It is hoped that there will be more attention from the Government in theconstruction of embankments and river normalization in Singkil District and awareness from thecommunity not to littering which is at risk of clogging drainage channels and causing flooding in ManadoCity.Keywords: Policy Implementation, Countermeasures, Flood

Abstract

Penelitian ini bertujuan untuk mengetahui manajemen pengelolaan sampah Bantargebang di KotaBekasi. Penelitian ini dilakukan dengan metode deskriptif dengan pendekatan kualitatif dengan sumberdata primer maupun sekunder. Metode pengumpulan data berupa wawancara, observasi dandokumentasi. Hasil penelitian ini mengungkapkan Dinas Lingkungan Hidup DKI Jakarta telahmenunjukkan perannya untuk mengolah sampah agar dapat diproses lebih lanjut yang memberikanmanfaat dan tidak berbahaya bagi lingkungan. Fungsi-fungsi Manajemen seperti perencanaan,pengorganisasian, pelaksanaan dan pengawasan sudah berjalan tapi belum maksimal. Dalammelakukan pengelolaan sampah, Dinas Lingkungan Hidup DKI Jakarta sudah memberikan kepadapegawai dan pekerja yang ada di Bantargebang berupa sertifikat, penghargaan, alat pelindung diri.Perihal edukasi terhadap masyarakat mengenai pengelolaan sampah dirasa masih kurang oleh karenaitu pemerintah harus berusaha untuk terus memberikan pengetahuan kepada masyrakat agar bisamembantu Dinas Lingkungan Hidup Provinsi DKI Jakarta.Kata Kunci : Manajemen, Pengelolaan, Pengelolaan Sampah.
