Penal sanctions in Islam on more. Because the basic principle of criminal practice in Islamic justice is "better guilty, than punish innocent people". Baayun Maulud is a traditional form of communication in society Banua Halat Tapin district. Formerly from the culture of religious people Keharingan is called the Baayun Children. Then, through a process of Islamization by religious leaders, Now Baayun Children called Baayun Maulud. The purpose of this research was determine and describe the meaning which is contained of Baayun Maulud society Banua Halat Tapin district. The research approach used in this study was qualitative approach, with etnography of communication as the method and descriptive as the type. The data were obtained from observation, interview and documentation. The result of this study showed that Baayun Maulud in Banua Halat society implies the goodness in living a wide variety of life. Baayun Maulud also interpreted as a form of gratitude to the God, nowaday Baayun Maulud not only for childrens but various circle, expecially parents who have nazar. Aside from being nazar Baayun Maulud in Banua Halat society also used as a medium to tighten silaturrahmi.

The role of development communications is not only a balance between central government, regional or program policies and activities that support increasing community participation, and supporting national policy, as well as private sector interests. Development communication has experienced the development of the digital era, but there is still disparity between regions in the implementation. Inequality of information systems in the development of information technology in Indonesia, has hampered the pace of development in the region. One of the forms of development communication in the digital era is the government of electronic governance (e-gov), which involves information technology and communication to improve public services and community and to increase their participation in governance of certain public sector investments. The development of gov Indonesia goes slowly and significantly, there are still many regencies / cities that have not done it yet. The main obstacle in the implementation of e-gov is the access of telecommunication networks, and internet network that is still unevenly available in various places in Indonesia

Religion Islam is very rich with the material teachings about religious harmony, especially in relationships with adherents of other religions. But regrettably the propagation material about this harmony is still rarely delivered or socialized to the community, including through radio-radio that conducts the broadcast in the community. This paper discusses the teachings of Isam about religious harmony and loading of harmony material through the broadcast of preaching programs on radio stations in South Kalimantan. Conclusion of this paper, the average radio in this area already has the broadcast of Islamic propagation, but the percentage of time is very little compared to other events, and from that little is still rarely filled with religious harmony material. The percentage of dawah events only ranges from 3-10% of the entire event material, and only Radio Gema Kuripan Amuntai whose dawah material reaches 15%. In the future, religious teachings on harmony should be broadcasted also through educational and cultural events. Here not only the teachings of religion, but local cultural values that can be harmonized harmony can be broadcast. If the material is well processed, it will be interesting, and more importantly useful for people to improve harmony and avoid the rifts and conflicts nuanced SARA.

When viewed in terms of elements of dawah combined with the ontology of general management, the study area of dawah management as a whole is 80 format. And when viewed in terms of the combinationÂ ofÂ dawah interaction with the ontology of general management, then obtainedÂ 96Â formulation format, so that the total format of ontology of dawah management is 176 formulations ontology format.

Religious counselors are like doctors who will give medicine, so he must make a thorough diagnosis in order to have a picture of the right conditions, what diseases suffered by patients, what medications are right, and what level of health might be built with the drug.Similarly, the extension of religion, if it is intended to improve the condition of society, it is necessary for him to start the activity by first knowing the objective condition of the object of dawah, which then followed up with various activities of dawah appropriate, effective and efficient. Efforts to determine the objective conditions madu it, the authors do through research mapping dawah in Bandung.This research was conducted on the academic community of Dakwah Faculty who actively conducted mapping of dawah in Bandung. Using qualitative methods. Through interviewing techniques and documentation.The results showed that mapping of dawah is a very basic need in religious education activities. It is useful to facilitate the analysis of religious counseling objects, so that the counselor can properly present the material, methods and media used in religious counseling, in accordance with the conditions and needs of the local community. With that mapping, religious counseling basically will not only shaped the message of Islamic teachings, but is moving towards religious social change.
