Abstract

This study is about disability-friendly cities (KRD). This research is motivated by the innovation of local government policy in realizing the city of disability friendly. The purpose of this research is to describe various efforts made by local government of Banda Aceh City and Surakarta City in realizing KRD. This research uses qualitative approach. The data collection technique is done by interviewing informants and collecting secondary data. While data processing is done by data reduction is open coding, axial coding and selective coding. The findings of the strategy in the city of Surakarta is to support the budget for the disabled. In addition, the local government of Surakarta also issued social assistance given to persons with disabilities who enter the criteria of poor families. While Banda Aceh, local government do dukunyan in the field of education that is by establishing schools in Kota For kindergarten level there are six units, 20 units of elementary school, nine units of junior high school, seven units of SMA, and 15 SLB with the number of supporters of 120 teachers. In the housing sector, Pemko Banda Aceh also issued a policy to enable disabled people to access affordable housing facilities and the assistance of Al-Quran Braile Digital to the blind. The result of this research is surakarta city make KRD by giving social support. While Banda Aceh is more on creating an inclusive city that unites people with disabilities to merge in people’s lives.

Abstract

This research is about Implementation of Building Permit Policy (IMB) in Dinas Cipta Karya Tata Ruang dan Perumahan (DCKTRP) of Pontianak City. The study aims to determine the implementation of Local Regulation (Perda) Pontianak City No 3 of 2008 on Building on the practice of making IMB and to know the innovations made DCKTRP. The research method used is descriptive with qualitative approach, while the data collection technique used in-depth interview and documentation. The results showed the implementation of Perda Pontianak City No 3 of 2008 on the Building has been done well. This is indicated by the service provided is quite optimal and the completion time permits can be completed in just one day. The cutting time is due to various innovations made by the Department such as IMB Bleaching and one day service. Even so, in the implementation of Perda still encountered several inhibiting factors of implementation due to several things such as lack of computer facilities, servers, service operators, and limited support facilities. DCKTRP as a leading sector IMB should continue to provide socialization on a regular basis, and complement the facilities needed to support the service IMB for the community. Furthermore, DCKTRP needs to review the Perda Pontianak No 3 of 2008, because the innovations that have been conducted do not currently have legal and informal.

Abstract

Increasing competitiveness between regions is an important agenda in realizing the welfare of the community. The development of regional innovation system (SIDa) is one of the main strategies in the national innovation system that accommodates the interaction process between components of innovation system strengthening. The purposes of this study are to measure and describe the condition of policy implementation also the conditions of development achievements of institutional development networking and resources. This research chose Blora Regency as the target that has done SIDa development policy. Method that used in this research is analysis qualitative and quantitative. The type of this research is qualitative descriptive of SIDa strengthening implementation in Blora regency from 2012 until 2015. This research yields description of SIDa strengthening condition in research location covering policy scope and arrangement of SIDa elements. SIDa’s strengthening condition at the policy level in Blora Regency has only reached NPS of 6.9 and is in the middle category. If seen from the level of implementation of SIDa policy, the Government of Kabupaten Blora recently submitted the draft Regulation of Blora Regent on SIDa. Judging from the achievement of institutional arrangement, networking, and resource of SIDa of Blora Regency is 6,6 for institute, 6,5 for networking, and 5,6 resource. Based on the results of this study, the recommendations that need to be done are continiu the SIDa strengthening agenda and synchronizing innovation development with various existing programming and development agenda, conducting consistent and sustainable main and thematic development.

Abstract

Yogyakarta province is one of the regions with growing concerns towards increasing carbon emission from growing private transportation usage. In response, the provincial government enacted Local Mitigation Plan by the Governor Regulation Number 51 Year 2012, in accordance with the Presidential Decree No. 61 Year 2011 on National Mitigation Plan for Reducing Glass House Gas (GHG) Emission. The plan places energy and transport sector as top priority programs that should be controlled and regulated by the local government. This paper examines the implementation of the plan by looking at the derivation of the local mitigation planning into government budgeting. It employs project sustainability analysis to elaborate the presence of factors affecting the application of the plan into government programs. The study reveals that in general, the government programs reported in the strategic and performance indicators on Government Performance Report (LAKIP) in transportation sector are in accordance with the local mitigation plan. Almost 80% from 25 core activities in the Local Mitigation Plan, can be described in each of the strategic objectives and performance indicators LAKIP. Only five core activities can not be translated into strategic objectives and performance indicators on LAKIP. Meanwhile, for supporting documents, approximately 52% has occurred compatibility between Local Mitigation Plan document with strategic goals and performance indicators in LAKIP. However, it is necessary for the government to make adjustments in a number of activities to improve the quality of planning as well as optimize the effectiveness of the budget.

Abstract

This study aimed to describe the dimensions of empathy on public service at the Gubeng District Office, Surabaya. Based on the investigation of the Ombudsman Indonesia to the public service indicates that there was still mal-administration in Gubeng district Office at Surabaya City. In addition, the number of public complaints in the Gubeng District Office is higher compared than the other District of district Offices in Surabaya. This research is using descriptive qualitative as a method, and the technique of collecting data is using interviews and observations. The leader of Gubeng District office is a key person and than used snowball saplingin this research. While the validity of the data is using techniques transform credibility and dependency. The Dimension of empathy measurement is using four indicators: the ability to understand the society, service orientation, developing others and utilizing diversity. The results of data analysis showed that the dimensions of empathy at the Gubeng District Office still negative. Indicators of the ability to understand the society, serves orientation and utilize the diversity is still negative. Whereas developing the others indicator still positive. After knowing the dimensions of empathy in Gubeng District Office still negative then exploration about stimulus and obstacle factors. The stimulus factors to develop the empathy are working relationship, leadership, time services, and responsibility. While the obstacle factors are learning, physical working environment, and family conflicts. Based on these factors, the development of dimension empathy which conducted by the leader of Gubeng District and his employee is monitoring and internal evaluation.The sub-leaders often take evaluation participatory in order to ask all employee be able to do their job.

Abstract

In reaching the Makassarta’ Not Rantasa’ (MTR), the Mayor of Makassar launched the LISA program (See the Trash and Take) in order to improve the cleanliness of the City. LISA is a derivative of Makassarta’ Not Rantasa’ public policy. This movement is the beginning to instill awareness of all citizens of Makassar City to care about the environment. However, looking at the reality of LISA implementation to the community has not been fully implemented properly. Therefore, the purpose of this research is to know the implementation of LISA toward Makassarta’ Not Rantasa’ program in awaking the importance of environmental cleanliness at Makassar Muhammadiyah University. The type of research used is a qualitative approach with descriptive research type using field research which aim to find facts about cleanliness in Makassar City, case study Makassar Muhammadiyah University. The results concluded that LISA program has not fully solved the garbage problem. To realize this program is supported also by other programs such as; garden hallway and garbage bank. The level of awareness of students to see the waste in the University of Muhammadiyah Makassar is also still lacking.
