Abstract

Law Number 6 of 2014 concerning Villages exists to strengthen the authority of Government Village Government to regulate its own affairs as an implementation of regional autonomy. The village government is given the authority to develop their region by exploring the village potentials. Village-Owned Enterprises (BUM Desa) are present as an organization formed by the Village Government in terms of managing village assets that bring value to village income. This study aims to analyze the institutional role of the Village Government and BUM Desa in the development of the Ponggok village. The method used in this study is stakeholder analysis. This analysis was carried out to identify the roles, influences and interests of the Village Government and BUM Desa institutions. The results showed that the Village Head played role as a key player who had very strong interests and influence both in terms of the status of power, degree of organization, and personal relations to influence/involve other stakeholders for the development of Ponggok Village.

Abstract

This research discuss the level of internal control principles applicability at Village-Owned Enterprises (VOE) in Sidoarjo. Descriptive qualitative approach with Participatory Action Research (PAR) is employed to develop an appropriate internal control framework for VOE in Sidoarjo. The data are primary data from primary sources, they are a VOE Chairman and a VOE’s employee from three VOE. Data collected through interviews and documentation. Then, technique and source triangulation was carried out to test the data validity. The results showed that the magnitude’s level of internal control was still low. While the COSO internal control principles can be applied by VOE with modifications.

Abstract

The village have many dilemmas. Villages face a dilemma of many resources but low welfare despite high natural resource exploitation. Innovation is one of the important keys for village communities to solve these problems. This research was aimed to 1) Identifying the potential of village resources through innovation; 2) Identifying protection campaigns; 3) Analyze the key factors for the development of innovation in Central Java. This is a qualitative descriptive study, conducted in 22 villages which has a high poverty rate, but has a large potential resources. The research involved informants from the village head, village administration apparatus, and community group representatives. Data collection using interviews, questionnaires, adn FGD. Data analysis using Miles and Huberman techniques. The conclusions of this study are: 1) Natural, human, social and economic resources that are managed in new ways through tourism activities, creative industries, and postharvest product processing. 2) Innovation constrained of limited ideas, lack of pioneering and entrepreneurial spirit, limited knowledge and technology, low community participation, and weak role of village institutions. 3) Key factors that drive the development of innovation are the existence of pioneering figures who are willing to take risks and have different ideas and are supported by the village government by involving relevant stakeholders

Abstract

The government's strategy in minimizing the modern market space was first implemented by the banyuwangi regency government trough a policy prohibiting the contruction of malls and retails modern. this policy in concidered unpopular because impedes invesment and regional income. the theory used in this study is public policy and community empowerment with discriptive-explanatory research methods. The research of this study indicate that the policy prohibits the construction of malls and retails modern as strategy of local government to empower small traders. This policy has real impact on economic inprovement and poverty reduction significantly

Abstract

Kebijakan perpustakaan saat ini belum menjadi prioritas pembangunan di Kabupaten Malang. Luasnya daerah, kurangnya anggaran, dan masalah lainnnya menjadi batasan masyarakat dalam mengakses perpusatakaan. Terkait hal tersebut, tujuan kajian ini memuat “formula baru” atau rekomendasi kebijakan terkait perpustakaan bagi Pemerintah Kabupaten Malang, secara ideal, efektif dan efisien. Metode Penelitian ini menggunakan Policy analysis research dengan data existing statistics atau menganalisa menggunakan data sekunder. Penelitian ini mencermati beberapa kabupaten/ Kota yang telah berhasil melakukan pemerataan aksesibilitas literasi di daerahnya melalui beberapa program seperti perpustakaan keliling, perpustakaan daerah, perpustakaan kecamatan, dan perpustakaan desa. Hasil kajian ini, alternative kebijakan pemerataan aksesibilitas perpustakaan adalah peningkatan kualitas dan kuantitas (jumlah) dari Perpustakaan Desa / Kelurahan, dan kualitas perpustakaan daerah.

Abstract

alah satu aspek yang penting dalam kajian e-government berkaitan dengan peran manusia sebagai pengguna (users) dari teknologi. Kecanggihan teknologi maupun tingginya kualitas teknologi pemerintah ternyata tidak menjamin bahwa instrumen tersebut akan digunakan oleh masyarakat sebagai users. Banyak faktor yang menyebabkan hal tersebut salahsatunya adalah adanya kesenjangan digital (digital divide) dan rendahnya literasi digital (digital literacy) di antara masyarakat. Hal yang sama juga dialami oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Samarinda di mana masyarakat belum maksimal dalam memanfaatkan pelayanan daring yang disediakan. Untuk itu Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Samarinda berinovasi dengan menggunakan media video tutorial dalam pelayanan permohonan izin berbasis daring. Artikel ini bertujuan untuk mendeskripsikan inovasi yang dilakukan oleh DPMPTSP tersebut. Dengan menggunakan metode deskriptif kualitatif, ditemukan bahwa dalam pelaksanaannya identifikasi permasalahan terlebih dahulu dilakukan kemudian dilanjutkan dengan pembuatan video tutorial dan diakhiri dengan penyematan video tutorial ke laman resmi DPMPTSP Kota Samarinda. Konten dari video tutorial tersebut antara lain cover depan yang berisikan informasi terkait judul video tutorial, informasi terkait berkas persyaratan, tahapan dalam pembuatan akun, tahapan pemilihan kategori perizinan, tahapan login akun ke portal DPMPTSP, tahapan pengisian borang formulir permohonan, dan tahapan unggah berkas/dokumen persyaratan. Selain itu video tutorial ini juga disertai dengan teks dan audio pendukung yang bertujuan untuk lebih memudahkan pengguna/masyarakat. Inovasi DPMPTSP Kota Samarinda ini merupakan upaya untuk meningkatkan digital literacy masyarakat Kota Samarinda yang sekaligus berimplikasi positif dalam peningkatan penggunaan pelayanan daring yang disediakan.
