Abstract

This research was conducted to maintain the existence of MSME players amid the development of digitalization and the Covid-19 pandemic by implementing public sector innovation in empowering MSMEs. The aim is to describe and analyze the innovation of implementing a practical Bebaya application by the Samarinda City Communication and Informatics Office and identify the factors that hinder this innovation. This research uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The results showed that the innovation of the Bebaya application was to the characteristics of innovation. However, there were inhibiting factors such as lack of coordination and communication in innovation development, lack of knowledge and community participation, inaccurate socialization and promotion, decreased transactions due to uneven distribution of innovative products, and not covering all levels of society. This research implies the need for increased coordination and communication, increased community knowledge and participation, more appropriate socialization and promotion, and consistent distribution of innovative products to support MSME empowerment. By overcoming these inhibiting factors, the innovation of the Bebaya application can be more effective in maintaining the existence of MSME players in the era of digitalization and the Covid-19 pandemic.

Abstract

The attachment to the 2020-2024 RPJMN states that waste is still a problem in Indonesia. This condition is still spread in almost all districts/cities in Indonesia, including West Pasaman Regency. Factually, in West Pasaman Regency, there are still problems with waste being piled up, burned, and/or dumped into rivers and seas. This problem occurs because West Pasaman Regency has not been supported by the effectiveness of a good waste management system, so collaboration between stakeholders is needed in order to implement waste management policies. This research uses descriptive qualitative method. The purpose of this research is to find out which stakeholders are collaborating in waste management, analyze the collaboration that is built between stakeholders, and optimize opportunities in order to improve waste management performance. In grouping stakeholders who are involved in collaboration, researchers use the power-interest grid mapping method. The results of the study show that the collaborating stakeholders consist of: District Head, DPRD, DLH, Nagari Government, DPMN, community, private sector, and NGOs. Collaboration as a basic strengthening concept of synergy in the implementation of policies that have been built between stakeholders has not been effective. Need to utilize and optimize opportunities for collaboration between and/or with other stakeholders.

Abstract

Policy innovation in Indonesia is not only interpreted as digitalization, but also as the values of a policy (policy values). Related to the statement, this study aims to look at research trends related to policy innovation in Indonesia. This research uses bibliometric analysis and content analysis sourced from the Scopus database to be processed and analyzed from the topics and contents of the articles, as well as using the Vosviewer application to create bibliometric maps. This research reveals that the most publications were made in 2022 with 6 articles, and the most citations in 2017 with 81 out of 20 other articles with the title Perception across scales of governance and Indonesian peatland fires. For Co-Authorship, the authors are joined in 19 clusters with 20 state additions from Indonesia. It was also found that the most published policy innovations in Indonesia relate to digital and online economic technology innovation policies, natural resource policies and sustainable development, health policies, policies on transportation and public facilities, employment policies, economic policies, village financial management, tourism development. Meanwhile, Policy Innovations, which are the least frequently published, relate to science and technology governance, urban planning, environmental management, competition law and policy, So that the future is potentially for research and publication.

Abstract

The high rate of consumption and demand for soybeans without an increase in production has forced the Indonesian government to always import soybeans. Import policy must be given special attention to suppress price increases and make the rate of MSMEs continue to grow well. It’s important to formulate policy designs to accelerate the fulfillment of domestic soybean supply in Indonesian. Method research uses a qualitative method with a literature review from many literature and data sources which is then made a policy-making model based on incremental theory. The results make indicate that self-sufficiency in soybeans may be realized, if long-term arrangements are made for several things, namely expanding the area, subsidizing soybean prices, import regulations and setting fair soybean import tariffs, developing the soybean jabalsim subsystem with innovation, controlling the rate of population, and the improvisation with technology innovation. Steps to recommend policies by setting import tariffs using an open and close system following domestic production conditions, forming small analysis teams that observe, assist and work directly on the sub-section of the soybean issue, synergy and harmony of legal products within the central government related to excise tariffs imports according to WTO standards and rigid subsidized pricing below import prices. BULOG needs to regulate the trade system with digital public service innovations based on E-Agriculture Government. In addition, the government needs to partner with the private sector to increase domestic production, provide social-health insurance protection and crop insurance to soybean farmers and assist with the implementation of smartfarming agriculture.
