Journal of Architectural Research and Design Studies (JARS) is a discursive venue for research groups, lectures and tutors and students emphasizing architectural education in Indonesian context. Abstract

As time goes by, cities have developed and grown to be crowded and densely populated area that lead to increasing energy consumption in cities. Thus, some guidelines need to be arranged to control the development of cities. Some of the guidelines are related to floor area ratio (FAR), operational energy, embodied energy, and mobility. Those aspects have strong influence on the consumption of energy in the cities in relation to the sustainability of the area future development. This is in line with the essence and objectives of sustainable cities. To calculate the guidelines, this research used experimental method by the means of computer simulation. The study utilized Rhinoceros with the plug in of Urban Modelling Interface (UMI), in which UMI is software that can simulate and calculate the four aspects correctly and accurately. The guidelines for city development are expected to provide comfortability of living to the community of cities during the development process.This research investigated about the development sustainability in Boyolali City. Based on visual observation, the buildings in the five ways intersection of Boyolali are not too crowded and dense with low storey buildings. This research found that the value of FAR is 0.17, the operational energy is 71.48 kWh/m2/year, the embodied energy is 150 kWh/m2/year, and the mobility is 80. The score of FAR still can be improved up to ten times and the value of operational energy, embodied energy, and mobility were still below maximum threshold.Keyword: Sustainable City, Simulation, Urban Modelling Interface.

Abstract

Klewer Market is the largest clothing, textile, garment market in Central Java. Klewer Market was established in 1970 and in 2014 there was a fire so that in 2015 the Government of Surakarta City revitalized Klewer Market. In April 2017, Klewer Market has been revitalized and inaugurated. The purpose of this study is to understand the general description of the conditions, the completeness of facilities and utilities, and to investigate the improvement in the management of Klewer Market after revitalization. This research uses qualitative descriptive research to find out a general description of Klewer Market conditions after revitalization in terms of physical buildings, facilities, utilities and management. The analytical method uses a comparison of pre-revitalization market conditions with post-revitalization market conditions. The conclusion of this study is that Klewer Market post-revitalization has a more modern concept than pre-revitalization and is able to become one of tourist icons in Surakarta City, which already has more adequate facilities, utilities, and management.Keyword: Klewer Market, Revitalization, Facilities.

Abstract

The development of national transportation network includes land, sea and air transportation. This research aims to analyze the influence of new airport development in Kulonprogo named New Yogyakarta International Airport (NYIA) towards infrastructure development in Kulonprogo. The influence of NYIA on Kulonprogo infrastructure is massive, namely, the extension of national road to Kulonprogo Regency located in Milir Hamlet, Kedungsari Village, Pengasih Subdistrict, and bridge construction in Sentolo Subdistrict that connects between Bantul, Sleman and Kulonprogo districts. In addition to the construction of roads and bridges, the construction of infrastructure connects to Borobudur temple in Magelang regency under the term of Menoreh Surgery involving the land acquisition of Kulonprogo residents, investors and housing developers invest land in Kulonprogo to build hotel and housing near the new airport plan. The obstacles in the relocation of affected residents of this airport are the construction of public facilities and social facilities such as the availability of clean water, electricity network and household sanitation at the beginning of development that is important to support the basic needs. Public facilities and social facilities development are conducted by the Ministry of Public Works and Public Housing. The affected residents at Glagah Village, Palihan Temon Kulonprogo District refused to be relocated in case social facilities and public facilities are not available. The local government approach personally to the affected villagers by accelerating the relocation process and working with various stakeholders.Keywords: transportation, airport, local government, kulonprogo.

Abstract

This study integrates theoretical and analytical approaches of social ecology, urban growth machine, and urban governments. The aim is to explain forms of contrast collaboration between government (political elite) and private developers (local businesses). Political elite rests on the ideological commitment to collaborate within local individual authorities who see the growth of a city led by the market. City governments work in relatively independent and informal networks that rely on local government bureaucratic structures. The practice of government and private coalition faces social ecology challenges. The development of a city not only creates new economic growth area (within the corridors of independent city’s development) but also generates centers of the social ecology crisis. This study uses qualitative methods and takes the form of case studies. Research results show that the operation of the urban growth machine run by the Surabaya government and the private economic power (developers) have not merely carried out sustainable development, produced various advancements for the city and its population but caused losses to the group that let go of their soil (land) to the developer. The power of the city government is a systemic power that shapes the process of coalition building within the dilemmatic process of making regulations and public policies.Keywords: Urban growth machine, developer, city governments, the policy dilemma

Abstract

Sarbagita area refers to a system of cities in South Bali Region consisting of several cities namely Denpasar City, some parts of Badung regency, Gianyar regency, and Tabanan regency. Urban Area of Sarbagita becomes a form of agglomeration of Denpasar City with other cities developed through regionalization process, i.e. metropolitan cooperation. This leads to an externality that requires the integrated handling of each region in the metropolitan area of Sarbagita through a co-operative institution. The purpose of this study is to analyse the implementation and the form of Sarbagita cooperation, and to evaluate the performance of the cooperation of the Sarbagita urban areas in the delivery of public services and tourism activities. Thus, the level of success of the program and the way to do the cooperation can be measured. This research uses deductive approach with qualitative and quantitative mixed method approach. Qualitative descriptive analysis was conducted to know the condition before and after Sarbagita cooperation performance and quantitative analysis was used to give scoring to cooperation performance. The results of this study are (1) Based on the results of the analysis, Sarbagita area cooperation used a collaborative planning system, that is running the program with the working mechanism of the combining regulations between local intergovernmental agreement for the common interest and then by holding a joint meeting in decision-making as reflected in written Agreements to establish cooperation programs. The characteristic of this cooperation is to set up a centralized operational body consisting of elected representatives who are assigned to join it. (2) Overall, Sarbagita area cooperation is still experiencing some constraints in the implementation process. The evaluation criteria of effectiveness and efficiency has not been optimal so that the result of assessment criteria of Sarbagita cooperation program can be categorized in the level of medium.Keyword: Urban Cooperation, Written Agreements, Metropolitan Sarbagita
