Abstract

Schools are an essential avenue for youth to learn about disaster resilience A critical success factor for the uptake of disaster resilience learning in schools is the ability to embed learning activities in school programs that are linked to relevant curriculums. The introduction of Disaster Preparedness School (DPS) hoped students were able to identify disaster resilience learning and face the disaster occurring. In 2009, the government started developing a pilot project by combining the curriculum disaster education to the curriculum of Disaster Preparedness School (DPS). The purpose of this study was to analyze the cause of inhibition and make a strategy to solve the problem. This study used a literature review approach and source of data search from the literature that obtains via the internet in the form of results of an online library of local, national, and international, and also from books and related regulations. The results of this study are: a) The cause of inhibitions included four indicators like program target inexact, program of socialization less strength,  program goal less power, monitoring program less document incomplete;  b) The strategy to the development program of DPS would be successful under following conditions: 1) insertion curriculum of disaster mitigation education into several subjects, and into extracurricular activities that exist in schools. 2) conducting DPS Program by proper training that has been done by the ways:  right participant, the subject that relates to a local disaster, functional modules, good time setting, monitoring equipment, done routinely and systematically, and also involving the whole stakeholder.

Abstract

Folklore is a construction of local wisdom that grows and develops into the basis of the values of social functions. The social function of the political meaning in folklore can be used as the country’s resilience reflection, like democratic learning and strengthening the figure of the statesman. The social reality that was constructed in folklore can be a gap between the real and imaginary condition in the text. This study dug out the interrelatedness between the reflection of folklore as the forming of the resilience nation’s character and characteristic of Indonesian’s diversity. This study uses a qualitative description method and literature sociology and politic approach. The corpus data are “Mentiko Betuah” (Aceh) and “Raja Negeri Jambi” (Jambi) story. The results of the study indicated that the social reflection of both (stories) can be the basis of the building social resilience to counter radicalism, to grows up tolerances, mutual solidarity, democracy, and the integrity of anti-kleptocratic statesman. The method of the study is a qualitative description. The data of the study are sentences and written expressions in “Mentiko Betuah” (Aceh) and “Raja Negeri Jambi”’s story (Jambi). The results of the study indicated that tolerance and plural values were depicted in “Raja Negeri Jambi” and “Mentiko Betuah” were needed to be maintained. The threat of disintegration of the nation through the inculcation of narrow and shallow ideologies have poisoned people’s perspective, especially millennial society.

Abstract

The existence of the Indonesian Diaspora abroad cannot be separated from the development of the global environment. The global constellation dynamically moves ahead with the complexity of inter-correlation and inter-implication multi-dimensional of the state, with non-military, military, and hybrid potential threats. The rapid progress of transportation and information technology, and cyber technology well as has become escalating turbulence over global dynamics. This context is an urgency for Indonesia to utilize Indonesian Diaspora for national interests and national defense. This paper aims to analyze the empowerment of Indonesian Diaspora in strengthening diplomacy for national defense. The author uses a qualitative approach by raising the theory of empowerment and diplomacy elaborated with the rights and obligations of defending the country upon the Indonesian Diaspora. Various data and information from literature and other open sources are used in this paper. Some of the emerging phenomena related to the Indonesian Diaspora are contested with the development of public diplomacy practices correlated with challenges and threats in the approach of national security and defense. The conclusion portrays the importance of continuing the empowerment of the Indonesian Diaspora in strengthening efforts to fight for and protect national interests, including national defense.

Abstract

This study analyzes the Asymmetric Warfare that occurs at sea and the seapower that should be possessed by a state to overcome maritime asymmetrical threats. This study uses descriptive qualitative which explains in detail the asymmetrical warfare at sea and seapower using case examples. This research uses case examples of asymmetrical threats that occur in the domestic territory of Indonesia, namely the Malacca Strait case. The theories used in this study are defense theory, the concept of seapower, the concept of asymmetric warfare and the concept of international cooperation to analyze the case that occurs. The results of this study are Indonesia’s seapower to combat asymmetric warfare was built in three ways namely, strengthen the military defense equipment, carry out defense cooperation with the state that borders with Indonesia and strengthen the collaboration between related ministries and institutions. These ways are implemented through Malacca Strait Patrol which is defense cooperative include Malacca Sea Strait Patrol, Eyes in the Sky and Information Sharing.

Abstract

Lightweight armor materials made from ceramics have become a great interest in the past decades.  There have been many research efforts to develop the high-performance ceramics for this particular application. Boron carbide (B4C) is one of the promised candidates due to its extraordinary hardness, wear resistance, chemical inertness, ultra-lightweight, and its high resistance to radiation.  However, the strong covalent bonding nature of B4C makes it hard to be sintered.  Sintering at high temperatures and the presence of impurities can also result in grain coarsening. One of the methods being used to overcome the problems is to introduce Boron (B) as a sintering aid into raw materials of B4C.  To evaluate the effects of B addition on the sinterability of B4C, B4C powders were ball-milled with B powders in different ratios and the mixtures of B4C and B were processed by spark plasma sintering technique. Density and toughness of the as-sintered materials were increased along with increasing B content in the range from 1 wt% to 7 wt% while hardness and strength of the samples were also increased when the percentage of B addition is up to 5 wt%.

Abstract

One of the issues in Indonesia’s maritime security is Illegal, Unreported, and Unregulated (IUU) fishing. This research focuses on how to reduce illegal fishing using oceanographic data to support agencies concerned about ocean security. The main data collected from in-situ sampling by NOAA and to support the analysis, data also collected from several reports and published articles. The results showed that many station data already stored in the global database especially in boundary seas of Indonesia. However, the data is not continuously monitored. These data (temperature, salinity, and ocean currents) also correlate with fishing locations, especially in the boundary area. Furthermore, the oceanographic data with high performance of instrument could predict the fishing locations and the changing ocean. In conclusion, ocean databases and real-time data from instruments could support the agencies to protect Indonesia’s water.

Abstract

To avoid detection from Radio Detection and Ranging (Radar), one of the efforts is to use Radar absorbing material. One of the Radar wave absorbing materials is Perovskite CoTiO3. This Paper investigated the ability of CoTi(1-x)Mn(x)O3 to absorb the Radar wave. CoTi(1-x)Mn(x)O3 with variations x = 0, 0.01, 0.02, and 0.03 have been successfully synthesized using the mechanical milling method. The XRD pattern shows that the sample formed was single phase CoTiO3. Surface morphology resulting from measurements with SEM shows homogeneous particles and an average size of 200 nm. The results of measurements with VNA at X-band frequency (8.20 GHz - 12.4 GHz) show that the absorption ability of electromagnetic waves from CoTiO3 increases with the increase in doping from Mn4+. Maximum results obtained at the composition x=0.03 (CoTi0.97Mn0.03O3) with a reflection loss (RL) value is -14.56 dB (%Abs is 81.3%) at a frequency of 9.96 GHz. This result proves that CoTi(1-x)Mn(x)O3 can be used as a Radar absorbing material at X-band frequency.

Abstract

This research is motivated by the implementation of special autonomy in Papua Province to overcome the unequal welfare problems compared to other provinces in Indonesia. The welfare issues raised in this study cover the fields of education, health, finance, and infrastructure. This research views the special autonomy policy of Papua Province as the formation of institutions, the transfer of authority, and financial management to improve the welfare of the community. Therefore, this study aims to explain the facts related to institutions, authority, and financial management in Special Autonomy in Papua Province to improve the welfare of the community. This research was conducted an assessment program activities approach and data collection through in-depth interviews and documents. Institutions and powers to make welfare include institutions and authorities in terms of education, health, finance, and infrastructure, each of which is carried out by the education office, health office, special autonomy bureau of the regional secretariat and regional financial and asset management agencies, and public works services. Meanwhile, financial arrangements in terms of education are carried out with formal and non-formal PAUD financial allocations (5%), 6-year compulsory basic education in elementary school (35%), 3 years of junior high school (25%), high school (10%), Vocational High Schools (5%), Non-formal and Informal Education (10%), other relevant Higher Education and Education (10%), health is carried out with a 15% fund allocation, the finance is carried out with a 25% fund allocation, and infrastructure is allocated funds of 20%.

Abstract

For a nation to be great, such a nation shall have great and professional military leaders which are contextual to the time and social context of their nation. That is why Indonesian military leaders need to take some lesson-learned from historical records of great military leaders, one of them is the strategic and transformative leadership of General Pericles, an Athenian General.  Therefore, this article analyzes about Pericles’ great leadership, especially in what ways and how to measure it. The data corpus of this study is “The Landmark Thucydides: A Comprehensive Guide to the Peloponnesian War” by Thucydides. The research uses qualitative study and critical review on related archival documentation. All data collected is validated by cross-checking with other credible open sources about the life and leadership records of General Pericles. The qualitative analysis uses to examine three main variables that are critical to his strategic-transformative leadership: his grand strategy (strategic mindset); his dedication to the highest level of life for Athenian citizens (altruistic mindset and heart); and his statesmanship, generalship, leadership (his leadership traits). The main International Relations theories used for examining General Pericles’s leadership are the theory of realism and institutionalism coupled with personality analysis of General Pericles himself. This article lays out the answer to the two thesis questions. This article proves that as a realist and visionary leader, Pericles’s leadership was central to the Athenian greatness in terms of its political, social, demographic, and military affairs, that successfully brought his nation to the global height. Putting in the current Indonesian context, this strategic-transformative leadership is important for any Indonesian military leaders to possess since any great nations shall have great and professional military leaders which are contextual to the time and social context of their nation.

Abstract

The green environment through electronic government is seen increasingly more useful in today’s economy and business due to its effectiveness and applicability in various fields. Paperless is the reduction of paper usage practiced by the employees in many workplaces which is an important element in national electronic government today. Despite the rapid acculturation of paperless systems in many organizations, researchers have argued that it is yet to promote and establish a paperless practice that leads to sustainable and reliable approaches especially in the working environment at the National Defense University of Malaysia (NDUM) due to high perceived profitability by the stakeholders. Evidence shows that the traditional use of the paper-based process in daily working practices leads to many weaknesses, risks, and financial burdens. This implies that it will be very important to truly embed behavioral intention (desire towards paperless practice) within a community of NDUM if individual perceptions of the use of information technology (IT) in the e-government service is the motivator factor. The paper aims to propose a study on the relationship of perceived organizational support dimensions (IT, management and peer supports) within the paperless context which is grounded by a famous theory namely Technology Acceptance Model (TAM). A literature study is used as a method to yield related findings. Thus, this paper provides a research model (conceptual) to extend the knowledge of how organizational support influences employees’ behavioral intention in practicing paperless. This study is then constructed into possible research hypotheses for future empirical researches.  The model of research will provide a beneficial guideline for strategies determination in promoting e-government services, particularly the paperless based service.
