Abstract

The advent of the Covid-19 pandemic has engendered multifaceted repercussions encompassing the economic, social, and psychological dimensions of coastal towns. In response, a proactive and concerted effort is imperative to cultivate a resilient society capable of withstanding the adversities posed by the Covid-19 pandemic. This necessitates the systematic integration of coastal communities through a scientific approach. This research elucidates the intricate interplay between social capital, apprehensions regarding Covid-19, and their combined influence on the determinants of community engagement. By means of an online survey, a cohort of 303 urban communities residing in the coastal regions of Palu-Donggala actively partook in this investigation. The outcomes of this study underscore the discernible impacts of both social capital and Covid-19-related concerns on the level of participation exhibited by coastal communities. The empirical insights gleaned from this study are poised to serve as a foundational resource for diverse stakeholders engaged in formulating interventions and policies aimed at augmenting community involvement within coastal enclaves. It is essential to acknowledge that further research endeavors are warranted to comprehensively discern the array of predictors underpinning and the far-reaching consequences of participatory behavior within coastal communities.

Abstract

This study was conducted to reveal the models of political brokers and their operating patterns in regional head elections in Indonesia. This research used descriptive qualitative method. Data was collected through in-depth interviews with informants who were directly involved in the regional head election. From the research conducted, it is found that political brokers in regional head elections in Indonesia are village heads, and community leaders. Political brokers perform their role in two ways. First, by giving money to the head of the electorate. The money comes from regional head candidates who are given by the winning team for regional head candidates for political brokers. The money given by regional head candidates to political brokers consists of money for own political broker and operational money, as well as money to be distributed to voters. Second, political brokers also act to intimidate, threaten and frighten potential voters, if they do not vote for candidates who are supported by political brokers.

Abstract

Electronic-Based Government System or digitalization of governmental management is a significant portion of Middle-Term Region Development Planning. It supports e-government programs that aim to realize a good and clean governance. The explanation of this topic must have coherence between chapters. This research seeks to examine the coherence in formulating the document, starting from identifying constraints in the development progress and the problem statement process until the activity programs of digitalization of governmental management to realizethe Mayor or Regent’s visions and mission. The method used is descriptive qualitative. Data sources use the document of Middle-Term Region Development Planning (RPJMD) prepared by cities and regents in the province of Central Java. Data analysis uses an ex-Ante examination model, which verifies the coherence between the discussion on identifying constraints of development practices, the problem statement process, and the effort to realize visions and missions of the development. The result reveals that 85.72% of the document prepared by the cities and regents has already been coherent between chapters. Nevertheless, while research analyzes cohesive consistency between the topics and sub-topics, just 23.81% of documents prepared by cities and regents fulfill the requirements. Consistent with coherence in the digitalization of governmental management on either discussion and total score, the documents prepared by the Regent of Kebumen and the City of Semarang achieved the highest score. Both documents are just 9.52% of the entire documents in the province of Central Java.

Abstract

Otoritas formal dan hak yang diperoleh kepala desa pasca berlakunya Undang-Undang Nomor 6 Tahun 2014 tentang Desa menjadi bagian yang relatif jarang menjadi perhatian dalam studi kepemimpinan publik. Penelitian ini berupaya menggali perspektif kepala desa di Kabupaten Kebumen dalam menjalankan kepemimpinan publik dan mengetahui karakteristik kepemimpinan publik yang cocok untuk konteks desa. Penelitian ini menggunakan 3 (tiga) tipe kepemimpinan publik, yaitu: a) Kepemimpinan Transaksional; b) Kepemimpinan Transformasional; dan c) Kepemimpinan Kontekstual. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif. Terdapat 4 (empat) kepala desa yang digali perspektifnya, dimana pemilihan responden didasarkan pada teknik purposive sampling dengan mempertimbangkan representasi periodisasi menjabat dan gender. Temuan studi dalam penelitian ini menunjukkan bahwa tipe Kepemimpinan Transaksional digunakan untuk mempertahankan peran eksistensial negara dalam masyarakat. Sebaliknya, tipe Kepemimpinan Transformasional juga diterapkan dalam kepemimpinan publik sebagai alat bagi pemimpin publik untuk memenuhi tuntutan pelayanan publik kepada masyarakat. Sementara itu, tipe Kepemimpinan Kontekstual juga digunakan untuk mengimbangi aspek struktural di dalam pemerintahan dan budaya kepemimpinan yang dipersepsikan oleh masyarakat.

Abstract

This research was conducted to analyze how voters behave in regional head elections in Indonesia, during the Covid-19 pandemic. The method used in this research is descriptive qualitative. Data collection was carried out by means of in-depth interviews with various informants who were directly involved in the election of regional heads, election committees, election supervisors and voters. In addition, data collection was also carried out by tracing documents relevant to the research topic, both documents originating from the election committee and supervisors. From the research that has been done, it has been revealed that the voters in the regional head election which took place in Sumenep Regency, Indonesia in 2020 behaved pragmatically and permissively towards money politics. This was caused by the poor economic conditions of voters, during the Covid-19 pandemic. This pragmatic behavior also encourages their presence to choose a pair of candidates who give money. Thus, the level of voter turnout and participation in regional head elections is higher than before the Covid-19 pandemic. This research has limitations in the scope of research, which is only carried out in Sumenep Regency, Indonesia in 2020, so it cannot represent Indonesian society in general.

Abstract

Political trust has long been one of the indicators to assess whether the democratic system is running stable. This study seeks to develop this idea with new discussions, particularly the assessment of online political trust, by focusing on cases related to the 2024 Indonesian Presidential Election issue, which raised the names of potential new candidates in the regional elections. The identified candidates are Anies Baswedan and Ganjar Pranowo. This study used a quantitative approach with descriptive content analysis. Data collection is carried out based on the candidate's official account on Twitter and other relevant information. This study relies on the Nvivo 12 Plus analysis tool. This study found that political trust can be legitimized through online social networks such as social media. Anies Baswedan emerged as the dominant candidate influencing online political trust on Twitter. The high results of public discussion significantly affect the increase in trust in candidates who are often mentioned and popular on social media. Another dominant factor that influences is the online activity of the candidates. This study found the relevance of online political trust for candidates and democracy, namely determining the electability of candidates, elections, and political participation. Online political trust is increasingly important in the context of politics and democracy. In cyberspace, people access much information about political issues, which often shapes their political views and trust. The findings of this study also confirm that online political trust can be an essential indicator for assessing the progress of digital democracy in the future.
