Abstract

Besides the Law number 12/2012 article 1, the higher education curriculum for study program is also mentioned in  Presidential Decree No. 8/2012 about  Indonesian Qualification Framework (IQF) and Permendikbud Number 73/2013.  It brings some impacts on several areas of education system, including curriculum in higher education, standard of workers’ competences and also the wage system. For LPTK, the level 6 of IQF which describes the generic competences  in detail as learning outcome (LO) can be a guide for the institution in redeveloping curriculum. Clearly mentioned that study program must design, implement and evaluate the curriculum based on IQF. The problem is IQF is still oriented mostly on recognition of qualifications meanwhile the requirements in designing academic oriented curriculum is still referred to Kepmendikbud No. 232 Tahun 2000 dan No. 045 Tahun 2002. therefore, implementing IQF in redeveloping curriculum for teachers education programs needs time to adapt curricula towards learning outcomes.

Abstract

This paper aims to portray the implementation of Genre based Approach (henceforth GBA) in English Language Teaching context in Indonesia. The emphasize of the paper is on GBA as a new concept when it is first introduced as a new curriculum  in Indonesian education system and how it gives impact to Indonesian curriculum development. GBA, which is highly influenced by Halliday?s Systemic Functional Linguistics highlights the process of learning as opposed to the result of learning. Thus, the description on GBA implementation is expected to give different perspective in ELT in Indonesia.

Abstract

Education is an effort which is done by people to develop their self competence through a process of learning. Teacher certification program in Indonesia mandated by the Law Number 14, year 2005 on Teachers and Lecturers (or the so called Teachers Law) is an effort by Indonesian government to improve the quality of education in Indonesia. Certified teachers are believed to perform better than teachers who have not been certified. People assume that they have enough competencies in teaching. In fact, many teachers do not follow the process of teacher certification program fairly. There are some cases of deceit done by the teacher certification program participants. However, the finding suggests no impact of the certification on student?s performance, it may confirm some concerns that the certification?s objective is not oriented to teacher?s performance, but more to their living standard, as reflected by their student?s achievement that does not make any progress.  Therefore, we need to create a better solution on how to improve the teacher certification program. Such improvement in the system can be developed by experts in greater detail but in any case, they need to have characteristics, at the fullest extent, of a performance-based system.
