Abstract

This paper discusses human security in the context of media threat towards the society in Indonesia. Specifically this paper seeks to explain the development of media liberalization in Indonesia and the impact on civil rights in obtaining the truth information and the quest for true and reliable information. The increasing number of top businessmen owning media companies, following political and economic liberalization has been one of the most important phenomena over the past few years. The acquisition of media companies by businessman and politicians will influence indirectly the content of news reports. Finally, some radical groups have taken advantage of the free press policy to infiltrate Indonesian moderate Muslim society. Overall, media have failed to show their responsibility and seem to be far from the ethics because they are owned by businessmen, politicians and interest groups.

Abstract

Aceh is part of Indonesia’s archipelago which well known for its rich natural resources.  These rich natural resources then lead into Acehnese dissatisfactory of the sharing proportion between Aceh and Jakarta which in turn lead into Aceh and Central government long conflict. After a long period of struggle, Acehnese finally manage to get their demand: having a special autonomy which entitles Aceh more freedom and share of natural resources. Abstract

The main purpose of this paper is to recommend to Indonesia to maintain its national interest of a unified ASEAN on the South China Sea disputes with four policy recommendations. The failure of the 2012 ASEAN Ministerial Meeting was observed as many analysts as the start of a crack in ASEAN as a regional group. With Cambodia’s acting as China’s proxy in the meeting, ASEAN failed to address the issue and to put it in the Joint Communique, although Vietnam and Philippines have insisted the chair to do so. This event led to the rise of suspicions from ASEAN claimant states towards Cambodia and China’s intention. Furthermore, this becomes a proof that ASEAN could no longer be independent as a regional group as China has increased its economic leverage on Cambodia. At the same time, Philippines and Vietnam have increased their bilateral ties with the United States, hoping to increase their leverage and capability vis-à-vis China. Thus, ASEAN is in an unstable state with high possibility of it to be divided into two blocs with the South China Sea still unresolved. One of Indonesia’s main foreign policy interests is a unified, centralized and independent ASEAN as a regional bloc. President Yudhoyono and Foreign Minister Natalegawa reflected this by underscoring the importance of ASEAN and the need to resolve the dispute as soon as possible before further tension occurred. In this case, Indonesia should try to act as the mediator to solve this issue as a neutral player.

Abstract

This research describes the model of disaster governance in Southeast Asia through the Association of South East Asia Nations (ASEAN) framework as the regional organization. Through ASEAN Agreement on Disaster Management and Emergency Response (AADMER) and supported by ASEAN Social Culture and Political Security Community approaches AADMER involves inter-sectors actors (ASEAN, Dialogue Partner Countries and Civil Society Organizations) as the specific effort in order to support regional disaster management cooperation. South East Asia as the vulnerable region has strategic and integrated regional policies as the effort to minimize disaster risk factors. This research is using descriptive-analytical approach as the tool of analysis and supported with secondary data for the methological approaches. The focus of this research  is to discovering a model of disaster governance in Southeast Asia region through collaboration from ASEAN, Dialogue Partner Countries (represented by ASEAN Regional Forum Cooperation and ASEAN Defense Minister Meeting Plus) and Civil Society Organization. ASEAN has been developed disaster governance by the utilization of AADMER as the policy foundation, maximize the involvement of non-state actor completed with extensive network through involved civil and military cooperation which demonstrate pluracentric rather than unicentric approach and governing without government process describe the model of disaster management cooperation in region. The model assists to explain pattern, characteristic and meaning of regional disaster governance in South East Asia that associated to neoliberlism institutionalism about institution existence and completed the explanation about international cooperation execution.

Abstract

This paper discusses about Popular Nationalism within China’s Foreign Policy towards Japan in the Context of Senkaku/Diaoyu Islands Dispute. Taking Senkaku/Diaoyu Islands’ dispute as the case, it can be conceived that, from two-level game perspective, Chinese government ‘instrumentalizes’ popular nationalism for its foreign policy purposes, i.e. strengthening its international position on the dispute and giving pressure to Japanese government. Practically, while putting pressure to Japan, popular nationalist movement also puts pressure on Chinese government by criticizing the government over its weak foreign policy towards Japan, as well as demanding for Chinese democratization and political change. Chinese government responds this situation by ‘managing’ popular nationalism. The government applies two-sided policy. When popular nationalist movement is favorable for Chinese foreign policy, the government gives popular nationalist a large controlled access to express their anger towards Japan. However, if popular nationalist starts to criticize government, demand for democratization and political change, Chinese government then restricts the movement by using institutional, informational, and ideational resourcesas well as starting to ban any protest and demonstration. This strange policy performed by Chinese government is strategically able to gain domestic support for its foreign policy, and maintain domestic status quo simultaneously.
