Abstract

Regional head vision is the ideals to be achieved in five years in the form of the local medium term development plan (RPJMD). The vision must be able to be implemented in the local revenue and expenditure budget (APBD) either in the programs or activities with the support of sufficient funding. This research aims to understand the consistency of the vision and the budget through qualitative method. The results showed that the vision has been consistent with APBD. However, the consistency was not followed by appropriate budget allocations. The height budget allocation for personnel expenditures and bureaucratic routines become one of the causes.

Abstract

The Government has a duty to foster job protection for Indonesian workers, and do not distinguish between male workers-male and female workers. Including to provide preventive protection. Preventive protection in this case is the provision of protection to the Labor Women (TKW) during the period prior to departure abroad. This study is a descriptive type, using explanatory case study method. Based on the research that has been done, the Central Java Provincial Government already provide preventive protection for Labor Women who will be flown out of the country, as evidenced by the PAP program and Housemaid. In this case the Central Java Provincial Government has run function planning, budgeting, organizing, and coordinating. But both programs are not integrated gender mainstreaming (PUG) in the curriculum. In the implementation of inter-agency partnerships related to preventive protection for migrant workers to be dispatched abroad, relations with the Central Java Provincial Government while the relationship is associative BLKLN Central Java Provincial Government (Manpower) with BP3TKI are parallel. In exercising coordinating, planning, budgeting, and organizing the government should adjust to the conditions and needs of the Labor Women (TKW), not merely to fulfill the functions and role of institutions only.

Abstract

Farmland conservation is regulated in law number 41 year 2009 with intention to conserve food area and farmland continuously and to ensure the availability of food farmland for the sake of creating independency, endurance and sovereignty of food. Continuous farmland conservation is exercised on continuous food farmland and reserve food farm, both within or outside the perimeter of food farmland. The policy of continuous food farmland does not stop on decreeing a land into a continuous food farmland, but also a series of activities which support and ensure the availability and conservation of the food farmland.

Abstract

This research compares the integrity of election officials in Central Java Province with those who are in Maluku Province on carrying out gubernatorial elections in 2013. The integrity of election officials is measured by basic principles of ethics and conduct as it is defined on Joint Regulation of General Election Commission, General Election Supervisory Agency, and Honorary Board of General Election Organizers Number 13, 11, 1 of 2012 on Code of Ethics For General Election Organizer. The study uses qualitative method of research. It examines documentary data and information related to code of ethics infringements reports conducted by General Election Commission or General Election Supervisory Agency which are connected to their work on carrying out gubernatorial elections in 2013. The research shows that there is no lack of integrity of election organizer in Central Java Province on carrying out gubernatorial elections in 2013. On the contrary, the study found that the election organizer in Maluku involved in some code of ethics infringements on their work.

Abstract

People’s participation in the democracy process is one of important factors that marked democracy. Central Java 2013 Governor’s Election is the second governor election in Central Java. The shape of public participation and interaction patterns in 2013 Central Java Governor Election is the main question in this research. This research used survey method. The results showed in terms of political participation, the majority of voters in Central Java is those who were not engaged to any political party. There is no definite relationship between people’s choice in political party in 2009 legislative election and in governor’s election candidate. The majority of voters in Central Java in Pilgub were passive to political news through various media and campaigns.

Abstract

Kunci bersama is inter-regional cooperation conducted eight counties and cities that border region, in West Java and Central Java.The cooperation covers many aspects but is currently focused on the improvement of infrastructure such as roads connecting the border between the districts. such cooperation has become one of the main methods to accelerate regional development. This research focuses on how this collaboration process and what programs have been carried out with a qualitative approach. The results of this research indicate that maximum cooperation has not done so already, but there are some programs that accomplished.

Abstract

Policy on flood and tide management has become a severe public issue. In particular, the issue is dealing with the policy implementation as a manifestation of public service to protecting community as an impact of the flood disaster, which has been a long-standing serious issue. This research, Social and Political Capitals For Implementing Policies on Flood and Tide Management, raises a case study in Tanjung Mas Village, Semarang Utara District, Semarang Municipality. The analysis focuses on research question of whether the potentials social and political capitals contributed a significant role in the implementation of the policy of the Semarang Municipal Government in the flood management. The analysis used an approach of naturalistic (descriptive-qualitative) method with an incidental random sampling data collection and Focus Group Discussion. Respondents were selected purposively with the major component of community leaders and citizens of RW 3-9 who became the victims of the flood. The study results raised some issues and problems concerning the implementation of the policy, which theoretically did not comply with the concept of the policy implementation, in which the policy performers did not optimally accommodate local social and political capitals. The most highlighted finding was that all respondents reported that the policy performers and politicians from the Local Boards of Representatives did not truly implemented the policy, tending to sway from their initial promises during the majoral election campaign of 2009. In their political contracts, one of the legislative candidates from particular party promised that the people of Tanjungmas would be set free from flood, elevated from poverty, and survived from unemployment. In practice, none of these promises were answered. For example, the potential of the social capital (collective work, fundraising, and environmental improvement) and political capital (citizen’s political aspiration and rights) accummulated in vary local and pure associations only had a very minor involvement in solving problems related to flood and tide in Tanjungmas area, development of River Semarang, and infrastructure development – in which Sagorake (Saluran Gorong Gorong Rakyat Kebonharjo) Group was involved. It is important to note that the social capital of the local community may grow by P2KP program introduced by central government through The Ministry of Public Work Affairs. The policy of Semarang Municipal Government did not allow the local people social, political, and economic access to the policy implementation. All the programs of the flood and tide management always took place with a project approach without involving local community. Borrowing the concept introduced by Van Meter and Horn (1975:23), the poor coordination, communication and the successful policy implementation program are crucial in the favor of bureaucrats instead of planning and policy-making processes. What Van Meter and Horn writes was proven by the implementation of the flood and tide management in Semarang. The development of Sistem Polder Tawang Kota Lama as flood and tide controller, tourist and conservation site was useless because of lacking management. In addition to this deficiency, the location had a poor drainage system and became the waste dumping site. According to the findings, this research recommended a change in model of policy on flood and tide management from structural to non-structural paradigm, which accommodates the potential of the social and political capitals as the end target of the policy stakeholder.

Abstract

Health development, which is to elevate the healthcare is the first attention of the direction of Semarang regency’s 2010-2015 regional development. In the climate of democracy, the government is not only obliged to create good policies, but also policies that involve the society in the process. One of the form of public involvement is the policy based on citizens’ preferences. The authority on health affair implementation is unconditionally without exception. Semarang regency is dealing with a number of health problem; maternal mortality, infant mortality rate, malnourished toddler, lungs condition, water sanitation, HIV/AIDS, and the implementation of public healthcare problems are among others. Therefore the application of citizens’ preferences based policy is crucial. Various health programs has been implemented such as childbirth insurance (Jampersal), M3 program (Mother Maternity Meeting), and regional health insurance (Jamkesda). Nevertheless, the numerous health affair development planning mechanism has yet still not implemented citizens’ preferences. The public has not been given the alternatives for program and activity offered to solve the health problems.

Abstract

This research is motivated by the deepen concern toward  the fenomena of poverty in Indonesia, in otherhand application of decentralization is exist for a while. So, it’s important thing to study how to make poverty reduction with innovation programes in decentralization era. Result this research describes that the capasity of Walikota to puss four social institutions: Badan Keswadayaan Masyarakat (BKM), Lembaga Pemberdayaan Masyarakat (LPM), Pendidikan Kesejahteraan Keluarga (PKK), and Karang Taruna can solve the poverty problems in Kota Pekalongan. There are many innovation programes in Kota Pekalongan, where All programes are community based: Replication of Program Penangggulangan Kemiskinan Perkotaan (P2KP), Program Percepatan Pembangunan Keluarga Sejahtera Berbasis Masyarakat (P2KSBM), Program Daerah Pemberdayaan Masyarakat (PDPM), and Replication of Pembangunan Lingkungan Permukiman Berbasis Komunitas (PLPBK) that focused in neighborhood develompent.By means of strengtening capacityof social institution at Kelurahan also integrated planning and budgeting, innovation programs can be done succesfully.

Abstract

Legislative incumbent candidates have a chance to win the legislative elections with the political capital that they have been owned. However, the fact is that 32 of the 69 legislative incumbent candidates have been failed to be re-elected in 2014 election for Central Java House of Representative. Through a qualitative approach this study explains the failure of legislative incumbent candidates in 2014 Central Java house of representative. The results show incumbent candidate reasons of failure is the failure of the party in maintaining the seat, the inability of incumbent candidates in facing internal competition with other candidates in one party, and the serial number. Pragmatism voters, election less professional organizers are all factors that contribute to the defeat of incumbent candidates.
