Jurnal Ilmiah Ilmu Pemerintahan (JIIP), merupakan media komunikasi dan informasi bagi pengembangan ilmu pemerintahan, baik pemerintahan lokal, nasional, regional, maupun internasional. JIIP diterbitkan untuk menjadi wahana pendorong perkembangan ilmu pemerintahan melalui dokumentasi hasil-hasil penelitian serta kajian kritis terhadap berbagai konsep baru, fenomena dan peristiwa dalam kehidupan pemerintahan. JIIP secara berkala terbit dua kali setahun, yaitu bulan Maret - Agustus dan September - Februari.

Regional Autonomy provide a wider space and greater responsibility for local governments to preserve and develop culture. Central Java province government has had a Provincial Regulation on Language, Literature, and Java script since 2012 that is Regulation Number 9 of 2012 on Language, Literature, and Java script. In that regulation obligations of local governments and communities at the same strategies in order to preserve and develop the language, literature and Java script were arranged. This research used qualitative approach to evaluate the regulation and how it has been implemented so far. The results showed that the regulation has met the criteria of good legislation. The criteria are the clarity of purpose, Institutional or proper forming organization, the suitability between type and material content, can be implemented, results effectiveness and usefulness, formulation clarity and openness. The strategy that has not been implemented was to popularize the usage of the Indonesian language along with Java script for naming public places and buildings.

Performance periode 2009-2014 House of Representatives has not been satisfactory the public society. Although already using three main function council, namely a legislative function, budgetary function, and monitoring functions. This is evident from the results of a survey conducted by the Research and Development from Kompas, one of national newspapers as well as by internal House of Representatives itself. The result showed that the legislative function in generating regional regulations is always below from the Regional Legislation target. In years 2011 only able to set 5 piece of regional regulations. For monitoring function, council manage to find accountability performance report “LKPJ” governor in 2010 is copy paste from accountability statement report “LKPJ” last year. Parliament budget function indicates that his role is weak, because the executive is very instrumental in setting the Regional Representative Assembly central Java budget.

Bureaucratic capacity in controlling the public-private partnership scheme is inadequate, so that the scheme does not protect the public interest. This paper uses the perspective of institutional approach to the market based government to help explain menggejalanya unpreparedness of government bureaucracy when it should be involved in the scheme of privatization policy in the management of shared water resources. This perspective requires the organizers to run the country together with a logic state power market participants. It is important to note that, in her involvement in politics and the logic of the market running, simultaneously also ongoing political interaction. Therefore, bureaucracy as the parties involved in the privatization scheme is important to analyze the attitude, position and political struggles.

Vedi R. Hadiz’s concern on New Order’s strong and durable influence to current politics (old predatory interest/ durable capitalist oligarchy) is quite interesting. His thesis that Indonesian democracy is flawed due to old predatory interest rooted in New Order tends to be problematic in some ways as it ignores context as well as actors’ contribution. This writing, therefore, argues that Hadiz’s structural explanation does not work in all localities, even North Sumatra—his main research locus. Rather, it argues that explaining the correlation between democracy and predatory interest (rent seeking), one necessarily paying attention to specific logic (“abstract structure”) works in localities and actors’ consideration upon it.

The objective of the research is to analyze the descent of maternal and neonatal mortality rate program based on civil society empowerment in Banyumas District, Central Java Province 2014. The research use qualitative model with several informants as sources of primary data. The data is taken by interviewing with some informants,such as: Distric Team Leader of EMAS Banyumas Distric, Government Health Service of Banyumas Distric, CSSC Distric Banyumas, and civil society elements. Triangulation method is the best way to eliminate the fact contruction differences in the context of a certain study when collecting the data about the events and relationships of the various views. Through this technique the researchers also compared the findings with a variety of sources.The study found, firstly, to empower civil society in the descent of maternal and neonatal mortality rate program based on civil society empowerment in Banyumas District is to form KIBBLA Forum (Maternal, Child dan Neo-natal Health) as a civil society forum in appreciation to critisize the health services by government; Secondly: In context in civil society participation in the descent of maternal and neonatal mortality rate implementation is to form FMM (Civil Soiety form). The forum use civil society connection is involved in that forum. The another form function is the feed-back forum in health service program.

The rapid shift from centralised–authoritarian to decentralised–democratic rule in Indonesia has been accompanied by a large shift in sub-national government policies across districts. Based on case study in Surakarta city comprising business surveys and in-depth interviews, this report argues that demand-side pressures from local business and associations as well as supply-side pressures from local government leaders can be attributed as the broad explanation for the Surakarta city’s performance in tourism industry. In Indonesia’s early transition to democratic governance, business pressures have been constrained by collective action problems and perverse political incentives. On the other hand, local government leaders with good vision, have strong powers and new incentives for policy reform. Local leaders have been playing crucial role in shaping political arena for business as well as civil society. In the name of political inclusion, they invite civil society as well business groups to involve in policy making process. This study’s findings suggest that government leadership is an important policy determinant that can shape the interests of business and the people. The ability of the leader to create economic growth has been determinant in bridging the interests of business as well as the society as a whole.

The research is entitled “Village Development Strategy towards Communal Prosperity: Case Study of Kandri Tourism Village Gunungpati.” The research is located in Kandri Tourism Village Gunungpati Semarang with the purpose of providing description upon the involvement of local actors (government, private, society) in exercising the strategy of tourism village development. Through the strategy, the depiction of the impact of development strategy on the communal prosperity is acquired. The employed method is qualitative research method with case study approach and informant selection technique is using purposing sampling technique. The data is primary and secondary data. The primary data is acquired from the interviewing with the informant result with observation, while the secondary is acquired by supporting related literature.After the issue of Semarang Mayor Decree Number 556/407 about the status of Kandri Kelurahan as Tourism Village, which in consequences the tourism activity is being more developed. Kandri Tourism Village is devided into four tourism sectors, which are natural, culinary, education and cultural tourism. The tourism village development is implemented by partnership strategy, promotion and exhibiting festival. The partnership of the management of Kandri village with the other parties such as government, scholars and privates are implemented as the form of supporting force towards the development of the three year old tourism village. The social movement through tourism awareness social groups gives more spaces on the society to develop according to the potential. The tourism village development village opens business and working opportunity aside from farming, plantation and animal husbandry.Base on the research, the conclusion may be drawn as the existence of tourism village is indeed encouraging social changes toward prosperity that may be seen from the level of participation and economy of the society. The partnership, promotion and festival activities are methods to encourage the participation of the society in conserving the natural resources and at the same time increasing the quality of human resource in Kandri Tourism Village.

Success or failure of the new government 2014-2019 period, one of which depends on how the performance of his cabinet. The new cabinet period 2014-2019, is a cabinet that must work in a condition where people are getting good at providing an assessment of the cabinet. Student perceptions Fisip Undip Against Working Cabinet Jokowi stated that the average (50%) the performance of cabinet work in politics, law, economics, and foreign, is not good. Minister of most preferred is Anis Baswedan, Minister of Culture, Primary and Secondary Education. And most preferred is Puan Maharani. Minister corresponding position with educational background is Anis Baswedan. While that does notfitis Puan Maharani. Looking forward to the Labour cabinet Jokowi is: free Collusion, Corruption and Nepotism, avoiding politicization, and soon ful fill his campaign promises.
