Abstract

Desa Karangasem RT 05 RW 12 merupakan salah satu desa di Kelurahan Condong Catur yang padat penduduk dan masih memiliki area sawah yang cukup luas. Mata pencaharian sebagian besar kaum pria disana karyawan dan buruh tani, sedangkan mayoritas kaum wanitanya sebagai ibu rumah tangga. Sejak dahulu dicanangkannya Program Pembinaan Kesejahteraan Keluarga (PKK) ibu-ibu RT 04 RW 12 masih aktif, hingga sekarang terdapat Unit Program Bank Sampah dan Kelompok Wanita Tani (KWT) yang dibentuk Pemerintah. Namun, pada pengelolaannya masih belum optimal terutama pada unit KWT. Di dalam unit KWT menurut Ketua PKK Bu Sri Asmoroning masih terdapat kekurangan dalam internal organisasi yakni pada tata kelola administrasi dan kesekretariatan yang masih kurang tertib seperti sistem surat menyurat maupun laporan pembukuan. Adapula pada unit KWT kepengurusan organisasi telah terbentuk namun belum memiliki pembagian kerja yang jelas. Atas dasar itu, diperlukan pelatihan administrasi dan kesekretariatan sebab organisasi kelompok masyarakat miniatur organisasi yang sesungguhnya di masyarakat, maka sebagai penggiatnya harus belajar mengelola organisasinya secara profesional. Metode yang digunakan dalam pengabdian masyarakat ini yakni melalui ceramah dan tutorial pendampingan. Luaran kegiatan ini yakni adanya peningkatan kemampuan dan skill pengurus organisasi dalam mengelola administrasi dan kesekretariatan serta adanya pembagian kerja yang jelas dalam struktur organisasi KWT sehingga tercipta tanggungjawab dan wewenang yang efektif dalam kepengurusannya. Kedua hal tersebut merupakan instrumen Capacity Building fungsi penunjang kelancaran pelaksanaan tugas- tugas organisasi yang dilakukan oleh SDM pengelola unit program.Kata kunci: Capacity Building, Administrasi dan Kesekretariatan, Kelembagaan Organisasi

Abstract

 The development of technological progress has had a significant impact on. The impact is the same access to information that flows very quickly and easily. Alternative,. Changes in the centralistic direction towards decentralization. Of course, this is in accordance with the spirit of local economic development at the regional level. This study uses a qualitative approach, where the main question that arises is how to achieve local economic development. Based on this, it is necessary to make efforts to spur economic growth in exploiting the market. Later, this research is focused on the role of government in conducting program of empowerment of UMKM based on e-commerce, and role of government in using dialogue room. Therefore, the target of this research is the UMKM which has been assisted by the government through e-commerce. Abstract

Market restructuring in the form of bureaucratic entrepreneurship enables the government to achieve the results needed to solve the problem. However, such a dominant worldview proves unsuccessful in providing problem solving. On the one hand, the emergence of a new economic relations structure in the form of public-private partnerships should continue to contribute positively to the private sector in gaining advantage over the sustainability of cooperation, whereby market mechanisms become incentives that allow private parties to derive interest from their involvement. On the other hand, government-private cooperation results in the inability of the community to access the services provided. Therefore, there is a need for a breakthrough in a more innovative contracting system so that it can become a consensus on public-private partnerships related to water supply. This research is qualitative using desk-research method. The result of the research shows that the cooperation system which is more suitable with the condition of public-private cooperation in the provision of clean water in Indonesia is the contract wake system. In the wake contracting system the water utility right is an instrument in the licensing system used by the government to limit the volume of water obtained and used by the private sector. That is, the instrument becomes the press point of government control over the use of water rights by private parties. Therefore, there is no more ownership and control over the water resources.

Abstract

This article intends to provide an overview of the role of local elites in public service innovation. Through a qualitative descriptive approach, this research discusses the dilemmas and success factors of the role of local elites in public service innovation. The objective of this research is the role of Rosyid Ma'ruf and Suhadi as initiators in innovating public services. This problem is interesting to study because there is a role played, where formal actors are able to manipulate community participation due to the formal carrying capacity of the environment while non-formal actors are only limited to practical awareness of the problems that arise at the time and also follow what the actors want. The results showed that public service innovation can be influenced by critical awareness as well as practical awareness of the role of local elites. The tendency of critical awareness arises from the consequences of the actor's understanding of the authority, problems, and existing solutions. That is, actors have the ability to mobilize and direct solutions that are comprehensive. Furthermore, the tendency of practical awareness arises from the consequences of the actor's understanding of the existing problem and solution. That is, the actor has the ability to move and direct the solution that is moving to the solution desired by the actor. The recommendation of this research is the importance of the ability of local elites to understand authority, problems, and solutions so that they can understand how the solution is done to achieve goals that are comprehensive, not only in accordance with what is desired by the elite.

Abstract

Ditengah beragamnya kapasitas pemerintah daerah dalam menyediakan kebijakan  berbasis pada penguatan Information and Communication Technology (ICT), maka kemudian muncullah dominasi tentang formulasi maupun penyelenggaraan kebijakan yang efektif dan efisien. Konsekuensi dari dominasi tersebut kemudian mendahulukan dimensi teknokratisadministratif, sedangkan dimensi politik atas ruang partisipasi mulai terpinggirkan. Hal tersebut diwujudkan dengan model pengambilan kebijakan teknokratis-administratif. Hal ini tentu membuat kesimpang-siuran paradigma terkait dengan letak dari dimensi teknokratisadministratif maupun dimensi politik dalam kebijakan publik, dimana sebagaimana diketahui formulasi kebijakan menjadi bagian dari proses politik dan implementasi adalah proses administrasi. Oleh karena itu, perlu kembali untuk menalar penguatan partisipasi dalam penyusunan kebijakan publik di era pemerintahan digital. Penelitian ini bersifat kualitatif menggunakan desk-research. Hasil penelitian menunjukkan dimensi politik atas ruang partisipasi menjadi instrumen penting dalam penyusunan kebijakan publik di era pemerintahan digital. Artinya, ruang partisipasi masyarakat tetap menjadi titik tekan yang perlu diperkuat ditengah adanya tuntutan akan penyelenggaraan kebijakan publik yang efektif dan efisien dalam era pemerintahan digital yang berbasiskan pada Information and Communication Technology (ICT).

Abstract

Amid the diverse capacities of local governments in exercising their authority in the era of democracy and regional autonomy, local elites have emerged in the regions. The consequences of the emergence of local elites in the region then gave rise to obstacles in democracy, such as political dynasties as well as conflicts related to control of resources, while the rotational dimensions of power and the welfare of the community began to be marginalized. This can be seen from the strengthening of local strongmen and local bossism. This certainly makes the paradigm confusion associated with local elites and local conflicts that occur in the local post-democratic and regional autonomy regions. As it is known that when the regions have not implemented local autonomy and democracy, what happens is that local elites tend to derivate from national politics so that in the event of local conflict the resolution of the conflict can be more easily resolved. Therefore, it is necessary to return to reasoning to redefine the position of the local elite as a central representation as well as a representation of the local community. This research is qualitative using desk-research. The results show that with local democracy and regional autonomy the spread of political forces makes the formation of local elites that are formed today is centrifugal. Abstract

Abstract: The village is an autonomous region and existed before the state was formed. This is because the village has a self-governing community, where the right to manage and take care of himself. That is, the village has become a socio-political entity of its own. However, rural government institutions that have formed marginalized. The consequence is the loss of the village administration space to organize themselves. By using the character of qualitative research, this study tries to make sense of the importance of strengthening rural government institutions after the statute of the village. The results showed the openness of space owned by the village government prioritize economic development, while strengthening rural government institutions are still marginalized. Keywords: Institutional village administration; self-governing communityAbstrak: Desa merupakan wilayah yang otonom dan ada sebelum negara terbentuk. Hal ini dikarenakan desa memiliki self-governing community, dimana berhak mengatur maupun mengurus dirinya. Artinya, desa telah menjadi suatu entitas sosial-politik tersendiri. Namun, kelembagaan pemerintahan desa yang telah terbentuk mulai terpinggirkan. Konsekuensinya adalah hilangnya ruang pemerintahan desa untuk mengatur dirinya. Dengan menggunakan penelitian bersifat kualitatif, penelitian ini mencoba menalar pentingnya penguatan kelembagaan pemerintahan desa setelah adanya undang-undang desa. Hasil penelitian menunjukkan keterbukaan ruang yang dimiliki pemerintah desa mendahulukan pembangunan ekonomi, sedangkan penguatan kelembagaan pemerintahan desa masih terpinggirkan.Kata kunci: Kelembagaan pemerintahan desa; self-governing community

Abstract

This article discusses the role of local elites in stimulating community participation in various development programs. As is well known, the Serut Hamlet area in Bantul Regency is fostered by private institutions, while the Blue Lagoon Tourism Village is a village that grows for the benefit of the community's economy. This is where the challenge of empowerment will emerge, namely the many activities that only end in a momentary 'project'. By using a qualitative approach in the form of case studies, our study shows that the contribution of the elite in the empowerment process can be said to be quite large. As it is known, the formal elite, in this case the head of the tourism village management and the hamlet head, are the owners of sufficient power to open and close access to empowerment activities. This is reinforced by the ability of the elite to "care for" the sustainability of activities through various means, namely optimization and mobilization. This elite ability is what makes it a determining factor in the success of community empowerment projects.

Abstract

Tulisan ini memberikan gambaran tentang kualitas democratic governance terkait dengan kemampuanpemerintah kota Yogyakarta dalam melakukan pemberdayaan UMKM berbasis e-commerce. Dominasi gagasan tentang efektivitas, efisiensi, dan standarisasi tersebut merupakan gagasan yang dibawa oleh model pasar kedalam skema tata kelola pemerintahan di era e-governance. Tulisan ini memfokuskan pada peran pemerintah dalam melakukan program pemberdayaan UMKM berbasis e-commerce, serta peran pemerintah dalam menggunakan ruang dialog tersebut. Hasil tulisan adalah kemampuan pemerintah dalam melakukan pengembangan UMKM dengan berbasis e-commerce linier terhadap kualitas democratic governance, yakni pemberdayaan dan partisipasi. Selain itu, dalam penggunaan ruang dialog terdapat perasaan ewuhpekewuh. Perasaan ini memiliki kelebihan dalam meredam konflik dan menjaga konsensus yang telah disepakati. Namun, disisi lain perasaan ini kemudian tidak melahirkan sikap partisipatif dalam memanfaatkan ruang publik untuk memperbaiki pengembangan UMKM. Dengan demikian, pemanfaatan ruang publik lebih digunakan oleh pemerintah untuk melaksanakan implementasi kebijakan maupun program.
