Abstract

Science communication in ifs early years start from science positivism.Science communication paradigm is also start from a positive empiric methodoly matters. Shannon-Weaver mechanistic approach states that communication is mechanic pieces human do which basically imitating transmitter and receiver machines.Communicationis a linear mechanisticprocess that comes from derivation of nature science in human behaviour cluster. Some of basic models in science communication is a matter of full distention belween researcher and researchee. obiectivity-rnechanistic, deductive-nomologic and factual external research from eve,y symptom in human communicativebehaviour. -Positivism in science communication form a social science that has authoritarianand negative characteristic, except for rules and system that required corelational fest. This paper give brief picture an alternative approach for communicationscience.Thereare several arguments in public which cannot be explained only by numbers and percentage. Numbers sometimes create ideological missconcepfion. This articlefriesto develop feorificalapproach in a practicalframework.

Major General Prof Dr. Moestopo was given his idea based on soul and the spirit of Pancasila and Merah Putih when he found Prof. Dr. MoestopoUniversity. Therefore/ the Campus was identified as the Merah Putih Campus. However,, the identity has become no longer. So that it is become responsibility of superiors of the university to return the identity of Prof Dr. Moestopo as Meiah Pufth Campus and will easily for other to recognize and remembered for everlastingly.. Mayor Jenderal Prof Dr. Moestopo ketika mendirikan UniversitosProt.Dr.Moestopo, melandaskan pemikironnya pada iiwa dan semangot Pancasila don Merah Putih, kareno itu - Kampus yang didinkannya diidentifikasi sebogai kampus merah putih. Tetapi kin! identitas itu tidak lagi fampak. /tu/oh salah safu tanggungjawab para pefinggi universifas ini untuk membongun kembali idenfifos universitos Prof Dr. Moesfopo sebagoi kampus merah pufth. Melalui idenfifas ituloh universitas ini akan mudah dikenal dan diingaf oleh sefiap anggota masyarakat seponjang massa.

Abstract

We have been asked to think about a convention that will write a new constitution for the Indonesian Republic. What our reaction?We were surprised of idea of a new constitution? Why? Do we assume the present constitution/ the first and oldest one w!II remain in force forever?Our present constitution provides several methods of amendment. Why didn't the founding fathers include on amendment clause?How did we react to the suggestion that we were to participate in the new convention?Of course, existence of a certain particular constitutional features are desirable for the nation actual constitutions can provide inspiration but cannot tell us what is desirable.To reach conclusions about desirability, we must employ principles of evaluation.These are serious doubts that a new constitution should be helcl obviously no convention should be called, it can be expected to write a bitter constitution than we already have. Our constitution is thus not just a set of legal rules, It is also a paradigm.A paradigm is an overall view of things in terms of which particular experiences con be understoodMost of the young Indonesian modern generation now days encourages decision makers to egotism.Pragmation appears lo give possible scope for the exercise of common sense new elements in Indonesian life. To be pragmatic thus implies the opposite of being dogmatic theoretical or ideological.There is a widespread belief-Constitution means limited government.To be pragmatic as a dogma or ideological Pancasila appears to give maximum scope the exercise of common sense.As an open ideology Pancasila is better at least lo stumble around, than to go in the wrong direction. Not such as the Nazis exterminated the Jews, six. million of them/ in pursuit the dogma or ideology of "ryan Purity".Or the old German marxis had a slogan: "Und willst du nicht mein brudersein, so sch lag ich dir den scheidel ein" (If you don't want to be brother, I'll smack your skully).

Abstract

Sebagai sebuah sistem, penyelenggaraan Dik;at Pegawai di Departemen Hukum dan HAM , meliputi Input, Prosesdon Output. Pada Input yang terdiri dari Hardware, Software don Brainware agar Proses kinerja Oiklat berjalan baik antara lain faktor Human Relations rnerneqonq peranan penting. Penerapan Human Relations yang terdiri dari tiga ketrampilan komunikasi, motivasi don kepemimpinah diteliti pengaruhnya terhadap kinerja di bidonq _ penyelenggaran penataran, Pusdiklat Pegawai menghasilkan 0,608, yang berarti pengaruhnya siqnifikon. Kemudian koefisien determinasinya adalah r2 = (0,608 2) = 0,369 x 100 = 36,9 %Penerapan Human Relations yang selama ini telah berjalan baik, diharapkan masih diteruskan secara bertahap don kontinyu, melalui program formal misal : pembuatan buku - buku petunjuk pegawai, pertemuan staf, bimbingan don nasihat, kotak saran, analisa keluhan, penghargaan, don dona bantuan/koperasi. Non forrncl, berupa Olahraga, rekreasi, kunjungan / anjangsana, beasiswa dan silaturahmi.

Abstract

Beberapa dampak negatif yang perlu di eksplorasi dalam diskusi ini adalah gejala globalisasi media membuka kondisi dunia yang borderless world. Kondisi dunia tanpa batas ini mengakibatkan apa yang sering disebut dengan penyeragaman secara global dalam sistem, pola dan budaya komunikasi dunia dan Indonesia pada khususnya. Masalahnya terjadi pradoks yang muncul di dalam gejala ini, yaitu ketika dunia dan globalisme memicu penyeragaman cara, sistem komunikasi umat manusia, disitu juga terjadi budaya tanding dalam bentuk tren nasionalisme, primordialisme, lokalismen kebudayaan. Ini artinya dalam globalisasi, termasuk didalamnya globalisasi media massa, terjadi tarik ulur kecenderungan holisme-kolektivistik dengen tendensi parsialisme-individualistik manusia. Masing-masing sikap tidak seluruhnya buruk, karena terjadi penyebaran pesan global yang positif misalnya globalisasi gerak demokrasi atau gerak penyebaran tata nilai agama. Tapi juga tidak seluruhnya baik, karena globalisasi informasi global sempat menjadi beni-benih perilaku kekeran, separatisme atau regionalisme yang berlebihan.
