Abstract

The purposes of this research were to identification where were location of clusters, the distinction of interclusters, leading sub sectors of small and cottage industries and determinant factors of a region was classificationed as industrial district and non industrial district. Used analysis tools were Geographic Information System (GIS), Krugman Regional Divergency Index, Static and Dynamic Location Quotient and discriminant analysis.The results of this research show that location of clusters on 1999 were in regions of Pidie, Aceh Tenggara, Asahan-Deli Serdang, Tanah Datar-Padang Pariaman-Agam, Musi Banyuasin-Palembang, OKU-Lampung Barat-Lampung Tengah-Tanggamus, while on 2002 its were in regions of Pidie, Asahan, Tanah Datar-Limapuluh Koto-Pasaman, Indragiri Hilir, Musi Banyuasin, Lampung Barat-Lampung Tengah-Tanggamus. Based on Krugman’s Index result that the distinction of interclusters showed by existence of distinction of industrial structure on cluster of Tanah Datar-Padang Pariaman-Agam, OKU-Lampung Barat-Lampung Tengah-Tanggamus, Musi Banyuasin-Palembang dan Asahan-Deli Serdang with cluster of Aceh Tenggara on 1999. Almost all clusters, exception cluster of Pidie, had distinction of industrial structure with cluster of Indragiri Hilir on 2002 and at the same year, cluster of Tanah Datar-Padang Pariaman-Agam, Musi Banyuasin, Pidie with cluster of Asahan had a distinction industrial structure. Mainly of sub province in Sumatera Island had leading sub sectors of  ISIC 31, ISIC 33, ISIC 36 and ISIC 38. Determinant factors of a region was classificationed as industrial district and non industrial district that identified by discriminant analysis, the result suggests that the best predictors were economic of scale, followed by proportion of foster father, average wages, productivity of labor, and proportion of family worker.   Keywords:  Cluster, smal and cottage indusry, GIS

Abstract

Theme of this research is around the ability of human resource development to Asia Pacific countries. Main problems on this research are how the comparison of human development among the countries and what variables that influence it.The economic, demographic, public health and education term have significant impact to human developing index in APEC area. Gross Domestic Product per capita, access to proper water, and expenditure of education have positive impact to HDI. Otherwise, total populations, population with HIV/AIDS, female life expectancy of birth, and inflation factor have negative impact to HDI.According to this research, first, the education sector has high contribution to the capacity of human development. Government should allocate more budgets spending to the sector. Second, highly infant mortality and low of female life expectancy of birth show that public health aspect no being measure of the success of human development target. Developing of this sector must be main priority. Third, government has to implement sustainability development process that use environmental sight. It is relevant to the efforts of giving public service, especially well sanitation and sufficient of purification water to all Indonesian civil.Keywords: human development, inflantion, female life expectancy

Abstract

Evaluation is the part of activities development management to know how the activities development works.  Evaluation could be good or bad is depending on the inputs of the monitoring systems.  That is aim of this research.  By compare indicator descriptions using; Location Quotient, Shift Share and Williamson Index, this research is analyzed.  The conclusion is that Purbalingga’s PDRB in 2003 1.3 % increase.  Although the economic structure, in other side, gap among sectors are low.  It means each sector works better and relatively spread evenly.  That’s why the policy of budget allocation is better to interrelatedness (backward and forward) to each sector.Keywords: Evaluation, Shift Share, Williamson Index

Abstract

This research was aimed to observe exist or not the difference of economics structure the regencies of BARLINGMASCAKEB members. This research use secondary data with observation period 1995-2002. Data used in this research include gross regional domestic product (PDRB) with oil and gas based on the constant price in 1993. The analysis instrument used in this research is Krugman’s regional divergence index analysis. Based on the Krugman’s regional divergence index analysis can be known that there is a huge difference on the economic structure between the Cilacap Regency with the regencies of another BARLINGMASCAKEB members. The Banjarnegara, Purbalingga, Banyumas and Kebumen Regency has relative equal economic structure.Keywords: Economic structure, Krugman’s regional divergence index

Abstract

Economic valuation of natural resources is important method in regional development. By this term, all potencies, characteristics, and economic value (benefit, cost, and profit) of natural resources should be known.  It can be also a fundamental concept to create regional rules and to make simple adjustment with The Act of National Natural Resources. The management of natural resources in regional area should match with regional potency and national vision of natural resources management.
