Abstract

Community-based tourism is a tourism management concept that prioritizes active community participation with the aim of providing welfare for them while maintaining environmental quality, and protecting their social and cultural life. The purpose of this research is to conduct an analysis of community empowerment in developing Tabanio beach tourism in Tanah Laut Regency, South Kalimantan. The type of research used is descriptive qualitative with in-depth interview techniques. The research instrument is the researcher with informants consisting of; Head of Tourism Office, Village Head, Village community, Pokdarwis Tabanio Beach, and visitors. The results of the study indicate that; community empowerment in developing tourism in Tabanio Beach at 1) the awareness and behavior formation stage towards conscious behavior and requiring increased self-capacity has not been implemented properly or optimally, 2) the transformation stage of abilities in the form of knowledge insight, skills, basic skills has not been implemented properly or optimally, 3) the stage of increasing intellectual abilities, skills, skills has never been implemented. Thus, community empowerment in developing Tabanio beach tourism in Tanah Laut Regency, South Kalimantan has not been implemented optimally. Therefore, the role of related parties is further enhanced, so that community empowerment in developing Tabanio Beach tourism in Tanah Laut Regency can run well and optimally.

Abstract

This study aims to examine the level of transparency in village government related to the management of village funds in Lombo Village, Pitu Riase Subdistrict, Sidenreng Rappang Regency, and to identify the factors influencing it. This research employed a descriptive quantitative approach with data collected through observation, questionnaires, literature studies, and documentation. The sample consisted of 77 respondents selected randomly from a total of 338 households. The results indicate that the level of transparency in the management of village funds is considered good, as evidenced by open access to budget information, community participation in decision-making, and regular financial reporting. Factors affecting transparency include timely access to accurate information, clear procedures and cost structures, and the availability of grievance mechanisms. The study concludes that there is a positive and significant relationship between government transparency and effective village fund management. Enhancing transparency is therefore expected to strengthen accountability and public trust in village governance.

Abstract

Management in the form of hazardous waste storage activities is one of the activities that need attention from various parties because if hazardous waste is not managed properly, it will increase the potential for harm to the environment and society. This research was motivated by the issue of hazardous waste management practices that do not comply with applicable standards in several industries in Karimun Regency, including Karimun Granite company as one of the companies producing hazardous waste. This study aims to determine the management of hazardous waste at Karimun Granite company and the factors that hinder its implementation. This research uses a qualitative research method with a case study approach. Data collection is done through interviews, observation, and documentation. The results showed that the management of hazardous waste at Karimun Granite company was not optimal. This is viewed from the aspects of plan, do, check, and act; where the management carried out is not by the established plan. The inhibiting factors in the management of hazardous waste at Karimun Granite company are the lack of understanding and awareness of hazardous waste generators, the limited number of personnel managing hazardous waste, lack of infrastructure for hazardous waste management. Therefore, it is necessary to review and take corrective action on each identified deficiency in order to realize hazardous waste management that complies with standards while supporting the creation of a sustainable and environmentally sound industrial climate in Karimun Regency.

Abstract

The performance of civil servants (ASN) is essential in realizing good governance at the local government level. However, challenges such as weak discipline, low competence, and limited capacity development still persist. This study aims to examine the capacity development strategy of the Regional Civil Service and Human Resource Development Agency (BKPSDM) of Sidenreng Rappang Regency in implementing good governance. Using a descriptive quantitative approach, data were collected through questionnaires, interviews, and observations from 35 respondents (total sampling). Data were analyzed using descriptive statistics with SPSS version 21. The results show that the implementation of capacity development, including training and discipline programs, is categorized as good with an average score of 70.5%. Competency management—measured through Spencer’s five dimensions: knowledge, skills, self-concept, traits, and motives—achieved a score of 70.4%. The realization of good governance, based on indicators such as transparency, participation, responsiveness, responsibility, and rule of law, scored 71.6%. These findings confirm that capacity building and structured competency management positively influence the quality of local governance. This research advances the current understanding in public administration by linking internal bureaucratic development with the effectiveness of governance practices in local institutions.

Abstract

Farmer empowerment should be understood as an effort to enhance the internal capacity of farmers while simultaneously expanding their access to productive resources and business opportunities that can improve their welfare. This research is a descriptive study utilizing a qualitative approach. The objective of this study is to obtain a clear overview of the inhibiting factors in the empowerment of clove farmers by village governments in Tojo Una-Una Regency. Data collection techniques included observation, interviews, and documentation. The research focuses on the role of the village government, capital, and infrastructure. Based on the research findings regarding the role of the village government, it was found that the village government has performed its role appropriately; the government’s role as a facilitator has been implemented well. However, obstacles remain, particularly in the execution of programs planned by the village government. Consequently, cooperation and coordination between the village government and the farming community are required to maximize the needs for collective progress. Regarding capital, the results indicate that the provision and supply of capital by the village government have not been well-implemented due to a lack of planning and limited village budgets. Furthermore, the procurement of infrastructure and facilities by the village government is considered suboptimal due to budget constraints. Increased attention to the procurement and maintenance of infrastructure is a key factor for the successful development of clove farming in various regions. The village government must optimize empowerment efforts, provide information regarding market prices, and conduct counseling and mentoring programs to improve farmer welfare. Providing capital assistance programs for farmers, such as People's Business Credit (KUR), is essential for agricultural productivity to grow and succeed. It is expected that the village government can provide optimal infrastructure to support all forms of agricultural activities so that farming income can be maximized.

Abstract

This study aims to determine the level of information transparency in development in Pusungi Village, Ampana Tete District, Tojo Una-una Regency. The focus of this study is information access, community participation in development, and officials' understanding of information management. The research method used a descriptive qualitative approach. Data collection techniques were conducted through in-depth interviews with several informants, observation, and recording of secondary data related to the research problem. The study concluded that Pusungi Village still lacks access to information from the village government to the community regarding upcoming development projects due to several important interrelated factors. Community participation in village development does not emerge spontaneously but needs to be actively fostered by the village government. Village governments can foster community participation through several strategic steps: holding regular deliberations, providing clear and transparent information, involving various community groups, and improving village officials' understanding of information access and management will have a direct impact on increasing community participation, strengthening citizen trust in the village government, and ensuring that every policy or program is implemented transparently and effectively.

Abstract

This study aims to determine the condition of the implementation of environmental accountability in the management of Ketapang Urban Aquaculture Ecotourism in Tangerang Regency based on the principles of Good Tourism Governance (GTG). This study was motivated by the problem of decreasing number of visitors and damage to facilities in the ecotourism area, which is considered related to the less than optimal implementation of environmental accountability. This study uses a qualitative descriptive approach with data collection techniques through interviews, observations, and documentation. The results of the study indicate that the implementation of environmental accountability in Ketapang Urban Aquaculture has not been fully optimal, especially in terms of increasing employment opportunities, increasing income, public health, and sustainable management of natural resources. This study is expected to be an input for local governments, tourism managers, and the community in strengthening the implementation of environmental accountability as part of the principles of Good Tourism Governance for the sustainability of ecotourism.

Abstract

This study aims to evaluate the implementation of Banjarmasin Mayoral Decree Number 238 of 2023 concerning the Determination of the Sales Value of Special Taxable Land Objects as the Basis for Imposing Land and Building Tax (PBB) in Banjarmasin City, and to identify factors hindering its implementation. The background to this study is the recent adjustment of the NJOP (Value-Based Property Tax) seven years after the last adjustment, resulting in a significant spike in PBB bills and public objections. This policy was also not accompanied by adequate public awareness by the government. This study used a descriptive qualitative approach, with data collection techniques including in-depth interviews, field observations, and documentation. The analysis was conducted using George Edward III's theory of policy implementation (communication, resources, disposition, and bureaucratic structure) and Mazmanian and Sabatier's theory (socio-political environmental factors). The results indicate that the policy's implementation has not been optimal. Obstacles occurred in all aspects of implementation according to Edward III: ineffective communication, limited human resources and data, less than fully supportive attitudes of implementers, and an uncoordinated bureaucratic structure. Socio-political environmental factors also hamper implementation, such as a lack of public support, low public participation, and post-pandemic economic conditions that make it difficult for the public to accept tax increases. This study recommends the need for transparency, improved communication, updated taxpayer data, and increased public participation in the implementation of PBB policies.

Abstract

The Sidoarjo Regent Regulation Number 71 of 2019 concerning the reduction of household waste is the main guideline in addressing the issue of household waste accumulation in Sidoarjo Regency. This research aims to describe the implementation process of waste management regulations and similar household waste in Kebonsari Village and to identify supporting and inhibiting factors in its implementation. This study uses a qualitative descriptive approach with data collection techniques through observation, interviews, and documentation. The results show that the implementation of the Sidoarjo Regent Regulation Number 71 of 2019 in Kebonsari Village has been ongoing but not yet optimal, marked by the implementation of the 3R (Reduce, Reuse, Recycle) activities through the waste bank in Kebonsari Village. However, there are still several obstacles, such as limited resources to support policy implementation, limited facilities, and minimal support from the Village Government. Supporting factors in this implementation include the community's understanding of the policy content, clarity of the policy's goals and benefits, political support from various actors, and community involvement in policy implementation. With this regulation, household waste management in Kebonsari Village can be more organized and in accordance with the provisions. This is evidenced by the ongoing management of household waste at the waste bank in Kebonsari Village.

Abstract

The 324 victims of GBV were mostly aged 18-25, with complaint data also including reports from 256 male victims (SAFEnet, 2024). As a non-physical form of gender-based violence factored by digital power relations dominated by anonymity and difficult to trace perpetrators, this violence can occur with or without internet transmission. Through the Instagram account @purplecode_id, the organization actively campaigns for digital rights by promoting the idea of a feminist internet as a safe space for expression, championing information accessibility, advocating for knowledge about GBV, and addressing privacy for women, children, and marginalized groups. Using content analysis as a qualitative research method, the study aims to interpret each piece of content on the @purplecode_id Instagram account as a symbol of a social movement relevant to the issue of GBV in Indonesia. Interpreting the context within GBV content is useful for in-depth explanations of complex issues, incorporating language composition and communication styles that are more easily understood by Instagram audiences. The form of Instagram content analyzed was in the form of 6 posts on a page (carousel) of Instagram content @purplecode_id which contained information about issues of KBGO, digital security, freedom of expression, and privacy as a communicative, relevant, and unique campaign.
