Abstract

Penelitian ini berjudul Kajian Metaforis Konstruksi Middle Passive Bahasa Inggris: Satu Pendekatan Semantik Kognitif. Penelitian ini bertujuan untuk 1) merumuskan konsep ruang mental yang muncul dalam 11 verba pembentuk konstruksi MP secara metaforis; 2) merumuskan metafora konseptual yang muncul dalam 11 verba pembentuk konstruksi MP; 3) merumuskan skema citra yang muncul dalam 11 verba pembentuk konstruksi MP. Sebelas verba pembentuk konstruksi MP hasil penelitian Bakker (1994) yang dipakai pada disertasi ini hanya yang terkait dengan konsep metafora. Ancangan teori yang digunakan yaitu ancangan teori yang diajukan oleh Saeed (2000) untuk mengklasifikasi sesuatu yang abstrak melalui hipotesis pengalaman. Ancangan teori yang diajukan oleh Lakoff (1980, 1987) digunakan untuk mengkaji Teori Metafora Konseptual (Conceptual Metaphor Theory). Ancangan teori yang diajukan oleh Turner dan Fauconnier (2000) dan Fauconnier (2005) digunakan untuk mengkaji percampuran konsep ruang, konsep mental, dan metafora konseptual (Blending Theory). Ancangan teori yang diajukan oleh  Langacker (1987) digunakan untuk mengklasifikasi konsep pemetaan makna pusat (makna leksikal/central) terhadap makna luaran (tekstual/peripheral). Ancangan teori Johnson (1987) digunakan untuk mengkaji skema citra. Ancangan teori yang diajukan oleh Fauconnier (1985, 1994) digunakan untuk mengkaji konsep ruang mental. Penelitian ini menghasilkan konsep ruang dalam-luar (in-out), konsep ruang atas-bawah (up-down), konsep ruang-transfer dan konsep ruang waktu (time spaces). Metafora konseptual yang muncul yaitu metafora konseptual kondisi, kesehatan, inderawi, ekonomi, medis, kimia, memasak, film, kemiripan, perjalanan, agama, komputer. Skema citra yang dihasilkan pada sebelas verba pembentuk konstruksi MP yaitu skema wadah ‘container’, waktu ‘time’, tindakan yang tidak diharapkan ‘unexpected actions’, emosi ‘emotion’, kemungkinan ‘possibility’, terminal akhir ‘terminal end’, memerlukan penyebab ‘needs causes’, memerlukan alat ‘needs instrument’, mengecualikan kebiasaan lama dan mimpi ‘excluded old habits and dreams’, atas ‘up’, bawah ‘down’, perubahan ‘alterations’, untuk cinta ‘for love’, membutuhkan tantangan ‘needs challenges’, hubungan sebab akibat ‘causal relations’, bermakna melakukan aktivitas tertentu ‘means having certain activities’, menyangkut perasaan ‘along with the feeling’, memiliki kepercayaan ‘having a belief’, mencoba merayu/membujuk ‘an attempt to persuade’, menunjukkan arah ‘show direction’, bukan waktu yang pasti ‘not the exact time’, bermakna mempertahankan jarak ‘means keep the distance’, mengacu pada komputer ‘expresses computer’, memerlukan prasyarat ‘needs precondition’, kondisi kesehatan ‘health condition’, medis ‘medical’, kimiawi ‘chemical’, melawan/oposisi ‘opposing’.

Abstract

This study aimed to elaborate how teachers identified themselves within the context of professionalism. This study used qualitative method with phenomenological approach to answer some research questions as follow: how did they construct the meaning of teaching as a profession, how did they construct the teacher professionalism identities, and what were communication competencies of professional teachers as education communicators. Data were collected from 13 teachers selected purposively as key informants.The results indicated two categories of teacher’s meaning identity i.e. teachers as noble profession (positive) and teachers as marginal profession (negative). Teachers perceived positive meaning as such that teaching was an inspiring profession, social profession, and civilization transforming profession to build nation characters. Meanwhile, teachers perceived negative meaning as such that teaching was merely reserved profession and/or marginal profession.Other findings suggested that these personal characteristics were mostly embedded in female teachers who had motherly instincts to nurture and educate. Teacher professionalism was defined as a label for teachers who possessed qualifications, such as having vision and mission in education, strong character and integrity, graduated from college of education, entertaining, ethical and fully competent. Teacher certification was perceived from positive perspective as a proof of professionalism and as a requirement for improving teachers welfare. Research findings might be able to be adapted by policy makers in improving the recruitment system. Better teachers and educational college managers or administrators could be recruited to generate better education communicators that might provide leverage to continuously improving the quality of human resources in Indonesia.

Abstract

Tax Amnesty is an instrument to increase the income from tax. This instrument however is controversial. There are pros and cons on the part of the Directorate General of Taxation with regard to the loss that the State suffer which will lead to the moral hazard to the Society. Againt this backdround, the Government is in position to draft the Law on Tax Amnesty. In the past however the government had once laid down such provisions as foreseen in the Presidential Decision No. 26 of 1984 in which abolished the administrative sunction and the abolition of tax debt of the previous year and compensated by 1% and 10% of the property subject to tax. The abolition of  sanction and tax amount to the inapplicability of the legal norms and whilst they were undertaken to increase the state income.This research on the tax amnesty is conducted by applying the normative-juridical approach. This approach is appropriate as it to a greater axtent relates to the application of legal norms to the object of the research. The analysis is made qualitatively by applying the legal principles and principles of legislation as well as the legal doctrines.The result of the research show that by referring to the principle of legality, the tax amnesty must be supported and made by the law. In the perspective of justice, however, tax amnesty is not solely based on the so-called “ horizontal and verctical juastices” recognized in the law, but also must be equipped with the transitional justice which will take into account the benefits to be gained. Such gain is to increase the state income while applying the close supervisory mechanism and abiding  law enfocement.

Abstract

This study aims to answer the research question: how the performance of Palu City Commission in the implementation of the General Election of President and Vice President in 2009. To answer that question with research conducted using qualitative research methods with the approach of phenomenology. This approach reflects the direct experience of man, as far as the experience was intensely associated with an object. Moreover this approach also seeks to understand how a person experiences and give meaning to an experience. As a qualitative approach, the main instrument of this study is the researchers themselves. The source data of this study, is the city of Palu KPU officials and their staffs, the voting public, and other stakeholders. Data collection techniques used, is in-depth interviews, library study, and study the document.This study concluded that the Commission's performance in implementing PPWP Palu in 2009 in Palu achievements have not been satisfactory, due not only because it is less based on performance aspects, namely: output, effieciency, productivity, service quality, effectiveness, cost-effectiveness, and customer satisfaction,  but also because of the neglect of aspects of organizational commitment as a condition for the achievement of every aspect of performance.New concept are the findings of this study, the achievement of organizational commitment  condition of every aspect of performance. This new concept complements the concept of performance in public administration, especially those conceived by Poister (2003).

Abstract

Renvooiprocedure is one of settlement mechanism on bankruptcy remonstrance. This settlement is limited written on law number 37 years 2004 (UUKPKPU), on article 127 UUKPKPU and article 194 UUKPKPU. This unclear Renvooiprocedure mechanism, result some difficulties among judges and make this procedure has various mechanism. In practice, Renvooiprocedure is used in several civil law procedures as it is stated on article 299 UUKPKPU.This research was using judicial normative method with analitycal descriptive. The data were taken from library research at Mochtar Kusumaatmadja library and field research at Pengadilan Niaga Jakarta Pusat, analyze with qualitative method.It is summarized that the relationship between renvooiprocedure with civil law procedure has shown that this procedure is a part of the whole civil law procedure emphasizing on bankrupty. On its implementation, Renvooiprocedure has been used in  many part on civil law procedure.

Abstract

This study attempted to identify, explore, uncover and analyze the answers to the research question “Why the policy implementation of policies controlling land and forest fires in Rokan Hilir regency of Rokan Hilir district failed to make free forest and land fires?” Seeing the complexity of problems encountered, then with through qualitative research design and descriptive methods, is expected to achieve the research objectives, namely (one) To examine and analyze the implementation of policies in an effort to control forest and land fires in Rokan Hilir regency. (2) To assess and analyze the factors that play a role in the implementation of policies controlling land and forest fires in Rokan Hilir (3) To improve or discover new concepts regarding the implementation of policies controlling land and forest fires. The results showed that: The successful implementation of policies determined by the factors: the basic measures and policy objectives, the sources of policy, the communication between the organization and implementation activities, characteristic of executing agencies, the economic, social and political and trends of implementing.

Abstract

One of the discourse of modernization ideas that rejected in Pesantren Miftahul Huda is gender. At least there are four problems related to gender in communication in pesantren, namely: (a) the source of ideological discourse of gender bias, (b) agents of ideology of gender bias, (c) communication that is gender bias, (d) and gender inequality. To explain the issue a critical ethnographic approach was used through the theory of ideology (deep unconsciousness), the theory of communication performance (performance), and feminist theory. The research findings indicate the occurrence of gender bias in communication in The Pesantren of Miftahul Huda in various aspects.
