Abstract

Along with the development of the dynamics of the society, globalization of the world and the demands of national bureaucratic reform, the public demands Civil Servants to carry out public services that are accountable, responsive, service-oriented professional, transparent, easy, cheap, fast and not convoluted. To build public trust to Civil Servants focused on internal and external structuring of Civil Serants in order to improve the quality of public services. The research method used in this research is the method of library (library research). The purpose of good governance is the realization of partnership of civil servants and community (sommunity) to achieve trust and welfare of the community. To enable the establishment of a good governance partnership as outlined above, the objective is to build a credible civil servant by the community and build a community ready to partner with civil servants. Keywords: bureaucratic reform, civil servant, good governance, service quality, trust

Abstract

A common problem that often a rises is that the implementation of unplanned and uncoordinated governance often runs slowly as it has to priorize political consensus in the development of government systems. Our study observed the process of allocating proportional regional expenditures between consumptive routine spending and development spending that favor public interests so as to have a positive effect on economic growth. From the social and political side, especially in the midst of the unfavorable political situation, a compromise from ASEAN countries wa born to combine human rights implementation with the principles of governance in order to achieve the improvement of public services and the protection of human rights for the wider community. Keywords: human rights, good governance and clean government, economic growth

Abstract

The management of solid medical waste in RSUD Padangan Bojonegoro District is one of the efforts to create a clean and safe hospital condition from the source of infection for all officers, patients and environment in hospital. The management of solid medical waste in RSUD Padangan Bojonegoro District is viewed from the aspect of planning quite well, but there are still few problems such as the absence of global SOP for the management of hospital solid medical waste. For the organizing aspect is quite good, but the organizational structure in the Sanitation Unit has not been legalized its existence. Then the implementation aspect has gone well because it has been referring to the applicable regulation. While the supervision aspect has not run optimally because of the lack of regular supervision schedule conducted by Sanitarian. This study aims to determine the implementation of solid medical waste management in RSUD Padangan Bojonegoro District. Aspects studied in this study are: aspects of planning, organizational aspects, aspects of implementation, and aspects of supervision.Keywords: management, solid medical waste, hospital, RSUD Padangan, planning, organizing, implementation, supervision

Abstract

Public Policy is a binding decision for the people at the strategic or outline level created by the public authority. The Sultanate of Cirebon was a prominent Islamic sultanate in West Java in the 15thand 16thcenturies, and was an important base in the inter-island trade and shipping routes. Public policy management system in Cirebon Kingdom covers politics, religion, and economic, socio-culture. Political, religious, economic, socio-cultural policy, implemented in the Kingdom of Cirebon has proven to increase the development of the kingdom. This study is a combined descriptive and development studies. It is found that good governance in the area can be adopted in NKRI. So it is necessary to consider the formulation of policy by using socio-cultural approach for both culture.Keywords: cirebon kingdom, public policy, public authority

Abstract

Reform of government bureaucracy is urgent to implement when bureaucracy has been perceived as a system that causes the running of government and public services to run stagnant, long-winded, inefficient, too big and rigid organizations, corruption, and other bureaucratic issues. The low level of public confidence in the bureaucracy (or the high degree of mistrust) reflects the perception of low capability and integrity of the organization and state organizers in solving problems of public interest and vice versa. The public demand for quality public services requires the improvement of public management. The high level of complaints from service users indicatez that the government as a public organization is not yet fully able to create an acceptable service system in the eyes of the people. This has in part resulted in the decline of public confidence in public organizations.  Keywords: bureaucratic reform, public organization, public trust
