Abstract

The research present describe the collaborative governance in environment policy in management waste of palm oil in Rokan Hulu regency. Rokan Hulu are one of regency in Riau Province that have a big potency in forestry especially about palm oil. In 2012 land of palm oil in Rokan Hulu are arround 208.475 Ha with production 525.079,93 miles CPO. Now days are 31 manufactured are productions of palm oil in 16 subdistrict. The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Rokan Hulu regency. Researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan head of village in Tuah Sakti Villages, Staff in PLBTG Tuah Sakti and society in Tuah Sakti Village. The conclusion of this research are collaborative governance are implemented in Rokan Hulu Regency are based on environment and supported with maintenance palm oil based on environment with program that held by Energy and Mineral Resources Ministry by independence village. Collaboration information are create a inhibition becaused changing the distirbution authority from regency to Province government. Conflict between PLTBG and PLN Bagan Batu, Mahato Sakti that have a difference region. It is caused a conflict between staff of PLBTG with PLN that have meets in forum but never get agreement.Keywords: collaborative governance, public policy and environment policy

Abstract

This study aims to analyze the participatory planning process at the Tangerang City Public Works Agency. The method used in this study is descriptive with a qualitative approachThe focus of participatory planning analysis research based on participatory planning models includes aspects: Investigation, Problem Formulation, Identification of Carrying Capacity, Formulation of Objectives, Establishing Detailed Steps, and Designing a Budget. The sources used are primary data and secondary data. Data collection techniques with observation, interviews, and documentation. Data analysis method with data reduction, data presentation, and conclusion drawing.The results of the analysis show that the aspect of investigation starts from the level of RT / RW, Village Musrenbang, District Musrenbang up to the SKPD Forum. Aspect formulation of the problem found data collected is what is truly felt by the community, even though there are some of the data collected which is then used as an activity not felt in the expected year. The identification aspect appears to be carrying capacity. Aspects of formulating objectives have used the principles: Transparent, Responsive, Participatory, and Accountable. The aspect of setting detailed steps, the planning process carried out already contains what will be achieved, what activities will be carried out in accordance with the planning document and the proposed results of the Musrenbang, the division of tasks / responsibilities at the government level, especially the technical service the community level only proposes proposals for activities, and has included time even though it is still general. Community involvement should be carried out continuously. Government officials are expected to be resource persons and facilitators and mediators in the planning process. An information system is needed that specifically handles the planning process that can be accessed by the general public in order to see the proposals and the results of the planning process that has been implemented.Keywords: Partisipative Planning Process

Abstract

The year 2014 becomes a very important moment for the local government because it was published Law Number 23 Year 2014 on Regional Government. In the same year, the Government and House of Representatives (DPR) issued Law Number 5 Year 2014 on State Civil Apparatus or abbreviated ASN. In Law no. 5/2014 mentioned that ASN consists of Civil Servants (PNS) and Government Employees with Work Agreement (PPPK). In this article, the discussion is only emphasized on the management of civil servants, especially Learning Preparatory Training through Coaching Facilitator. The method of writing using qualitative methods, with data collection in the form of interviews and literature study. Based on the analysis and discussion that has been done, there are some recommendations that need to enforce the implementation of curriculum / training materials in accordance with the provisions of legislation, need to conditioning and increase the motivation of pre-service training participants to support the training objectives, need to increase the ability Widyaiswara as educators, teachers, and trainers of pre-service training, need selection and application of learning methods of pre-service training in accordance with the training materials given to the pre-service training participants, and the fulfillment of infrastructure and training facilities in order to support the successful implementation of pre-service training.Keywords: Effectiveness, Preparatory Training, Coaching Facilitator, East Nusa Tenggara.

Abstract

This study is a study focusing on the implementation of Medium-Term Project goals of Change from the three Esalon Officials who have attended the Third Level Leadership Training of New Patterns. This research takes place in North Sulawesi Provincial Secretariat. Research focus on the implementation of intermediate goals of change projects, inhibiting factors, supporting factors. Implementation of the medium-term objectives of the change project in the Provincial Secretariat can be realized due to the commitment of Mentor, Coach, Project Leader During Project Change Seminar. The inhibiting factors in the implementation of mid-term change project objectives within the scope of the North Sulawesi Provincial Secretariat include (1) Moving external stakeholders need time in coordination, (2) The budget for medium-term objectives is not yet embedded in the Bureau's budget, (3) Project Leader is assigned. (4) Not yet mastering foreign languages especially Mandarin. (5) There is a stacholder that does not seriously support the implementation of the change project. Factors supporting stakeholder participation in the implementation program include: (1) Leadership Commitment, (2) Project Leader Cooperation with stakeholders, (3) Governor Regulation No. 25/2016 on Guidance on Case Handling within Local Government North Sulawesi Province.Keywords: Implementation, Stakeholder, Destination of Intermediate Project Steps

Abstract

District Education Technical Implementation Unit (UPT) having duties and functions includes providing guidance to PAUD education units and non-formal education. In an effort to realize the vision, mission, and goals of education, as well as an increase in the average number of years of schooling in Banjar district, an important role of the Head of the UPT is needed. District education, namely: (1) interpersonal roles, informational roles, role of decision makers, and the role of supervision in the implementation of non-formal education policies. The purpose of this study in detail is to describe and explain: (1) the role of interpersonal (2) informational role, (3) the role of decision maker (decision maker), (4) the role of controlling the head of the UPT. Education in Martapura, Astambul, and Mataraman Districts in the implementation of non-formal education policies. This study uses a qualitative approach to naturalistic phenomenology, with a multi-case study study design using in-depth interview techniques, observation, and documentation studies, holistic data analysis, and reporting by describing themes, issues, and implications of the phenomenon between cases contextually. The results showed that: (1) The role of interpersonal head of the UPT. Martapura District Education, UPT. Astambul Education, and UPT. Mataraman District education in the implementation of non-formal education policies tends to be persuasive, participatory, and motivational styles in the implementation of non-formal education policies. (2) Informational roles tend to delegate to staff, and those who are trusted in receiving, sharing and monitoring information, are focused on the leadership in receiving, sharing, and monitoring information, and adjusting the situation and conditions as well as the substance of information (delegation or centralization to the leadership). (3) Role of Decision Makers leaders tend towards democratic, participatory and situational types. (4) The role of supervision carried out by leaders varies according to scheduled, unscheduled, scheduled but tentative adjusting needs, oriented to the process and results in supporting the implementation of non-formal education policies. Suggestions are addressed to: (1) UPT. District Education in the Banjar Regency region, the results of this study can provide a positive contribution to the increasing role of the Head of the UPT. Education from the perspective of leadership management, (2) the Education Office of Banjar Regency as the Development Agency, the results of this study can provide input as a policy direction, (3) Human Resources Development Agency (BPSDM) of South Kalimantan Province as a reference for the development and improvement of human resources leadership and as a reference in adding repertoire to further research.Keywords: Role of Leadership, Policy Implementation, Non-formal Education

Abstract

Gross Regional Domestic Product (GRDP) which provides a comprehensive picture of the economic conditions of a region is indicator for analyzing economic region development. Another indicator that is no less important is inflation as an indicator to see the level of changes in price increases due to an increase in the money supply that causes rising prices. The success of development must also look at the income inequality of its population which is illustrated by this ratio. One of the main regional development goals is to improve the welfare of its people, where to see the level of community welfare, among others, can be seen from the level of unemployment in an area. To that end, in order to get an overview of the effects of GRDP, inflation and the ratio of gini to unemployment in DKI Jakarta for the last ten years (2007-2016), an analysis was carried out using multiple linear regression methods. As a result, together the relationship between GRDP, inflation and the Gini ratio is categorized as "very strong" with a score of 0.936, and has a significant influence on unemployment. Partially, the GRDP gives a significant influence, but inflation and gini ratio do not have a significant influence. GDP, inflation and the Gini ratio together for the last ten years have contributed 81.4% to unemployment in DKI Jakarta, while the remaining 18.6% is influenced by other variables not included in this research model, so for reduce unemployment in DKI Jakarta, programs that are oriented to economic growth, suppressing inflation and decreasing this ratio need to be carried out simultaneously. Keywords: GRDP, inflation, unemployment, DKI Jakarta, GINI ratio

Abstract

Post-training evaluation has received attention, but for basic training (latsar) for CPNS lecturers are still rare, especially those that focus on evaluating the quality commitment of lecturers and escorting after returning to campus. The study uses the case study method, it aims to find out the form of quality commitment along with the escort, maintenance and improvement of post-CPNS public university lecturers.Data were collected from nine subject groups. Each group consisted of one returned lecturer, one colleague, one mentor, and several students. The focus of each group is on the assessment of the commitment to quality, maintenance, and improvement of the returned lecturer, as well as the form of supervision carried out by the mentor. The research findings show that returned lecturers have not been fully sustainable in realizing the commitment to quality for aspects of teaching, research and community service. Meanwhile, related to maintenance and improvement of quality, it is known that there are efforts from lecturers on the basis of their own initiative to maintain and improve quality. Meanwhile, the supervision carried out by universities is still lacking. This research contributes to the knowledge and development of basic training by providing what aspects still have to be added to the program to improve the commitment to quality and supervision of the lecturer after the training.Keywords: basic training, post training evaluation, commitment to quality, lecturer.

Abstract

The Implementation of PPK-BLUD is an exception in financial management in general which provides flexibility in the form of freedom to implement sound business practices to improve service to the community. Exceptions given are intended to improve service quality and performance productivity which are non profit oriented. So that not all regional apparatus or work units of regional apparatus can implement PPK-BLUD, but only regional device organizations or work units of regional apparatus whose main tasks and functions provide services directly to the community or in other terms called Quasi Public Goods, namely regional apparatus in its operations some of it is financed from the Regional Revenue and Expenditure Budget, partly from the results of the services provided, however, its nature is not solely for profit. The application of PPK- BLUD in the Regional Human Resource Development Agency of the Province of South Sumatra is stipulated by Governor Decree Number 201 / KPTS / BPKAD / 2017 dated March 17, 2017 with Full BLUD status. The purpose of implementing PPK BLUD is 1) Improving the quality of public services in this case education and training services; 2) Improving efficiency and Financial Performance; 3,) Increasing benefits for Stakeholders. After implementing PPK-BLUD BPSDMD, South Sumatra Province gets funding sources in the form of services from the results of cooperation with the regency / city government in Sumatra, South Sumatra, vertical agencies in the region, as well as ministries including the Ministry of Human Rights, Kemenrisdikti, Supreme Court and provincial/district governments/cities and other institutions in implementing cooperation in the implementation of education and training.Keywords: PPK-BLUD; Performance; Development

Abstract

This case study is intended to describe the inter-level learning process at the Bererod Gratia Credit Union (CUBG) Jakarta and its characteristics based on the concept of inter-level learning in the organization and oriented to the strategic renewal developed by Crossan, Lane, and White (1999), which are learning between individual, group, and organizational levels through 4I: Intuiting, Interpreting, Integrating, Institutionalizing. Also described are the implications of organizational learning on corporate governance. The study was conducted on learning in solving problems of negative results case in the Bintaro Service Place (TP) and loan decisions that must involve the Head Office. Key informants consist of credit staff, Head of Office, and Committee members at Bintaro TP and General Manager at Head Office. The results show that the inter-level learning process in CUBG has a dynamic balance between learning for innovation and change (exploration) with learning for standardization for management certainty (exploitation). Learning is also holistic and includes single-loop learning to triple-loop learning. One important implication of corporate governance is the increasingly entrenched culture of check and balances at various levels of the organization. Communication centrality in learning requires the development of generative change capabilities at every level of the organization to ensure the continuity of transformation is in balance with the development of governance to maintain organizational integrity.Keywords: Organizational Learning; Inter-level Learning, Corporate Governance

Abstract

Education and Training is a form of institutional intervention so that employees have competency standards so that they are able to carry out their duties properly and appropriately. This study discusses the improvement of teacher competency in the implementation of scientific publications through Training in the Workplace (DDTK) Classroom Action Research (PTK). DDTK aims to improve the technical competence of civil servants and non-civil servants of the ministry of religion according to their duties and positions and develop insight into employee duties related to new regulations / policies / provisions, new technologies, or new knowledge relevant to their main tasks and functions. The main objective of Classroom Action Research (CAR) is the improvement and improvement of learning services. The population and sample of this study were participants of the Madrasah teacher training in the Workplace (DDTK) in Bangka, Belitung, and East Belitung Regencies in the 2016 and 2017. The study used multiple regression using Adjusted Square. Calculations for this multiple regression using SPSS statistical version 16 software. From the results of the research, it was found that the average of DDTK Bangka District Classroom Action Research (PTK) 2016 and 2017 were 51.41, and the average DDTK Class Action Research substance (PTK) Belitung Regency in 2016 and 2017 amounted to 50.39, with a difference in mean scores of 1.02. The average understanding of madrasah teachers in Bangka Regency 2016 and 2017 PTK writing was 118.20, and the average madrasah teacher understanding in Belitung Regency PTK writing in 2016 and 2017 was 118.88, with a mean difference of 0.68. The regression coefficient of the Education and Training Center (DDTK) variable (X2) has a positive sign (0.074), which means that the Education and Training Center (DDTK) variable has a positive influence on teacher understanding. The hypothesis which states that there is an effect of the Workplace Education Training (DDTK) substance on Classroom Action Research (CAR) on the understanding of madrasah teachers in writing PTK is statistically proven. Keywords: Training at Workplace, Classroom Action Research, Teacher's Understanding
