Abstract

The research focuses on addressing the challenges associated concerning agricultural management in the Gayo Highlands community, specifically in the Aceh Tengah Regency. Both local village authorities and customary institutions are responsible for the use of the agricultural area. The main objective is to foster a collaborative and effective approach between these two entities, thus minimizing any potential overlap of responsibilities. The research aims to identify prudent measures that can be taken to enhance agricultural practices within the Gayo Highlands community while considering the influence and existence of both institutions within the broader framework of Aceh governance. A qualitative research methodology is employed, consisting of preliminary observations and analysis of authority structures. The researchers then suggested the implementation of wise policies to ensure sustainable agricultural management. Ultimately, the research endeavours to improve the quality of life for the Gayo Highlands community by establishing a solid foundation for agricultural development without disregarding the authorities of traditional and village governance

Abstract

This study aims to analyze the influence of competency level, workload, incentives, and motivation on the performance of employees in the Procurement Services Unit (UKPBJ) of the Mentawai Islands Regency Government. This research employs a quantitative approach with a survey method. Data were collected through questionnaires distributed to UKPBJ employees as respondents. Data analysis was conducted using multiple linear regression to examine the influence of independent variables (competency, workload, incentives, and motivation) on the dependent variable (employee performance).The results show that competency level has a positive and significant effect on employee performance. Workload has a negative and significant effect, indicating that excessive workload can reduce employee performance. Incentives were found to have a positive and significant effect, implying that adequate incentives can enhance employee performance. Motivation also has a positive and significant effect on performance, suggesting that highly motivated employees tend to work more optimally. Simultaneously, these four variables significantly influence the performance of UKPBJ employees. These findings suggest that the Mentawai Islands Regency Government should prioritize competency training, implement balanced workload distribution policies, and design comprehensive incentive programs to foster employee motivation and enhance overall performance

Abstract

This research aims to examine the implementation of rural electrification policies in Desa Semembang and Desa Sanglar, Kecamatan Durai, Karimun, as well as the influencing factors. The research employed a descriptive approach with a qualitative method, utilizing data collection techniques such as interviews and documentation. Research informants included the Head of the Electricity Sector, members of the Regional People's Representative Council (DPRD) of the Kepulauan Riau Province, the Secretary of UP3 Manager and UP2K Manager of PLN Tanjungpinang, Village Heads, Village Consultative Council (BPD) members, youth representatives, and community leaders in Desa Semembang. Data analysis was conducted in reference to the policy implementation theory by Van Meter and Van Horn. The research findings indicate that although electricity development in Desa Semembang and Desa Sanglar has been initiated, its implementation has not reached its maximum potential. This is attributed to various challenges, including: 1) a policy shift from acquiring new machines to machine relocation, 2) transportation challenges in the machine relocation areas, 3) a limited number of available operators for the operational area, 4) financial resource constraints due to budget refocusing during the COVID-19 pandemic, 5) communication misunderstandings between the Department and the villages, and a lack of political support from the Legislative bodies of the Province and District within the sub-district's electoral district.

Abstract

Angkutan umum merupakan alat transportasi yang digunakan oleh masyarakat secara bersama, untuk memindahkan masyarakat dari satu tempat ke tempat lainnya. Angkutan umum sendiri memiliki standar yang telah diatur oleh pemerintah untuk memastikan angkutan umum yang digunakan masyarakat lebih nyaman dan aman. Namun, terdapat fenomena pelanggaran standar kelayakan kendaraan oleh angkutan umum yang terjadi di Kota Bandung yang disebabkan oleh berbagai macam faktor. Penelitian ini bertujuan untuk mengungkap hal apa saja yang mendorong fenomena ketidakpatuhan bisa terjadi. Penelitian ini menggunakan metode kualitatif, dengan menerapkan pendekatan fenomenologi transendental, untuk mendalami pengalaman yang dialami oleh partisipan. Untuk menganalisis data, hasil wawancara yang telah dilakukan diolah dengan mencari pernyataan signifikan dari setiap jawaban partisipan, lalu pernyataan tersebut diberi kode, dan dikelompokkan ke dalam tema-tema. Setelah dikelompokkan ke dalam tema-tema, setiap tema tersebut dijelaskan. Setiap tema yang sudah dijelaskan tersebut akan diberikan deskripsi tekstural dan deskripsi struktural untuk menjelaskan keterkaitan antar tema, kemudian dilakukan deskripsi komposit untuk menghubungkan deskripsi tekstural dan struktural, untuk menemukan esensi dari pengalaman partisipan pada fenomena yang diteliti. Dari hasil penelitian, fenomena ketidakpatuhan terhadap standar kelayakan ini muncul karena persaingan usaha angkot dengan transportasi online yang berdampak pada pemasukan pengusaha angkot, sehingga membuat penegakkan hukum maupun sosialisasi yang dilakukan oleh pemerintah menjadi tidak efektif. Akhirnya angkot yang beroperasi menjadi tidak aman dan sesuai standar.

Abstract

This study aims to analyze the effectiveness of levy collection at Ragunan Wildlife Park in 2022 and its contribution to the Regional Revenue (PAD) of DKI Jakarta Province. Levy collection is an important source of income for the local government; however, there are several challenges affecting its effectiveness, such as stagnant ticket prices since 2011 and issues with the JakCard payment system. The research employs a descriptive qualitative method, with data collection through observation, interviews, and documentation. Informants were selected using purposive sampling. The findings show that the effectiveness of levy collection at Ragunan Wildlife Park in 2022 was 77%, which is considered fairly effective, although there are still some obstacles. The factors affecting effectiveness include unadjusted levy rates in line with economic developments and technical issues with the JakCard payment system that disrupt the transaction process. Therefore, it is recommended that the local government review levy rates and improve the payment system to enhance the effectiveness of levy collection and its contribution to the PAD of DKI Jakarta Province.

Abstract

This study aims to identify Inhibiting Factors in the Implementation of SOP for Personnel at the Education and Culture Office of Biak Numfor Regency. The research method used is descriptive research using a qualitative approach. Based on the results of the study, it is known that the inhibiting factors for the Standard Operating Procedure (SOP) for Personnel Administration Services at the Education and Culture Office of Biak Numfor Regency are the availability of adequate human, financial, and technological resources that can support the smooth implementation of SOPs are inadequate, Commitment to the monitoring and evaluation system has not been effective in identifying problems and making necessary improvements. Performance Measurement, is significantly less than optimal because frequent or inconsistent policy changes can cause confusion and difficulty in following the established SOPs, limited human resources, facilities and infrastructure can hinder the implementation of SOPs properly, lack of adequate training or understanding of SOPs can hinder staff's ability to follow established procedures.

Abstract

Toward implementing a meritocratic approach in public sector management, Ogan Komering Ulu Regency faces critical challenges in adopting a merit-based system for managing civil servants (ASN). This study explores the policy application and obstacles in achieving meritocracy within the local government context. Employing a qualitative methodology, including in-depth interviews and document analysis, the research identifies key issues in the system's implementation. Findings indicate that despite efforts to establish fair and competency-based management, several challenges persist, such as limited resources, political influence, and gaps in stakeholders' understanding. These factors hinder the full adoption of the merit system, affecting the effectiveness and professionalism of public administration. The study suggests that for optimal implementation, local governments need to bolster strategic leadership, allocate adequate resources, and continuously enhance civil servants' capacity through training and development initiatives. This research contributes to the discourse on meritocracy in public administration, offering insights into necessary improvements to promote fair and transparent governance based on merit.

Abstract

The Covid-19 pandemic presents major challenges for Indonesia's health, economic and government sectors. In this context, the Padang City Investment and One-Stop Integrated Services Service (DPMPTSP) plays an important role in implementing local policies to support recovery. This research aims to explore the implementation of Agile Governance in DPMPTSP Padang City during the pandemic. The method used is descriptive qualitative, with data collection through in-depth interviews and document analysis. The research results show that the Padang City DPMPTSP has succeeded in implementing the principles of good enough governance, business-driven, human focused, and based on quick wins, so that it is able to improve public services and licensing innovation. Various innovations, such as the INDAH program for MSMEs and the OSS and SIMBG digital systems, are implemented to maintain service continuity. Apart from that, DPMPTSP also increases transparency and community participation through public consultation forums. The conclusion of this research confirms that the implementation of Agile Governance has enabled DPMPTSP to adapt and innovate in services, creating better relationships between government and society in the context of public services, especially in the midst of crisis conditions.

Abstract

The waste bank is a creative way to improve behavior and understanding about managing waste in the home. Social capital, as a collaborative effort at the community level, is essential to the trash bank's management. Mutual trust in society, standards, and networks that the community may use to address problems together are known as social capital. This research aims to find out how the social capital process in the Waste Bank framework in community-based sustainable waste management in Padang City, especially in the Sakinah Waste Bank by using descriptive research conducted through a qualitative approach. The study's analysis revealed that the social capital process at Sakinah Waste Bank is carried out by the community, and that trust is developed between the actors through the transparency of the waste bank management process. Strategies to develop networking with the actors include communication, a shared commitment to support the waste bank management, and a shared understanding of the waste bank's purpose. Social norms are necessary to keep the actors' trust in one other and the transparency process going. Additionally, the social norm might raise citizens' awareness of the need to control household waste.

Abstract

Dumai City is one of Indonesia’s strategic regions, characterized by complex social dynamics, including the management of people with mental disorders (ODGJ). This study aims to analyze the service quality of the Dumai City Civil Service Police Unit (Satpol PP), motivated by the increasing number of ODGJ disrupting public order, particularly in strategic locations, and the challenges faced by Satpol PP in addressing these issues. This research employs a qualitative method with data collection techniques, including observation, in-depth interviews, and document analysis. The study utilizes the SERVQUAL approach, which encompasses five dimensions: reliability, responsiveness, tangibles, empathy, and assurance. The findings reveal that in terms of reliability, while Satpol PP has consistently responded to public reports following established procedures, the absence of standardized operational procedures (SOP) and specialized training presents significant challenges. Regarding responsiveness, the unit demonstrates commendable responsiveness; however, limited personnel and the absence of personal protective equipment (PPE) hinder operational efficiency. The tangibles dimension highlights that while operational facilities, such as vehicles, are adequate, supporting equipment like restraints and PPE remains highly limited. The empathy dimension shows that persuasive and humane approaches have been applied, although training related to empathy is insufficient. Finally, the assurance dimension indicates effective inter-agency coordination, albeit not optimal during non-working hours.The study recommends enhancing the quality of Satpol PP services in managing ODGJ through the development of clear SOPs, increased training programs, improved inter-agency collaboration, and better resource allocation. These improvements are expected to enable Satpol PP to handle ODGJ effectively, safely, and humanely, thereby increasing public trust in government institutions
